Инициативная группа выпускников при поддержке Посольства США в Кыргызстане проводит XI
ежегодную встречу выпускников образовательных и обменных программ, финансируемых
Государственным департаментом Соединенных Штатов Америки.
15 и 16 июня 2012 года очередная ежегодная встреча вновь соберет выпускников всех программ с целью
обмена идеями, а также для установления и укрепления тесных связей между выпускниками.
Впервые в этом году встреча выпускников пройдет в течение двух дней под лозунгом «Мечты
сбываются!». В рамках мероприятия предусмотрена официальная часть (16 июня), которая включает
инновационные форматы, такие как TED и Pecha-Kucha с привлечением лучших спикеров Кыргызстана и
СНГ. Также, 15-го июня с 10:00 до 14:30 волонтеры приглашаются посетить детские спец. учреждения
(см. Программу мероприятия в приложении), а в 18:00 только для выпускников образовательных и
обменных программ, финансируемых Государственным департаментом США, будет организован вечер
неформального общения с легкими закусками, прохладительными напитками и музыкой.
Еще одно новшество этого события – розыгрыш лотерейных билетов. Выпускники, участвующие только в
официальной части, приобретают лотерейный билет за 500 сом. Выпускники, желающие принимать
участие и в общественной работе, могут приобрести лотерейный билет за 300 сом. В качестве главных
призов – нетбук, устройство для чтения электронных книг Kindle, мобильный телефон, USB-модемы.

FSAU/GLOBAL UGRAD выпускники организовывают праздник для детей-сирот 2-3 июня 2012 года с
«ГРАНТ0!5» и собирают благотворительные средства на подарки
Уважаемые друзья!
Мы запускаем благотворительный проект для детей-сирот из интерната под названием Праздник
«Воздушных змей». Сотрудники консалтинговой службы «ГРАНТ0!5» организуют 2-3 июня 2012 года
(суббота или воскресенье) праздник «Воздушных змей» для детей Бишкекской школы-интерната №1.
Праздник «Воздушных змей» -- это мероприятие, посвященное дню Защиты детей 1 июня. Мы решили
организовать мероприятие на собственные и собранные нами благотворительные средства, чтобы
устроить праздник детям.
Проект хочет научить детей-сирот изготовлять и пускать «воздушных змей» в небо. Воздушный змей
является древнейшим изобретением человечества и прекрасным видом активного отдыха,
доставляющий радость и детям, и взрослым.
Мы приглашаем Вас принять участие в этом празднике детства! Подарите праздник детям!
Просим Вас оказать помощь и содействие в проведении данного праздника для детей-сирот. Все
желающие могут помочь «ГРАНТ0!5» организовать этот праздник на пожертвованные средства. Все
собранные средства на благотворительность (деньги, подарки, игрушки, книги в хорошем состоянии или
новые) будут направлены на организацию праздника:
• материалы для изготовления воздушных змей,
• мелки для рисунков,
• транспортные расходы для детей-сирот,
• сладости и игрушки для детей-сирот,
• прогулки в Дубовом парке на аттракционах,
• и многое другое, в зависимости от собранных средств!
Также можете приносить к нам подарки, книги, игрушки, детскую и юношескую одежду в хорошем
состоянии, которые Вы хотите подарить детям школы-интерната.
Мероприятие будет проходить на площади «Ала-Тоо» возле Исторического музея в г. Бишкек
ориентировочно
с 14-00 до 17-00. В программе: обучение детей-сирот изготовлению воздушных змей, запуск воздушных
змей, рисование детских рисунков на асфальте, благотворительный аукцион фото-картин с автографами
и пожеланиями детей-сирот, прогулка для детей-сирот в Дубовый парк с мороженым и посещение
аттракционов.

About the position:
ICMA is seeking a Government Social Procurement Lead with experience in improving government social
procurement systems and procedures for an anticipated USAID-funded Kyrgyzstan Collaborative Governance
Program. The goal of the program is to improve the social compact between the Government and the Kyrgyz
populace by capitalizing on the increased cooperation between the public and the civil society sectors in
Kyrgyzstan. This position is contingent on funding.

