И если вследствие государственной политики последних пяти лет украинский язык доминирует в сфере формального общения, то русский язык по-прежнему преобладает в неформальном общении (с друзьями, знакомыми) и в Интернете. Решение вопросов совершенствования государственной языковой политики в Украине должно учитывать данный фактор и происходить максимально взвешенно.

Так, в течение 2016–2017 годов были введены обязательные квоты для телевидения и радио, а также заблокированы российские телеканалы, сайты и социальные сети. Was macht die Unternehmen in der Region Stuttgart so innovativ? Dieser Frage gingen die 6 Teilnehmer der europäischen Delegation des „ACCESS“-Projekts eine Woche lang nach. Die Delegierten aus Österreich, Polen und der Slowakei interviewten dazu verschiedene Experten aus der Region, um bewährte Innovationsverfahren und Methoden zu erforschen.
Ziele der Delegation waren unter anderem die Messe für Montage-, Handhabungstechnik und Automation (Motek), die Wirtschaftsförderung Region Stuttgart das Wirtschaftsministerium in Stuttgart und Mercedes-AMG in Affalterbach. Über 15 Experten von der Technikschule Esslingen bis zum Steinbeis Europa Zentrum standen Rede und Antwort zum Thema Innovationsförderung und Innovationsmanagement.
Nach einer Woche voller interessanter Inhalte und Tipps der Experten reisten die einzelnen Projektteilnehmer wieder zurück in ihre Heimatländer. Das nächste Treffen der ACCESS Delegation, an der auch Mitarbeiter des Virtual Dimension Centers Fellbach teilnehmen, findet in Linz, Oberösterreich statt. Am Ende des Projekts wird ein ausführlicher Bericht veröffentlicht der Ideen und Ansätze rund um die Innovationsförderung der Wirtschaft beinhaltet und somit einen Beitrag zur europäischen Wirtschaftsförderung leistet.
Das EU-Projekte ACCESS startete bereits Anfang März 2010. ACCESS steht dabei für „ACCelerating regional competitivenESS and sector-based excellence through innovation management” und hat zum Ziel Dienstleistungen im Bereich Innovationsmanagement und Technologietransfer zu verbessern. Dies soll durch den Austausch von Erfolgsrezepten und der Entwicklung einer gemeinsamen transnationalen Strategie in diesem Bereich umgesetzt werden.
Das Projekt ist auf eine Dauer von rund 3 Jahren angelegt und finden im Rahmen von „INTERREG IV B“, einer Gemeinschaftsinitiative des Europäischen Fonds für regionale Entwicklung zur Förderung der Zusammenarbeit zwischen den Regionen der EU, statt. Mit beteiligt sind neben dem Virtual Dimension Center auch weitere europäische Organisationen beispielsweise aus Ungarn, Österreich oder Italien.

(НДИ) МЕЖДУНАРОДНЫХ ОТНОШЕНИЙ В КЫРГЫЗСТАНЕ
Национальный демократический институт (НДИ) международных отношений в Кыргызстане объявляет о
разовой программе малых грантов.
На конкурс принимаются проектные предложения от НПО по проведению эдвокаси кампаний на
национальном уровне.
Требования к проекту:
• Проект может быть представлен как сетевыми организациями, так и коалицией НПО;
• Организация-заявитель должна обладать потенциалом для реализации проекта на национальном
уровне.
• Широкий географический и демографический охват;
2. • Эдвокаси кампании, имеющие своей целью реформирование на институциональном уровне по
следующим направлениям: коррупция, безработица, национализм, политические, экономические и
социальные права граждан;
• Рассматриваемая проблема должна быть актуальной для большинства граждан;
• Опыт работы в проведении эдвокаси кампаний (не менее 3х лет);
• Проект не должен быть связан с политической деятельностью. В рамках проекта не может быть
осуществлено финансирование деятельности политических партий;
• Продолжительность проекта 3-4 месяца;
• Обязательным требованием к проекту является широкое сотрудничество с другими
неправительственными организациями, имеющими представительства в регионах Кыргызстана;
• Предпочтение будет отдаваться проектам, в которых есть со-финансирование от других доноров
либо собственный вклад организации;
• НДИ не может финансировать обучающие поездки за рубеж, расходы, связанные с покупкой
подарков, алкогольных напитков и т.п. (см. прикрепленный файл Appendix P);
• Административные расходы должны составлять не более 20% от общего бюджета проекта;
• Организации, являющиеся в настоящее время получателями суб-грантов НДИ не могут участвовать
в конкурсе;
Запланированная дата начала реализации проекта – 15 апреля 2011.
Размер гранта: до 9 999 долларов США.
Требования к проектной заявке (необходимый пакет документов):
• Проектная заявка и бюджет должны быть составлены по форме НДИ на англ. языке (см.
прикрепленные файлы: Subgrantee Proposal template_eng.docи Subgrantee Budget Template_eng. xls);
• Пояснения к бюджету;
• План ежемесячных расходов в течение проектного периода (cash needs by month) – см.

