The structural adjustments of the 1980s and 1990s led to drastic fiscal cuts in financing of public extension systems causing their near collapse in many developing countries. Several new players tried to enter and fill the vacuum, including the private sector. Yet it is not clear how much and how well the private sector is able to fill the gap left by the dysfunctional public systems. This seminar is based on a recent book titled Knowledge Driven Development: Global Lessons from Private Extension (2015, Elsevier), a collection of case studies evaluating 10 private extension models in seven developing countries. The book assesses the functioning of private sector extension systems in various contextual settings. Common knowledge is that most private sector extension models are implemented for, and seem to work well for farmers selling high value commodities. But for staple commodity growers (such as cereal growers), with a small market surplus and little scope for contract farming, these systems may not be sustainable due to cost factors. Some of the case studies challenges this conventional wisdom. Lessons drawn from the cases could be important in giving direction to future development, research and policy on private extension systems. It is observed that private companies have created shared value for farmers across all cases. Integrated services provided as part of private extension programs were a major contributing factor for their success. Private extension programs also help in the effective use of technology for increasing farmer productivity. Additionally, they provide assured market access and price to contracted farmers, thereby reducing the uncertainty of demand to a great extent. Extension programs implemented by private companies lead to inclusive innovation by engaging farmers in development of technical and market solutions. They also reduce barriers to accessing quality inputs. Further, they tend to induce collective action amongst farmer groups, increasing solidarity. Private extension is demand driven, directly addresses information needs of contract farmers, and under certain conditions can fill the gap left by public extension systems in developing countries.

India is a vast country, rich in biodiversity. With its geographical area of 329 million hectares, India has almost all the climatic conditions and ecological zones found in different parts of the world, ranging from perpetual snow cover to equatorial and tropical conditions, from mangroves to humid tropics and hot and cold deserts as well as all the intermediate conditions. Before the advent of fossil fuel, animal energy was the only source of farm power and that also mainly from bullocks. In the recent past, a number of native breeds are facing fast genetic degradation and dilution because of intensive production system and unplanned introduction and use of exotic germplasm. This scenario, if continued, might result in depletion of the invaluable native germplasm having better potentiality for production, draught capacity, resistance to diseases and heat tolerance ability. In general, indigenous breeds provide the necessary genetic diversity needed by modern agriculture as a means to ensure stability and are vital building blocks for future livestock breeding programmes. Conservation of indigenous animal is needed for Genetic insurance, Scientific study, Economic potential, Environmental considerations, Cultural and ethical requirements, Energy source by In situ or Ex situ conservation techniques. There are some agencies like NBAGR involved in livestock conservation and the government also implemented projects for breeds conservation. There are many successful stories such as Sabarmathi Ashram goshala in the conservation of native breeds. Many foreign countries have realized the genetic potential of our indigenous breeds and using them for improvement of their germplasm. It is high time to proceed to conserve our germplasm.

Index Based Livestock Insurance (IBLI) is designed using Normalized Difference Vegetation Index (NDVI) to protect pastoralist against drought-related livestock losses. Contract holders receive payouts based on a 15% index trigger within a geographically defined location. Efforts by ILRI (and partners) to disseminate and improve IBLI uptake(encouragement design, discount coupons, Coops, pictorials) has resulted in mixed outcomes. among Stakeholders.
• Lack of effective collaboration and coordination
among various organizations and institutions
involved in LMIS.
• Problems associated with overlaps between
ministries in responsibilities and execution of
LMIS.

• Creation of infrastructure for increased ground data
collection.
• Need for human capacity building to ensure adequate
provision of technical inputs and knowledge.
• The need to reduce the amount of field and desk
work required to produce livestock market
information (through automation of data collection,

software/hardware architecture that makes use of
the state-of-the-art telecommunication technologies).

• Lack of a strategic direction and clear policy guidelines for the
implementation of a coherent LMIS.
• Mainstreaming LMIS- program is currently funded almost
entirely by donors. There is a need for it to be weaned from the
external funding and covered from local funding and
incorporated into the local and national budgetary allocations
to create a sustainable system.
