This presentation will explore the ethical issues behind what appears to be a technical design process - that of transport planning decisions. It will draw upon the transport/land use designs explored in Britain’s new towns (and Milton Keynes in particular) which help to highlight the ethical decisions involved.
This will illustrate the way that the design of towns and cities affects our travel behaviour and constrains our ability to choose to travel in a socially and environmentally responsible way. Indeed, we can get locked into unsustainable travel behaviours and feel powerless to behave otherwise. This leads to the now prevalent negative attitude towards transport policy initiatives and often outright opposition to sustainable transport developments.
Urban design professionals argue that high density settlements are the main way that sustainable transport choices can be provided, as such designs produce conditions which make for good public, and also suppress car use. However, although such an approach is possible in major conurbations and city centres, this is a difficult and contentious approach for suburban Britain. For most places ‘big city’ design solutions are not politically viable.
Perhaps we should be looking to more innovative approaches. These could blend a variety of new measures, such as the ‘smarter travel’ initiatives as well as new emerging technologies. However these require a different way of doing transport planning to the traditional ‘big infrastructure’ transport policy approaches. New physical design approaches often require the redesign of the processes and structures to implement and manage them, and this may be the key barrier to success.

The role of parking in transit-oriented development (TOD) neighbourhoods - There is an urgent need for city planners in India to reconsider existing parking norms and develop options for parking reduction within TOD areas. Dr. Barter and Mr. Mulukutla looked into the role of parking space in TOD neighbourhoods and how it can be better designed to benefit communities living around them.

There is no end in sight to Pune\'s traffic and transport problems. This presentation reviews the root causes for the problems, throws light on wrong policies of municipal corporation, and suggests alternatives that have been accepted worldwide by all experts.
Transit Oriented Development (TOD) results in the creation of compact, walkable and liveable communities with access to amenities built around high quality mass transit stations. However, the discourse around TODs in India is more of a densification and value capture approach, which is necessary, but yet an incomplete conversation for the Indian context. This webinar, presented by Todd Litman, Himadri Das and Lubaina Rangwala addresses the major challenges and learnings from the ‘implementation’ of a TOD.

CITY//CHANGEMAKER is a platform for urban innovation in emerging cities in the Mediterranean and Middle East region.
On March 28th we launched CITY//CHANGEMAKER in Istanbul. On a cloudy Saturday at 09:00 AM 30 people showed up on the doorstep of Istanbul’s first ever coworking space Yazane.
The question to solve: “How might we give Istanbul commuters the most convenient, affordable and greenest transport options through the use of smart technology?”
Transport planning is a science that study the problems that arise in proving transportation facilities in an urban, regional or national setting and to prepare a systematic basis for planning.
The principles of urban transport planning can be applied to regional or national transport planning as well with due changes.
Urban transport networks are no longer capable of accommodating the movement of road users and vehicles.
Levels of traffic overloading vary in time.
In city centres, motorised movements difficult and long-term car parking almost impossible because of narrow streets often accessible only to non-motorised traffic.
DEVELOPMENT OF SUSTAINABLE URBAN TRANSPORT STRATEGIES FOR SALEM CITYIAEME Publication
Urban planning as majorly practiced in India is mainly concerned with the development of land in cities. Urban traffic congestion being a major problem in large cities which has a negative impact on mobility, environment, local economy and quality of life. The aim of this thesis is to develop an efficient transport with good and better facility for the Salem city. The roads and public transportation areas should be developed and maintained clean. Salem was a municipal town till 2007 and is developed to city in 2008 with heavy area expansion to more than ten times. A detail including all the elements like sustainable urban transport strategies for Salem city is not carried out in the past. To achieve this, development of Salem should meet all the three strategies i.e. social, economic and environmental sustainability goals. Hence sustainable development for Salem city is necessary.

western state of Gujarat. In 2009, the city set
the benchmark for high-quality transit in India
with the Janmarg bus rapid transit system.
Janmarg, which means “the people’s way” in
Gujarati and moves more than 130,000 people
per day, was a major improvement for a city
that previously had few options for the 90% of
residents that do not own cars.
Today, Ahmedabad is a regional leader in
transport and urban planning, with progressive
legislation on parking and Transit-oriented
Development, dense, mixed-use development,
parking reform, and improvements for walking,
cycling, and even better public transit.

transformed underused areas, such
as the often-derelict space under
overpasses, into beautiful public
spaces.

