This document summarizes research on failure factors of ERP (enterprise resource planning) projects in Iranian manufacturing industries. Through interviews with ERP experts and a questionnaire sent to IT, operations, and production employees, the researchers identified the most significant failure factors. The top four factors were lack of sufficient training, lack of management support, lack of financial support, and employee resistance to change. Less than 40% saw lack of experience as a major factor. Most respondents felt that training could help overcome inexperience. The researchers concluded these human and organizational factors were more important causes of ERP project failures in Iran than technical complications.

Modelling Determinants of Software Development Outsourcing for NigeriaIJMTST Journal
Software Development Outsourcing is one of the common practices in global business operations today; a
practice that has to a large extent changed the landscape of IT services in Nigeria. This research predicts a
fitted model using a number of success factors, for software development outsourcing in Nigeria. The

Productivity Factors in Software Development for PC PlatformIJERA Editor
Identifying the most relevant factors influencing project performance is essential for implementing business strategies by selecting and adjusting proper improvement activities. The two major classification algorithms CRT and ANN that were recommended by the Auto Classifier tool in SPSS Modeler used for determining the most important variables (attributes) of software development in PC environment. While the accuracy of classification of productive versus non-productive cases are relatively close (72% vs 69%), their ranking of important variables are different. CRT ranks the Programming Language as the most important variable and Function Points as the least important. On the other hand, ANN ranks the Function Points as the most important followed by team size and Programming Language.

Predicting the time to build software is a very complex task for software engineering managers. There are complex factors that can directly interfere with the productivity of the development team. Factors directly related to the complexity of the system to be developed drastically change the time necessary for the completion of the works with the software factories. This work proposes the use of a hybrid system based on artificial neural networks and fuzzy systems to assist in the construction of an expert system based on rules to support in the prediction of hours destined to the development of software according to the complexity of the elements present in the same. The set of fuzzy rules obtained by the system helps the management and control of software development by providing a base of interpretable estimates based on fuzzy rules. The model was submitted to tests on a real database, and its results were promissory in the construction of an aid mechanism in the predictability of the software construction

Many quantitative and qualitative studies have been conducted in various countries for the Enterprise Resource Planning (ERP) implementation in the Large Enterprise (LEs) as well as for Small and Medium-size Enterprises (SMEs) to capture the full benefits of ERP systems; still there is a lack of survey instrument for identification of the Critical Failure Factors (CFFs) that contribute in the failure of ERP implementation at Indian SMEs. This paper develops an ERP implementation failure survey instrument (questionnaire) by identifying twenty CFFs for the failure of ERP implementation at Indian SMEs that fill the gap of missing survey instrument to explore the CFFs for the failure of ERP implementation at Indian SMEs; it has a broader and more holistic focus. It proposes a framework in terms of one scenario in order to explore the 20 CFFs that determine the failure of ERP implementation at Indian SMEs. A quantitative survey based method was used to collect the data from the Indian ERP consultants (respondents). The data collected were analyzed using statistical techniques. The main purpose of this questionnaire is to get the opinion of respondents in order to explore the CFFs for the failure of ERP implementation at Indian SMEs. It contains 20 survey items. Respondents are required to response on each item (statement) on a likert five point scale of agreement and disagreement. Whole questionnaire is divided in to five parts Cover Letter, General Proforma, Conceptual Framework, Survey Items and One open ended question supported by thank you letter. Findings are discussed for the future work to bridge the current literature gap and provide practical advice for both ERP academics and practitioners.

Abstract: Enterprise Resource Planning (ERP) systems have been adopted and implemented in the Kenyan higher education sector, with their success being described in many ways that one. Empirical studies have identified Quality, use, and benefits dimensions as suitable descriptors of success of ERP systems. This study used the results of a cross-sectional survey conducted in selected public and private universities in Kenya, coupled with theories and literature from existing Information System (IS) success models, to examine the effect of these dimensions on success of ERP systems. An understanding of ERP systems success dimensions will help to appreciate how each dimension fit in the higher education sector and provide a basis from which mitigation mechanisms can be employed to ensure success. There is need for universities to match their expectations on ERP systems with efficiency, assurance, accuracy, coupled with good support service by experienced professionals that will ensure the desired level quality is guaranteed. Engaging end-users during implementation and providing adequate training to employees have a direct impact on productive use of the ERP system. In addition, universities also need to define the strategic goals clearly before embarking on implementation, such that the process can always be steered towards the realization of benefits associated with the ERP system.

