Finally, it was proven that the level of regional innovative development affected both the number of cluster initiatives localized therein and their quality.

On August 18 2014, Mr. Mikhail Rogachev, Fund Director of the Russian Foundation for Technological Development (hereinafter – RFTD or the Fund) held a lecture for students of the Discovering Entrepreneurship Summer School (arranged by HSE laboratory for studies of entrepreneurship in conjunction with the University of Sheffield/Great Britain, University of Twente /Enschede and the University of Groningen/the Netherlands). The lecture addressed issues of state policy in the field of innovations (Orders of the Prime Minister No. DM-P36-6057 d/d 9 August 2014) and featured typical models of the Fund financial support for R&D projects.
On June 7, 2018, Members of Parliament Oleksandr Dombrovsky and Lev Pidlysetskii submitted a draft law "On Amendments to the Laws of Ukraine on Ensuring Competitive Conditions for the Production of Electricity from Alternative Energy Sources" (No. 8449).
During the next two weeks seven more alternative bills of authorship of various parliamentary groups were introduced to parliament, some of the parliamentarians signed up to more than one text. 5 draft laws unite deputies from different political factions, and 3 others - with sole authorship. The authors of 7 of the 8 bills propose the introduction of state support for RES on the basis of auctions.
The details for a new state support scheme were discussed in August-September 2018 within several working groups, with active involvement of DiXi Group analysts. After the discussion process stalled, several industry associations signed a joint memorandum on 30th of October on key positions they support to be stipulated in the new Law.
The DiXi Group experts analyzed all draft laws and changes proposed by the parliamentarians. The analytical report describes the positive aspects of the bills, identifies the potential risks and contains suggestions on how to reduce them.
The publication is issued within the framework of the Think Tank Development Initiative for Ukraine, implemented by the International Renaissance Foundation in partnership with the Open Society Initiative for Europe (OSIFE) with the fnancial support of the Embassy of Sweden to Ukraine.
Role of SMEs in regional innovation systems in RussiaStepan Zemtsov
Many small and medium enterprises (SMEs) show fast growing rates and play an important role in regional development. Fast-growing companies may contribute more than 50% to GDP growth (Europe INNOVA Gazelles Innovation Panel, 2008).
There is interdependence between innovative development of regions and emergence of fast growing SMEs (‘gazelles’). Developed regional innovation systems create a fertile environment for increasing the number of fast-growing companies. We assume that regional innovation performance (as a share of R&D personnel in employment, share R&D expenditures in gross regional product, etc.) may be a significant factor for gazelles’ concentration. There were no papers on Russian regional data before that could prove it.
The main object of the article is factors, which can determine the proportion of fast-growing manufacturing SMEs during post-crisis period (2009-2012) in Russian regions.
An econometric analysis demonstrates a strong correlation between the share of fast-growing SMEs in regions and indicators of regional innovation performance. Market potential also plays an important role. Results could be used for elaborating recommendations for implementation of industrial policy in Russia.

Несмотря на свою относительную «молодость» умная специализация, представляющая собой правила по выбору приоритетов инновационного развития, оказалась чрезвычайно востребованным подходом и быстро вошла в сферу интересов экономической политики. В странах ЕС наличие инновационных стратегий, разработанных с использованием методик умной специализации, является одним из условий получения регионами субсидий из структурных и инвестиционных фондов. Ее принципы получили отражение в стратегиях инновационного развития в Австралии, Южной Корее, Аргентине, Бразилии, Колумбии, Коста-Рике, Мексике, Перу, Уругвае, Эквадоре и Чили.
Какие уровни государственного управления должны быть вовлечены в процесс разработки стратегий умной специализации? Какие факторы должны стать предметом особого внимания при использовании её принципов? Для ответа на эти и другие вопросы в докладе представлены результаты анализа стратегий инновационного развития семи субъектов Российской Федерации с применением адаптированного инструмента RIS3 Self-Assessment Wheel.
Показано, что традиционные региональные инновационные стратегии в России отвечают большинству критериев умной специализации, по крайней мере, формально. Вместе с тем, при отсутствии единых правил выбора, проверки и синхронизации приоритетов, общей аналитической базы данных (содержащей, в частности информацию о региональных приоритетах и проектах), взаимных оценочных процедур даже регионам с высоким инновационным потенциалом сложно формировать и реализовывать уникальные стратегии, полностью соответствующие принципам умной специализации.

42 industrial clusters have programmes / strategies / concepts of their
development. 50% of these documents are approved by regional authorities.
72 industrial clusters have management bodies ― CMO or Cluster Council /
Steering Committee / General Meeting / Working Group etc.
There are 5 or more industrial clusters located in the regions with mature
cluster policy and high industrial capacity

13. Ministry for Industry and Trade of Russia: Refunding the Costs
on Joint Projects to Produce Import-Substitution Goods
• There should be at least
2 cluster members
involved in the joint
project: one financing
the project and the
other willing to buy the
goods produced within
the project.
• 50% of the joint project
costs should be
financed by the project
initiator no later than
12 months after the
subsidy allocation.

purchasing components from non-
cluster members;
• The increase of total costs on
purchasing components from the
joint project initiator by other
cluster participants;
• The increase of jobs with higher
salaries compared to the medium
level (broken down by regions and
the company`s size);

14. Current Goals of Russian Cluster Policy in 2016
1. Improving the quality of regional innovative and investment strategies.
Fostering the emergence of new clusters: innovative, industrial,
agricultural, touristic, etc.
2. Improving the quality of cluster management. Strengthening horizontal
inter-cluster communications on up-to-date issues (export, etc.).
Providing comprehensive support to innovative clusters (synchronization
with the activities of Universities, State-Owned Corporations, Institutions
for Development). Integration of cluster support measures and other
industry support tools by the Ministry for Industry and Trade of Russia.
3. Non-financial cluster support. Launching of E-data bases: Cluster Map of
Russia, Cluster Initiative Register (Ministry for Economic Development of
Russia), GIS of Industrial Parks, Technology Parks, Clusters (Ministry for
Industry and Trade of Russia).
4. Integration of clusters into National Technological Initiative; establishing
or transforming clusters to support emerging industries.