• Копия свидетельства организации;
• Устав организации;
• Краткая информация об организации, история, миссия;

• Рекомендательное письмо от организации донора (предпочтительно);
• Схема организационной структуры, включая список членов совета директоров;
• Если проектная заявка подается от незарегистрированной коалиции/ сети НПО, то документы об
организации предоставляются одной организацией. В данном случае необходимо предоставить
письмо, подтверждающее, что организация была выбрана членами коалиции/ сети НПО, в качестве
официального заявителя на получение гранта.
• Предпочтительно предоставление копии самого последнего аудита Вашей организации, а также
копии последнего письма от аудиторского управления (наблюдения и рекомендации).

The American Studies Symposium gathers hundreds of experts working in the field of American Studies in Central
Asian higher educational institutions. It serves as a platform for experts to share their experiences in curriculum and
syllabus development, critical thinking, teaching methodologies as related to American Studies as well as to discuss
genesis, current development and prospects of American Studies as a new academic discipline in Central Asia.
The Symposium provides opportunities for a variety of activities, such as “sharing meetings” for the exchange of
experiences, ideas and feelings, group discussions, and dialogues that centers upon the curriculum, instruction and
student learning. It also gives a great opportunity to support educational exchange between the United States and
Kyrgyzstan.
This year, the Naryn State University in collaboration with the University of Central Asia in Kyrgyzstan hosts the 8th
Annual American Studies Symposium in the city of Naryn, Kyrgyzstan. The goal of this year’s Symposium is: 1) to
discuss effective strategies and new methods of teaching in the field of American Studies; 2) to analyze challenges
and perspectives of American Studies in Central Asia; 3) to exchange ideas and cultural experiences pertaining to
the said program or discipline; 4) to enhance educational and cultural relationships between Kyrgyzstan and U.S.
The host university - the Naryn State University – kindly invites students, scholars and faculty members to forward
their contributions to Symposium organizers. The themes of Symposium include:
• Curricular development on American Studies
• Innovative technologies in the field of American Studies
• Faculty development
• The role of American culture, society and its influence on Kyrgyzstan
• Aspects of educational systems of the United States and Kyrgyzstan

audiences—for works that address social issues in meaningful and compelling ways. JustFilms seeks to support
courageous filmmakers to complete their important works and to help them reach a growing audience of engaged
and socially conscious viewers.

We believe that visual narratives play an indispensable role in the search for justice in society. They inspire
imagination and new understanding, encourage civic dialogue and engagement, and showcase the rich diversity of
the human experience. JustFilms supports works that educate, motivate and create positive change in people’s lives

• Enlarge the conversation on issues of importance by investing in documentary films that capture people’s
imaginations and engage them in shaping their futures.

4. 2011 Google Summer of Code Announcement
Google Summer of Code - это возможность для студентов принять участие в одном из проектов по разработке
программного обеспечения с открытым кодом во время летних каникул и получить грант 5000 долларов.
Потенциальным участникам имеет смысл заранее, до подачи заявки на участие в программе, выбрать проект
Open Source и познакомиться с его разработчиками. В программе принимают участие многие известные
OpenSource организации: Debian, Fedora Project, KDE, Django Software Foundation... Список организаций-
участников программы в 2010 году опубликован здесь.
Для участия в программе студент должен подать заявку на участие в проекте выбранной компании. Можно
подавать сразу несколько заявок в несколько организаций. Каждая организация предоставляет список идей
для проектов, над которыми могут работать студенты, но вы всегда можете предложить свою идею.

