The German Climate Preparedness Portal (KLiVO) is a national meta-portal run by the German government that provides climate information and adaptation services. It connects providers like government agencies and partners with users like municipalities and companies. KLiVO underwent extensive user testing and is supported by networks like the KlimAdapt User-Provider Network that engages users. This network of local actors helps identify needs, discuss services, and advise on adaptation. A current project called RegIKlim also works with model regions to develop digital decision tools for local adaptation planning. Challenges include limited user capacities and measuring impact, while lessons show the value of regular feedback and facilitating exchange between actors.

RegIKlim: Regional Information for Climate Action
(2020-2023)
• Six model regions develop digital decision tools for
local and regional actors to support adaptation
processes
• Regions focus on dealing with heatwaves, drought,
heavy rains, storm floods, high and low water levels
• UBA accompanies the model regions with scientific
research, provides knowledge transfer, networking
opportunities, fosters transferability and integration
into political and scientific processes

8. Challenges and lessons learned for climate adaptation platforms in supporting
and working with local actors
Challenges
- Insufficient legal obligation for climate adaptation
- Deal with limited capacities of local actors (time,
personnel, financial) in order to establish
continuous exchange with user group
- Designing user engagement process that meets
different needs and interests in climate services
- Identifying and measuring the impact of platforms

Lessons learned
− Regular exchange and constant feedback creates
commitment
− Enable and facilitate exchange and networking
among different actors within open formats and
limited pre-structuring
− Pilot users can be peers for potential users and less
experienced actors
− Alternating real and virtual meetings is desired