Mexico City boasts 5 lines of Metrobus BRT,
one of the highest-performing bike share
systems in the world, groundbreaking parking
reform, and a revitalized, pedestrian-centric
historical center. In 2012, Metrobus Line 4
proved that a world-class BRT can help
redevelop a dense central area while helping to
preserve its cultural and heritage values.
In addition to improving commutes, the project
has helped to massively improve the
streetscape and quality of life in the downtown
area – making many of these streets
exclusively for cyclists, pedestrians, and BRT.

In 2002 Seoul implemented various transport
including a reduction in downtown road space, and
a new BRT system with more than 5,000 high-
quality buses operating on 107 km of median
busways, and improved integration between buses
and the already existing, extensive subway system.
As a result, public transit customer satisfaction has
improved, bus accidents have declined and transit
ridership has increased. Traffic congestion was
reduced and liveability improved, particularly in the
downtown core. On the three initial BRT corridors,
bus speeds rose up to 85% in the morning rush
hour and up to 99% in the afternoon. The express
buses using the median lanes carry six times more
passengers than other road lanes used by cars in
the same corridor.

strategies, Seoul was able to remove a
large urban highway and return the corridor
to a riverbed that beautified the city and is a

Iran is the most urbanized country in the
Middle East, and Tehran is one of the largest
metropolises in Asia. A decade ago, Tehran
had few options for getting around their city
other than driving on increasingly congested
roads.
Over the last decade, Tehran has built more
than 200 km of metro rail, transporting 2 million
passengers per day. The city also created a
high quality BRT network of 100 km that
transports another 2 million daily. Beyond that,
Tehran has implemented a congestion pricing
program to reduce traffic in the city, and
developed a bike share system in one of their
administrative districts.

ownership growth. In this paper, we

of China’s rapid urbanisation and

adopted different policy designs.

these two mechanisms are used in
Shanghai, Beijing and Guangzhou
respectively.

Since 2003 London has charged for
driving private automobiles in its
central area during weekdays. This
significantly reduces congestion in that
area, improved bus and taxi service,
and generates substantial revenues
(although more than a third are used to
finance the payment system). The
program expanded to new areas in
2007 but was reduced back to its
original size in 2011.
Motorists pay by Internet or at kiosks.
License numbers of vehicles driving in
the area are tracked using roadside
cameras.

Medellín, Columbıa is becoming
famous for innovative sustainable
transport. Recent efforts to modernize
public transit, create better public
spaces and improve safety are helping
transform the city. These projects
include the development of bus rapid
transit (called MetroPlús) and the
creation of a bike-share program -- new
transportation elements that are
integrated with existing metro and cable
car systems. In addition, the city is
building 1.6 million square meters of
new public space.

Singapore first implemented an Area
Licensing Scheme in 1975 and Electronic
Road Pricing in 1998. It is designed to
minimize traffic congestion and maintain
optimal traffic speeds of 45 to 65 km/h for
expressways and 20 to 30 km/h for arterial
roads.
Several Studies have concluded that the ERP
has reduced congestion and pollution
significantly and, in conjunction with a
comprehensive TDM strategy maintained
high mobility. The establishment of the
restricted zone (RZ) led to a reduction of 31%
of traffic in the city area which is mainly due
to motorists not using the CBD as a bypass.

There is much that transportation planners can learn from marketing professionals. We need to investigate transportation system users’ real motivations and objections to change, and use this information to create products that respond to these demands.
