Towards an open access policy in European Research
The European Commission is working to improve open access to publicly funded research publications and data. It has established policies and initiatives to increase access, including guidelines for research funded by the European Research Council to be openly accessible within 6 months of publication. The Commission also reimburses open access publication fees for research funded under FP7. Most EU member states are pursuing open access activities but would benefit from more coordination and national strategies. Going forward, the Commission will monitor ongoing initiatives and work to establish policies for H2020 and help create a fifth freedom of knowledge movement in Europe.

Countries across the OECD have developed ambitious plans for STI policy to contribute to socio-technical transitions as the world recovers from the impact of the COVID-19 pandemic. Service Integration for Research Infrastructures by Reciprocal Usage
Research infrastructures are building software tools and provide data services. Often these software solutions are to some degree redundant, for example, nearly each research infrastructure has developed its own data management system or data repository. Consequently, developers run into the problem of the sustainability of developed solutions. The academic research community needs better ways to collaborate and reuse and exchange developed software solutions. It is more important to foster the joint use of software tools or the exchange of existing solutions between projects than to develop new tools.
Here we present a concept of mutual exchange of services and a form of deep collaboration. We suggest a concept for the integration and use of software tools by the joint usage of tools and services between different research infrastructures. Including: increased interoperability of clinical data management, biobanking, genetic databases, Electronic Health Records (EHR), query systems, data warehouses and imaging systems. This reciprocal usage creates mutual benefits. Services and tools developed by research infrastructures can be shared and jointly used for mutual benefit.

The group agreed that basic data mining skills should be taught in regular journalism courses to help students add value to reports by searching open databases and visualizing findings. Roles, effectiveness, and impact of VTT
VTT has undertaken an international study on the impact of its operations. As a result of this research, it was confirmed that VTT exerts a pivotal role as a promoter of the competitive ability of Finnish business enterprises and as a creator of well-being. VTT’s expertise is involved in every third Finnish innovation.
According to this new report, VTT is the most important R&D partner amongst public research organizations for Finnish enterprises. VTT’s role is emphasized particularly in innovations based on companies’ core technologies. According to the SFINNO database of Finnish technological innovations, no fewer than 43% of them contain VTT know-how. The research shows that cooperation with VTT also facilitates the entry of Finnish business enterprises and innovations into international markets. This trend has increased in vigour especially in recent years.