Multi-objective IT Project Selection Model for Improving SME Strategy Deploym...IJECEIAES
Due to the limited financial resources of small and Medium-sized enterprises (SMEs), the proven approaches for selecting IT project portfolio for large enterprises may fail to perform in SMEs; SME top management want to make sure that the corporate strategy is carried out effectively by IT project portfolio before investing in such projects. In order to provide automated support to the selection of IT projects, it seems inevitable that a multiobjective approach is required in order to balance possible competing and conflicting objectives. Under such an approach, individual projects would be evaluated not just on their own performance but on the basis of their contribution to balance the overall portfolio. In this paper, we extend and explore the concept of IT project selection to improve SME strategy deployment. In particular, we present a model that assesses an individual project in terms of its contribution to the overall strategic objectives of the portfolio. A simulation using the model illustrates how SME can rapidly achieve maximal business goals by deploying the multi-objective algorithm when selecting IT projects.

in the software development company wide contacts in Jordan. The more practices that relied on largescale
flexibility to measure the progress made by the code work, that the developers efforts to the task of
estimating, to the use of coding standards, and the lack of overtime continuous, has a team to develop their
own operations, to use the limited documentation, and to have the team in one place facility. The adoption
of agile practices of the test, any test of the first unit tests and automated, and low. Some can only appear
agile practices without the adoption of a conscious, because developers find them useful. So it seems that
an emergency operation aimed at agility may also neglect the important agile practices.

Physicochemical and bacteriological analyses of sachets water samples in Kano metropolis were
carried out using standard procedures to assess the quality of such water consumed in the area. Samples were
collected from four different water depots in different parts of Kano metropolis. The results showed variations in
the concentrations of the analyzed parameters in the water samples. The pH values ranged from 6.97±0.20 to
7.25±0.33; Electrical Conductivity ranged from 176 ±0.02 to 282±0.25μS/cm; Alkalinity ranged from 0.17±0.02
to 0.69±0.28 mg/l; Total solids were in the range of 100.30±0.25 to 157.34±0.30mg/l. Total Dissolved Solids
ranged from 67.80±0.30 to 84.70±0.23mg/l; Total Suspended Solids ranged from 15.60±0.36 to75.84±0.02mg/;
Total Hardness ranged from 85.00±0.03 to 103.00±0.20 mg/ and turbidity ranged from 0.60±0.21 to 2.23±0.32
NTU. Escherichia coli (E.coli) were not detected in all the samples. The levels of some of the anions analyzed
ranged from 0.03±0.00 mg/l NO2
- to 7.06 ±0.02 mg/l SO4
2-. Similarly, the levels of some of the heavy metals
analyzed ranged from 0.12±0.02mg/l Cu to 0.71±0.01mg/l Fe. Accordingly, the water samples were colourless
and odourless. In general, the concentrations of all the parameters analyzed in the samples were below or
within the World Health Organization (WHO) permissible limits, indicating that the sachets water were safe for
human consumption.
Applying Regression Model to Predict the Effects of Shaft and Bearing Deviati...IOSR Journals
This work presents formulation of linear regression model for the effect of shaft and bearing deviations on the clearance of the assembly of mating parts. The model validation confirmed the existence of statistical relationships between clearance and shaft and bearing deviations. Applying data collected from direct measurement of shafts and bearings produced in the workshop, R2 values of 99.7% was obtained for assembly of mating parts model ; thus, indicating that about 99.7% of the parts produced are interchangeable, thus reducing the probability of producing scraps to the barest minimum. The results obtained using critical parameters of assembly of mating parts and multiple linear regression models give good estimation and are validated with experimental values with an error much lesser than 4% error. The regression model also showed that given the shaft and bearing deviations, the expected clearance can be determined, thus, enabling the quality control personnel to significantly monitor and reduce variation in the assembly of mating parts