Summary of responsibilities:
• Work with the program team to ensure the project achieves projected results
• Provide direct advice/mentoring to and training for staff on social procurement issues
• Develop an overall social procurement strategy for the program including specific tools and approaches
to support the strategy and strengthen the overall implementation of the project
• Provide technical and managerial support to the program team
• Work with national and local government authorities to foster and sustain processes and systems
conducive to social procurement
• Promote social procurement considerations with participating local institutions and review policies and
legislation for social procurement concerns
• Assist in developing annual work plans
Skills and qualifications:
• Thorough knowledge of technical aspects of government procurement issues in Kyrgyzstan
• Substantive understanding of international development best practices, including public financial
management
• Minimum 5 years experience with public finance donor-funded programming required, USAID preferred
• Advanced degree preferred in International Development, or other relevant fields
• Ability to function professionally and effectively in verbal and written English and Kyrgyz or Russian

2. U.S. Citizen Eligible Family Member (USEFM): For purposes of receiving a preference in hiring for a

4. Member of Household (MOH): An individual who accompanies a direct-hire Foreign, Civil, or
uniformed
service member permanently assigned or stationed at a U.S. Foreign Service post or establishment abroad,
or at an office of the American Institute in Taiwan. An MOH is:
• Not an EFM; and,
• Not on the travel orders of the sponsoring employee; and,
• Has been officially declared by the sponsoring USG employee to the COM as part of his/her household.
A MOH is under COM authority and may include a parent, unmarried partner, other relative or adult child who
falls outside the Department’s current legal and statutory definition of family member. A MOH does not have to
be a U.S. Citizen.
4. Not Ordinarily Resident (NOR) – An individual who:
• Is not a citizen of the host country; and,
• Does not ordinarily reside (OR, see below) in the host country; and,
• Is not subject to host country employment and tax laws; and,
• Has a U.S. Social Security Number (SSN).
NOR employees are compensated under a GS or FS salary schedule, not under the LCP.
5. Ordinarily Resident (OR) – A Foreign National or U.S. citizen who:
• Is locally resident; and,
• Has legal, permanent resident status within the host country; and,
• Is subject to host country employment and tax laws.
EFMs without U.S. Social Security Numbers are also OR. All OR employees, including U.S. citizens, are
compensated in accordance with the Local Compensation Plan (LCP).

• Организация текущей и итоговой оценки деятельности программы;
• Подготовка и проведение программных мероприятий;
• Составление бюджетов; подготовка договоров с поставщиками услуг;
• Прием и консультирование посетителей, подготовка письменных ответов;
• Проверка и исправление смет на финансирование грантов;
• Проверка финансовых и творческих отчетов грантополучателей;
• Мониторинг грантов;
• Своевременный ввод необходимой информации в программу Grants Management System;
• Комплектование и подготовка программных документов и закрытых грантов для архивирования;
• Организация заседаний экспертной комиссии программы;
• Выполнение прочих служебных поручений руководства Фонда.
Требования к кандидатам
Квалификация/навыки
• Степень магистра предпочтительно в области социальных наук/прав человека/бизнес
администрация;
• Опыт работы в международных организациях или НПО по координации проектов и программ;
• Глубокое понимание вопросов, связанных с ВИЧ/СПИДом, психическим здоровьем, правами
пациентов, доступом к медикаментам, мониторингом бюджета, ролью СМИ в здравоохранении;
• Отличные аналитические навыки;
• Отличное знание разговорного и письменного английского и русского языков (знание кыргызского
языка является преимуществом);
• Способность работать автономно, прозрачно и ответственно; инициативность;
• Способность работать внутри сети Фондов Открытого общества и приверженность его
ценностям;
• Умение выдерживать множество крайних сроков и расписаний;
• Отличные коммуникативные способности;
• Предыдущий опыт в менеджменте проектов, в финансовом и грантовом управлении и/или в
мониторинге и оценке является преимуществом.
Заработная плата
Заработная плата устанавливается в соответствии с опытом.
