Its usage is opening both opportunities such as new business models and economic gains and risks such as privacy violations and discrimination. Europe is in need of a comprehensive strategy to optimise the use of data for a societal benefit and increase the innovation and competitiveness of its productive activities. In this paper, we contribute to the definition of this strategy with a research roadmap that considers the positive and negative externalities associated with big data, maps research and innovation topics in the areas of data management, processing, analytics, protection, visualisation, as well as non-technical topics, to the externalities they can tackle, and provides a time frame to address these topics.

Abstract. The rhetoric of open government data (OGD) promises that data transparency will lead to multiple public benefits: economic and social innovation, civic participation, public-private collaboration, and public accountability. In reality much less has been accomplished in practice than advocates have hoped. OGD research to address this gap tends to fall into two streams – one that focuses on data publication and re-use for purposes of innovation, and one that views publication as a stimulus for civic participation and government accountability - with little attention to whether or how these two views interact. In this paper we use an ecosystem perspective to explore this question. Through an exploratory case study we show how two related cycles of influences can flow from open data publication. The first addresses transparency for innovation goals, the second addresses larger issues of data use for public engagement and greater government accountability. Together they help explain the potential and also the barriers to reaching both kinds of goals.

This presentation was used during the European Conference on Quality in Official Statistics (Q2022) in order to illustrate the Italian Open government Strategy on cohesion policy that is relying on the OpenCoesione initiative coordinated by the Evaluation unit of the Department for Cohesion Policies of the Italian Presidency of the Council of Ministers since 2011. Starting from the 2013 the OpenCoesione initiative is supported by "At the School of OpenCohesion (ASOC)" - an educational programme aimed at promoting and developing the innovative principles of active citizenship in secondary schools through the civic monitoring of projects financed by cohesion funds. Within the scope of the activities devoted to the development of statistical literacy the Italian national statistical Institute - ISTAT signed in 2018 (and renewed in 2020 ) an agreement for collaborating in the ASOC project and promoting the statistical culture also amon the teachers involved in ASOC by the means of specific and dedicated course named Statistical Culture+.
Data for Impact - Horizon 2020 project pioneering big data approaches for improved assessment of the societal impact in the health, demographic change and well-being societal challenge at national and EU levels. Data4Impact aspires to develop a set of new indicators for assessing research and innovation performance based on a hands-on and data-driven approach.

Artificial Intelligence (AI) technologies such as Generative AI, Image Generators and Large Language Models have had a dramatic impact on teaching, learning and assessment over the past 18 months. The most immediate threat AI posed was to Academic Integrity with Higher Education Institutes (HEIs) focusing their efforts on combating the use of GenAI in assessment. Guidelines were developed for staff and students, policies put in place too. Innovative educators have forged paths in the use of Generative AI for teaching, learning and assessments leading to pockets of transformation springing up across HEIs, often with little or no top-down guidance, support or direction.
This Gasta posits a strategic approach to integrating AI into HEIs to prepare staff, students and the curriculum for an evolving world and workplace. We will highlight the advantages of working with these technologies beyond the realm of teaching, learning and assessment by considering prompt engineering skills, industry impact, curriculum changes, and the need for staff upskilling. In contrast, not engaging strategically with Generative AI poses risks, including falling behind peers, missed opportunities and failing to ensure our graduates remain employable. The rapid evolution of AI technologies necessitates a proactive and strategic approach if we are to remain relevant.

Published classroom materials form the basis of syllabuses, drive teacher professional development, and have a potentially huge influence on learners, teachers and education systems. All teachers also create their own materials, whether a few sentences on a blackboard, a highly-structured fully-realised online course, or anything in between. Despite this, the knowledge and skills needed to create effective language learning materials are rarely part of teacher training, and are mostly learnt by trial and error.
Knowledge and skills frameworks, generally called competency frameworks, for ELT teachers, trainers and managers have existed for a few years now. However, until I created one for my MA dissertation, there wasn’t one drawing together what we need to know and do to be able to effectively produce language learning materials.
This webinar will introduce you to my framework, highlighting the key competencies I identified from my research. It will also show how anybody involved in language teaching (any language, not just English!), teacher training, managing schools or developing language learning materials can benefit from using the framework.

2. Motivation and target of AC work
• The ISTAT modernisation project -
It needed and needs huge investments on methods, aiming at the revision
of the productive processes of the Institute.

3. In the context of the modernization programme, and taking into account the
new role of Istat as a research institute, a discussion on what research
products could be produced by Istat has been taken.
The result of this discussion is in line with what Fellegi (2010) wrote in a paper
on the role of statistical methodological research in National Statistical
Institutes, claiming that research should be independent and relevant.

6. Role of the Advisory Committee
(Approved on 9/02/2017)
• Ensures the refereeing of the projects methodology, either in their early
phase, and, during their development, their monitoring when important
decisions have to be undertaken;
• Acts as a tutor for specific projects
• Suggests potential methodological advanced training actions for the
ISTAT functionnaires working on such projects.

8. How AC has been working
Two meetings per year for discussing the methodological features of the ISTAT
strategic projects.
These projects are identified at the end of the of the programming process
(yearly and triennial)
• Project refereeing: based on an abstract, the evaluation was assigned to one or
two members of the Committee. Then, they received a more detailed draft. Each
project was discussed in one of the meetings; in such occurrence all board
members received the material. The Advisory board discussion of the project is
launched by the referees. The proponent and the members of the project team
were invited to the dedicated part of the meeting. AC began with this activity
• Particular projects tutoring: an expert was appointed, among the Committee
members, to follow some projects. The ISTAT functionaire in charge of the project
may consult her/him for suggestions. This tutoring activity occurred at distance
and during the meetings of the Committee, specific time slots were dedicated to
discussing the advances of these projects.
• Advanced training actions: proposals of advanced training actions for the
methodological area were discussed during the meetings. The Committee may
have contributed to identify suitable instructors.