Abstract: Ethernet is most influential & widely used technology in the world. With the growing demand of low
latency & high throughput technologies like InfiniBand and RoCE have evolved with unique features viz. RDMA
(Remote Direct Memory Access). RDMA is an effective technology, which is used for reducing system load &
improves the performance. InfiniBand is a well known technology, which provides high-bandwidth and lowlatency
and makes optimal use of in-built features like RDMA. With the rapid evolution of InfiniBand technology
and Ethernet lacking the RDMA and zero copy protocol, the Ethernet community has came out with a new
enhancements that bridges the gap between InfiniBand and Ethernet. By adding the RDMA and zero copy
protocol to the Ethernet a new networking technology is evolved called RDMA over Converged Ethernet
(RoCE). RoCE is a standard released by the IBTA standardization body to define RDMA protocol over
Ethernet. With the emergence of lossless Ethernet, RoCE uses InfiniBand efficient transport to provide the
platform for deploying RDMA technology in mainstream data centres over 10GigE, 40GigE and beyond. RoCE
provide all of the InfiniBand benefits transport benefits and well established RDMA ecosystem combined with
converged Ethernet. In this paper, we evaluate the heterogeneous Linux cluster, having multi nodes with fast
interconnects i.e. gigabit Ethernet & Soft RoCE. This paper presents the heterogeneous Linux cluster
configuration & evaluates its performance using Intel’s MPI Benchmarks. Our result shows that Soft RoCE is
performing better than Ethernet in various performance metrics like bandwidth, latency & throughput.

Effect of time-of-day specific obese training on body composition and physica...IOSR Journals
The best strategy for management of obese, outside pharmacological interventions, is physical exercise associated to diet. Recent research has discovered that the problem of obesity is largely due to a biological clock and that lipid oxidation is higher in the evening compared to the morning and at night compared to day. The purpose of this study is to investigate the effect of time-of-day specific obese training on body composition and physical capacity in obese following a low calorie diet. 20 sedentary pre-obese and obese with a mean BMI of 34.3 kg/m2 aged 20 to 47 years subjects participated in a concurrent strength and specific endurance training for obese. Subjects were divided into two training groups: a Morning training Group (MG: n = 10) and an Evening training Group (EG: n=10). The specific training associated to lower caloric diet has increased physical capacity (17,7% for EG and 15,6% for MG), decreased body weight (7,3% for EG and 6% for MG) fat percentage (19,5% for EG and 11,3% for MG) and waist circumference (10,2% for EG and 8,2% for MG) in both groups. Afternoon training was more effective than morning training on fat loss (24.9% for EG versus 15.9% for MG) and on lean mass variation (+2.9% for EG versus -0.5% for MG).