5. This fellowship offers you the freedom and financial ability to bring about the change you envisage for the world as
well as an enabling support structure and an existing network of social change agents.
Who can apply:
• Anyone who has a plan for social change through innovation (fresh thinking that adds value) in the
areas of education and technology.

fellow will have access to potential project funding from the Foundation, who will match the Fellow’s personal

Информационная Программа Фонда «Сорос-Кыргызстан» объявляет о приеме конкурсных заявок среди
граждан Кыргызской Республики на конкурс «Неделя Википедии в Кыргызстане» и последующих практических
тренингах.
Цель конкурса - продвижение и популяризация виртуальной энциклопедии Wikipedia в Кыргызстане через
поддержку молодежных и научных групп, которые публикуют статьи в данной энциклопедии.
В конкурсе могут принимать участие представители гражданского сектора и молодежных организаций,
желающие пополнить виртуальную энциклопедию полезной информацией о Кыргызстане, а также web-
разработчики, развивающие и улучшающие информационные технологии в kg пространстве.
Все участники, которые пройдут отбор, смогут принять участие в тренинге. В качестве тренера приглашен
эксперт из Европы из Википедии. Презентация и тренинг пройдут в Бишкеке с 28 по 30 марта 2011 года в

КЫРГЫЗСТАНА ИНФОИК
Kлиматическая сеть Кыргызстана ИНФОИК объявляет о начале конкурса по созданию оригинального
видеоролика на тему «Проблемы изменение климата в моей стране» в рамках акции «Час Земли».
«Час Земли» - это символическая акция, общественный призыв к решительным мерам по сохранению
климата. «Час Земли», ежегодное международное событие, которое проводится в последнюю субботу марта
и призывает всех - частных лиц, организации, муниципальные образования,коммерческие учреждения -
выключить свет на один час, и посвятить нашей планете 60 минут, в качестве одного из методов борьбы с
изменением климата.
Впервые мероприятие было проведено Всемирным Фондом Дикой Природы (WWF) в Австралии в 2007 году и
уже на следующий год получило мировую поддержку. Кыргызстан еще ни разу не стал официальным
участником акции и это объясняется трудностями, которые испытывает наша страна в сфере энергетики.
Несмотря на это, мы хотели бы призвать всех вас стать участником всемирной акции «Часа Земли»,
выключив свет в 26 марта с 22.30 - до 23.30 (по местному времени). Таким образом, каждый из нас может
внести свою лепту в борьбе с изменением климата.
7. Цель конкурса «Проблемы изменение климата в моей стране»: повышение информированности
подрастающего поколения об экологии, и в частности о вопросах изменения климата.
Участники конкурса:
К участию в конкурсе приглашаются учащиеся образовательных учреждений: старшеклассники школ,
студенты ВУЗов (в возрасте от 14 до 25 лет).
Работы для участия в конкурсе могут предоставляться авторами и авторскими коллективами. Количество
работ, предоставляемых авторами на конкурс, не ограничено.
Сроки проведения конкурса:
Заявки на конкурс видеороликов принимаются с 1 марта по 24 марта 2011 года.
Объявление победителей состоится 26 марта 2011 года.
Требования к содержанию видеороликов:
• видео ролик должен отражать сущность проблемы по изменению климата, ее влияние на
население, и возможные меры для борьбы с изменением климата;
• видеоролик должен быть позитивным, ярким и нацеленным на привлечение внимания общества
к проблемам охраны окружающей среды;
• работы принимаются на кыргызском или русском языках.
Технические требования к материалам конкурса:
• ролики представляются на CD-дисках или флеш - картах;
• работы могут быть выполнены в любой технике: отснятые на
• телефон, фотоаппарат, видеокамеру;
• длительность видеоролика - до 2 минут.
Критерии оценки:
• оригинальность идеи;
• степень раскрытия темы и законченность сюжета;
• актуальность и применимость для планеты,
• использование дополнительных выразительных средств: звукового сопровождения,
видеоэффектов.
Жюри и награждение победителей:
По окончании приема видеороликов работы будут оцениваться представителями Климатической сети
Кыргызстана ИНФОИК и Общественной телерадиовещательной корпорации Кыргызской Республики (ОТРК).
Всем участникам конкурса будут вручены дипломы и памятные подарки.
Победитель конкурса получит денежный приз 100 USD, а видеоролик будет отснят повторно на
профессиональном оборудовании с технической поддержкой организаторов и будет показан по Первому
Национальному каналу. По вручению денежного приза победитель полностью передают идею видеопроекта
организатором конкурса.
В дополнение первые три лучшие ролики будут опубликованы на сайте ОЭФ ЮНИСОН.

