This document discusses the Policy Compass project, which aims to integrate open data, social media, and other tools to provide better indicators for assessing the impact of governmental policies. 2. INTRODUCTION
• Social indicators- statistics, statistical series and all other forms of
evidence that enable us to assess where we stand and are going with
respect to our values and goals, and to valuate specific programs and
determine their impact (Bauer, 1966)
• 3 steps to define indicators for policy monitoring and evaluation:
• 1. measure police impacts in relation to the environmental issue
(indicators for issue identification);
• 2. measure the investment leveraged (indicators for policy
formulation);
• 3. measure impacts across sectors and on the overall well-being of
the population (indicators for policy assessment).

3. The objective of Policy Compass Project
• Policy Compass is EU co-funded project, started at 2013.
• aims to address is whether and how open data, social media, e-participation
platforms and fuzzy cognitive maps and argumentation
technology can be integrated and applied to provide better tools on
the www for constructing, sharing and visualizing prosperity metrics
and casual models for policies.
The objectives:
• To provide an overview of prosperity indicators for assessing the
impact of governmental policies
• To provide the data sources associated to their calculation (Open data

6. Leningrad region: Russia Scenario (ITMO)
• The focus of field trial will be on the Regional program "Development of
the Information Society in Leningrad region in 2014-2018“ developed
and managed by the Committee for Telecommunications and
Informatization of the Leningrad Region (the Committee).
• This program is very important for the socio-economic development of
the region and is in the spotlight both the administration and the residents
of the region
• The Committee is the most concerned organization in assessing the
effectiveness of their projects as well as in the prediction of their results
• The Committee is also responsible for implementing the governmental
Open Data program realization
• eGov Center of ITMO University has a long and fruitful relationship with
the Committee and its interest in cooperation on the PolicyCompass
project confirmed by special letter of support

7. The main problems to be solved
• The deteriorating socio-economic situation in the region
requires a radical change in management practices that
currently have the following properties:
• Lack of analytical support of policy-making, which is due to
absence of need for the application of analytical tools in previous
years
• Specific traditional management style, which requires certain
actions, but does not require any practical results or impact
• Lack of motivation of civil servants to meet the real needs of the
population and business
• Political passivity of citizens who understand the lack of attention to
their needs as well as the lack of factual information and tools to
analyse it
8. Goals, Metrics and Data Sources
• Regional program "Development of the Information Society
in Leningrad region in 2014-2018“ is the basic source of
development goals, projects and Key Goal Indicators
• Additional data sets:
• Quality of life
• Level of citizens satisfaction with the activities of the authorities
• Regional GDP and Government spending
• Spending on regional economic development and social protection
• Level of public services accessibility
• Historical Information
• Etc.