Abstract: Ultra Wideband (UWB) is an inherent technology used in current wired and wireless communication systems. These systems share the radio frequency spectrum with narrowband signals and also provide high data rates, low cost, greater bandwidth, good time domain resolution and improved channel capacity. UWB technology has attracted a lot of inquisitiveness in researchers worldwide. There are several challenges in designing a UWB receiver such as channel estimation and interference mitigation. In multi-user environments, multiple access interference (MAI) degrades the performance of UWB systems. To prevail over these challenging issues, an adaptive and robust receiver needs to be designed to alleviate interference in all types of environments. In this paper, the different types of receiver structures like Rake, energy, correlation, suboptimal, near-optimal and adaptive nonlinear rake receivers are surveyed and their performances are analyzed. This survey helps to realize superior bit error rates (BER) and excellent signal-to-noise ratios (SNR). Assessment of the Implementation of Ventilator-associated Pneumonia Preventiv...IOSR Journals
Background: Pneumonia associated with mechanical ventilation (VAP) is one of the important
causes of nosocomial infections in pediatric intensive care units (PICU). VAP is the leading cause of morbidity
and mortality in PICUs. Aim: To assess the compliance to ventilator bundle components: elevation of the head
of bed >30, sedation interruption, spontaneous breathing trial, peptic ulcer prophylaxis and its effect on the
prevention of VAP. Subjects and Methods: A case control study at PICU of Abo EL Reish El Moneira Hospital,
including all mechanically ventilated patients admitted over a period of one year. The study tested the effect of
implementation of this bundle as regard the rate of VAP in both group, compliance to bundle and most affecting
component of it. Results: There was decrease incidence of VAP after implementation of the bundle, from (50%)
to (14%). Development of VAP was mostly affected by being in supine position, long duration of mechanical
ventilation and presence of pump failure. (p<0.05) The compliance to bundle components was statistically
significant, p= 0.001. Conclusion: VAP rate decreased after implementation of this bundle. Elevation of the
head of bed was the most compliant component of bundle in the PICU.
Levels of Physical Activity Participation of the Staff of Universiti SelangorIOSR Journals
Abstract: This study is carried out to identify the levels of the Universiti Selangor (Unisel) staff’s participation
in physical activities. It aims to investigate the stages of their physical activities to determine whether these
activities are beneficial to them or otherwise. This study is a descriptive survey research of which the data has
been collected via questionnaire from 231 employees of Unisel in Bestari Jaya Campus. Respondents are asked
questions about their physical activities based on the International Physical Activity Questionnaire (IPIQ). The
findings reveal that many members of the staff of the Universiti Selangor practice physical activities as their
way of life. However, the level of their participation in physical activities has not reached a satisfactory level.
The respondents often carry out physical activities, but mostly their participation is still considered within the
range of average to low level. The respondents’ participation in physical activities is influenced by their attitude
which seeks acknowledgment rather than practicing it as a healthy lifestyle. The findings shows that the
employees’ physical activity participation is very high. However, they do not carry out the activities according
to the principles of physical activity domain. This study concludes that there are still many Unisel staff members
that seldom treat physical activities as their everyday routines. The findings show that 106 of the respondents
carry out physical activities at a low level, 49 of the respondents at the medium level and 76 of the respondents
at a high level. The findings are insufficient to establish that the respondents have carried out the best physical
activity practice. The results conclude that these Unisel staff members still need to be guided and educated in
order to ensure that their participation in physical activities becomes a healthy lifestyle that is led by the whole
community.

Understanding Customer Voice of Project Portfolio Management SoftwarePeachy Essay
Abstract—Project Portfolio Management (PPM) has gained
success in many projects due to its large number of features that covers effective scheduling, risk management, collaboration, and third-party software integrations to mention a few. A broad range of PPM software is available; however, it is essential to select the PPM with minimum usage issues over time. While many companies use surveys and market research to get users feedback, the PPM product software reviews carry the voice of users; the positive and negative sentiments of the PPM software reviews. This paper collected 4,775 reviews of ten PPM software from Capttera.com. Our approach has these phases- text preprocessing, sentiment analysis, summarization, and categorizations. The software reviews are filtered and cleaned, then negative sentiments of user reviews are summarized into a set of factors that identify issues of adopted PPM software. We report the most important issues of PPM software which were related to missing technological features and lack of training.
Results using Latent Dirichlet Allocation (LDA) model showed
that the top ten common issues are related to software complexity and lack of required features.

The purpose of this paper is to present an integrative and detailed review of the critical factors of enterprise resource planning (ERP) that influence effectiveness of business process integration. Organizations' use of Enterprise Resource Planning (ERP) systems has changed the way they provide information systems. The research applied quantitative research method to examine the current study which analyzing the integrative and detailed review of the critical factors of enterprise resource planning (ERP) that influence effectiveness of business process integration. The researcher distributed 180 questionnaires among several projects in Qatar, however it was able to gather only 168 questionnaires out of 180 questionnaires. The findings revealed that all independent variables are positively and significantly influence dependent variable, moreover it was found the highest value was between PMIS and ERP integration, on the other hand the lowest value was for between control environment and ERP integration.