эксперта по работе с СМИ.
Функциональные обязанности:
• Провести всестороннюю оценку текущих методов и подходов, используемых пресс-службой
Президента КР в работе со СМИ
• На основе проведенной оценки разработать для пресс-службы Президента КР стратегические
рекомендации по работе со СМИ, уделяя особое внимание результативности сообщений, их
последовательности и надежности
• Разработать рекомендации по запуску новых способов, форматов и каналов расширения связей со
СМИ
• Обучить штат пресс-службы Президента КР методологии эффективной работы со СМИ.
Квалификационные требования:
• Степень бакалавра в области журналистики и PR, социальных или политических наук; степень

• Наличие пятилетнего опыта работы в области журналистики, PR, маркетинга

My name is Dominic Stucker and I worked in Osh, Kyrgyzstan and Khujand, Tajikistan in 2003. I have the opportunity
to return to the region to study adaptation to climate change (flood, drought, mud slides, etc) in the Khoja-Bakirgan
River basin in Batken, Kyrgyzstan and Sugd, Tajikistan from approximately 7-26 May 2011.
I am conducting this research on behalf of the International Water Management Institute, based in Sri Lanka

Russian and Uzbek may also be helpful. (I realize that it may be difficult to find someone who speaks English, Tajik,
and Kyrgyz. It is possible that there will be two interpreters hired for shorter time frames: one who speaks English and
Tajik, the other English and Kyrgyz.)
Applicants should be based in Sugd or Batken, or be able to provide their own transportation to the region. Applicants
should be available for a week in April to work on translation of survey questions; from 7-26 May for field research
starting in Khujand, including some work on weekends; from 26 May - 3 June for completing translation of field
interviews and surveys, and other follow-up. Please understand that some of the research will be conducted in very
remote areas, and we will be staying in simple accommodations, travelling, in part, by foot.
Terms of Reference
9. • translate written survey and interview questions before the research trip into as many languages as
possible: Tajik, Kyrgyz, Uzbek, Russian
• accompany Dominic all day for the above period (unless two interpreters are selected, in which case
accompany Dominic for part of above period)
• translate orally for Dominic and support him with day-to-day logistics in a range of situations: negotiating
transportation and accommodations; purchasing food; engaging with officials, police, and military
• translate orally for Dominic and support him with research-related tasks: engaging with community members
and officials; arranging meetings; conducting interviews and surveys; giving workshop presentations, etc
• transcribe audio interviews and written surveys into English (summaries in field and full translation by 1 June
2011)
The interpreter will be compensated 400 USD for 5 weeks of work (3 in the field, plus 2 of written translation work).
Half will be paid when we meet in Khujand, half after delivery of final translation products. If two interpreters are hired,
this amount will be split based on relative time worked. Local travel, food, and accommodations during field research
will be covered. The interpreter is responsible for his or her own transport costs to and from Khujand.
The successful interpreter will also be acknowledged in the book "Water Resource Management and Climate
Change: Adaptation, Institutions, and Environmental Justice," published by Earthscan (http://www.earthscan.co.uk/),
in which this research will appear as a chapter.

Also, any help you can offer in finding accommodations is most welcome! I am looking for a home-stay for 10-14
days between 7-27 May in Khujand. (I anticipate taking two trips into the Kyrgyzstan during that time and welcome
any contacts you may have Batken or along the Khoja-Bakirgan River.) I hope to have a room in a family's home,
plus breakfasts and support with OVIR registration. I would be willing to pay $8/day or $10/day if Internet access is
included. I would like to share my room if my interpreter is male or have a second room if my interpreter is female.