Despite the large investments in the field of e-Government (e-Gov) around the world, little is known about the impact such investment. This is due to the lack of guidance evaluation, absence of appropriate tools to
measure the impact of e-Gov on the private sector, as well as the lack of effective management to resolve or eliminate the barriers to e-Gov services that led to the failure or delay of many projects. This paper is primarily concerned in determining the impact of e-Gov services on the private sector. A combination of Modified Technology Acceptance Model (TAM), DeLone and McLean's of IS success will be utilized as a research model and e-Gov Economics Project (eGEP) framework to measure “Efficiency, Democracy
& Effectiveness impact” for G2B services. The research result will help e-Gov decision makers to recognize the critical factors that are responsible for G2B success, specifically factors they need to pay attention to gain the highest return on their technology investment, hence enabling them to measure the impact for e-Gov on the private sector. Nowadays, Information Technology (IT) plays an important role in efficiency and effectiveness of the organizational performance. As an IT application, Enterprise Resource Planning (ERP) systems is considered one of the most important IT applications because it enables the organizations to connect and interact with its administrative units in order to manage data and organize internal procedures. Many institutions use ERP systems, most notably Higher Education Institutions (HEIs). However, many projects fail or exceed scheduling and budget constraints; the rate of failure in HEIs sector is higher than in other sectors. With HEIs’ recent movement to implement ERP systems and the lack of research studies examining successful implementation in HEIs, this paper provides a critical literature review with a special focus on Saudi Arabia. Further, it defines Critical Success Factors (CSFs) contributing to the success of ERP implementation in HEIs. This paper is part of a larger research effort aiming to provide guidelines and useful findings that help HEIs to manage the challenges for ERP systems and define CSFs that will help practitioners to implement them in the Saudi context.
Exploring application portfolio management in Indonesia: A case study of the ...CSITiaesprime
Due to rapid information and communication technology (ICT) growth, government agencies must manage more digital apps to support public service operations and administration. In Indonesia, at least 400,000 applications have been received by various ministries and government agencies. This amount will hurt the ICT budget’s investment and waste if no approach is employed. Problems can be solved with application portfolio management (APM). Indonesian government agencies’ AMP implementation is unclear. APM is applied at the government research institute agency for the assessment and application of technology (BPPT) in this study. BPPT was chosen due to APM’s lack of ICT investment management. This research examined 41 submissions from the 2019 digital transformation initiative. APM selected two mapping models. The outcome indicates how APM may offer ICT strategies for current applications to government entities. This analysis mapped existing applications into two models: McFarlan’s strategic grid and gartner’s TIME model. Mapping findings from these two models-technical health evaluations and regulatory compliance-may be used for application sustainability suggestions. 11 treatments were advised for maintenance and investment, while 4 applications were recommended for removal. This research helps us understand how the Indonesian government institute maintains its application portfolio and how APM might be a valuable method for application management.

Abstract: Implementing an information technology project is a very challenging task that needs several
preparations such as assigning a professional project manager, receiving top management support , employee
engagement ,etc. Same studies have been conducted about the success and failure factors of the enterprise
resource planning (ERP) projects and several researchers concluded that the ERP projects are very
vulnerable.This qualitative research is an attempt to summarize the most common failure factors of the ERP
projects in Iranian manufacturing industries.

I. INTRODUCTION
Enterprise Resource Planning (ERP) systems are defined as a computer- based information system that
process transactions of an organization and simplify integrated and real-time planning, production and customer
response [1]. The purpose of designing these systems is to deal with the fragmentation problem, because they
offer a series of software modules to totalize and simplify internal processes to cover all functions of business
[2]. By implementing ERP, organizations try to achieve visibility through business processes and playing a
radical role in dynamic environments [3]. While ERP systems have a lot of advantages, but the major concern is
the high failure proportion [4]. According to the researches done, 70% of implanting ERP fails to carry expected
benefits [5] and three quarters of these projects are not successful [6]. In 2010, the results of the Standish Group
survey showed that just 37% of the projects were successful (coming in on time and on budget). 42% of these
projects were over budgets, late, or have less features and functions than expected. And 21% of the projects
considered as a complete failure, it means that these projects were canceled before completing or never had been
used after delivery. For more, more than 50 % of the projects were cost 189% of their original estimates (Fister
Gale, 2011).
ERP implementation difficulties in developing countries are different from those in developed and
industrialized countries, while imagination anticipated that different and various countries face similar problems
and challenges that associated with ERP package-organization misalignments [7] and [8]. As an ERP software
designed and developed in industrialized countries and the structures and processes of the system designed by
their technology, so the primary functional misalignments will occur between western ERP systems and
demands of developing societies’ companies. So, trying to adopt foreign ERP systems tend to failure of
implementing these systems in developing countries [9].
Some of the major challenges that organizations face by ERP adoption are the level of BPR (Business
Process Re-engineering), customization, and change management needed to fit best with their ERP system. In
contrast, some organizations prefer to adopt less risky approaches like vanilla (this approach keeps BPR at the
minimum level, and instead of customization, follow the major functions and processes of ERP) [5] . Selecting
vanilla or other approaches, whether it is a small or large organization, a careful Project Management (PM) and
a loyal team are required for ERP implementation [9].
Implementation of ERP systems is affected by several failure factors [10]. Unfortunately, the greatest
numbers of researchers prefer to work on critical success factors (CSF) and fewer of them tend to work to find
critical failure factors (CFF). It is said that from 1998 to 2007, only 6% of all published or presented articles on
ERP were discussed about CSFs [11] .On the other hand, in the same period, articles related to CFF of ERP
implementation were accounted for less than one percent. It is important to consider that research projects about
reviewing and analyzing of ERP CFFs play a major role in avoiding the previous mistakes [12] .
II. PROBLEM STATEMENT
A. General Issues
A survey that is conducted to gather some data from IT practitioners about the ERP system, argues that
around 85% of the ERP users are fully satisfied from ERP and even some of the users declared that it is
impossible for them to continue without ERP [13].
But, the majority of ERP projects is failing due to several reasons. Some of the projects left
uncompleted and the rest terminated without any applicable function. There are several reasons for failure in

ERP projects such as huge overhead cost that mainly caused by improper scope definition or sluggish progress
in project execution [14].
Several studies claim that one of the major factors that contribute to success or failure of the ERP
projects is management commitment and ultimate support. Nevertheless, the contribution of the rest
stakeholders is vital [15] . Doing an ERP project is always associated with high level of risk, extra cost as well
as uncertainty [16].
To minimize the risks of the ERP projects, the organizations should be cautious in scope setting,
resolve all the existed conflicts among stakeholders, focus on the human factor, motivate the employee to
contribute in the projects (it could be facilitated by training, reward programs and proper appraisal model),
identify a systematic process to manage change orders and avoid last minute changes, eventually learn how to
deal with macro environmental issues with flexibility and scalability [17].
B. Marin County, California SAP
According to Panorama consulting solutions, the recent SAP project of Marin County, California with more
than $30 million investment is an example of ERP project failure. In spite of vast investment and enough
budgets, the system Integrator is blamed for fraud, misrepresentation, providing wrong information to sign the
contract, implementing improper software with high rate of error, hiring fresh consultants with inadequate
working experience [18].
Another reference reveals some more date about this project .The Marin County as the project owner claims that
the SAP system handed over partiality on 2006 with 50 percent functionality only! But the SAP system
Integrator (Deloitte) claims that the system is 100% applicable. Deloitte also a complaint against Marin County
because of unpaid invoices [19].
C. UK National Health System (NHS)
The worst case of ERP failure happened to NHS UK. In 2002 the government of UK accepted to invest £ 12
billion to develop an ERP during one decade in order to record the health data of the Britain citizens, develop
the electronic appointment booking and drug prescription system. But in spite of vast amount of investment the
project failed simply because the implemented system was not tailored properly for the body of the enormous
UK geographical and political system. The relevant authorities claim that implementing such an ERP was a
mistake from beginning and further continuing with the system is equal to more and more failure [20].
D. City Time Payroll System Project, New York
This is a sample of an ERP disaster that caused a nightmare for both systems Integrator SAIC the
subcontractor, Techno Dyne! The project budget was initially planned in 2003 for a total amount of $ 60 million
in order to modernize the payroll system of New York City, but the real project cost extended to $ 760 million
in 2010 which amazed the employer so much. The employer argued that Techno Dyne has been participated in a
fraud scheme and tapped around $80 million from taxpayers. On the other hand, SAIC claimed for a total
deficit of $ 232 million [19] .
E. ERP system of Epicor
Another example of the failed ERP system is the case of Epicor and Ferazzoli. During 2009, Ferazzoli
Imports from New England, USA (employer) reached an agreement WITH Epicor to implement the ERP project
with a total budget of $ 184,444 but the improper system design of Epicor caused additional cost for new
software. So the project faced budget overrun for new software as well services meant to run the system and
reached to $ 1 million [21].
The Epicor case is more about failure in scope setting as well as cost control [20] .
F. Oracle ERP systems for Montclair State University
The subject of the contract was designing a PeopleSoft suite with Oracle to replace the 25-year-old set
of legacy applications of Montclair State University. The parties signed the contract in 2009. Based on the
contract, Oracle should receive around $ 20 million for service implementation, software and support, but in
2010 Oracle claimed for extra $ 8 million and warned to terminate all activities if the employer refuses to pay!
After several negotiations the conflict was not resolved and eventually Montclair decided to terminate the
contract with Oracle. It happened in November 2010 and consequently seven months later, the employer argued
that Oracle has failed in all of the following contractual aspects:
Delivery of services and functions of ERP based on the scope of the contract.
Project time management
Delivery of computer resources
Deliver of proper and tested software

Project integration management (in framework of the contractual time, cost and quality terms and
conditions)
Project team turnover (in-out)
Due to the challenges with Oracle, Montclair claimed that they need to spend roughly $10 to $20
million to fulfill that ERP project. But, on the other hand Oracle argued that all problems arisen because of
inadequate leadership in Montclair. System Integrator stated that top management of the university has no idea
about that technology and eventually they do not know how to follow the project steps. It doesn’t resolve their
conflict and on December 2011 the university adds more complaints against Oracle. Those complaints were
about misrepresentation and false statement by Oracle regarding deliverables of the project, time schedule, cost
management system, as well as resources and capabilities of the contractor [14]. Eventually, Montclair failed to
present enough reasons to win the lawsuit against Oracle and Oracle won the lawsuit partials [22].
III. METHODOLOGY
The authors conduct five intial interviews with ERP experts in Iran. Based on the results of the intial
interviews, the following conceptual framework is designed as the basis of the open-ended questionnaire to
collect qualitative data from 40 respendents in next step . The autors develop the conceptual framework based
on the model of Human,Organization and Technology that previously used for several studies about IT security
voulnerability [23]
The 40 respondents of this study are selected from IT, operation and production departments of the
Iranian manufacturing industries.

The following table 1 shows that the majority of the respondents belives on the impacts of human and
organization factors on ERP voulnerabilit (rather than technology factors).

The below barchart is another approach to show the significance of each factor on ERP projects of the Iranian
production and manufacturing industries . As it is vividly illustrated in below, lack of sufficient training, lack of
management support , lack of financial support as well as resistance to change are the most significant items that
usually result in ERP projects vulnerability . On the otherhand, these are the major failure factors of ERP
projects in Iranian manufacturing industries.

The respondents also refer to the significance of maturity alignment between Corporate Governance and IT
Govrnance.
One of the respondents argues that “ I am always confused whether our ERP is really important or not!
, the IT department has installed the software for us ,trained us and we all know how to use it, but the head of
department always ask me do my resource planning in another approach, somebody explain me about this
conflict of interest , our target is to provide fast and reliable production ,but how to do properly !”
The finding shows that the less than 40% of the respondents believe that lack of expreince is a significant failure
factor of EPR projects in Iranian manufacturing industires. In fact , the majority of the respondents believe that
the training and awareness programs are more important. On the respondents from operation department of a

factory in Iran argues that “ experience is important ,but honestly I believe that even fresh graduated are also
capable to contribute effectively in ERP project if the company train them effectively.”
V. CONCLUSION
Several studies have been conducted about success factors of ERP projects and also some studies about
failure factors of ERP in different industries. According to the findings of this study ,it could be concluded that
lack of sufficient training, lack of management support , lack of financial support and resistance of staff to
change are the most challenging items that are considered as the major failure factors of ERP project in Iranian
manufacturing industries.
