1. ФОТОКОНКУРС «РАЗНООБРАЗИЕ ГЛАЗАМИ МОЛОДЁЖИ». ПОСЛЕДНИЙ СРОК ПРИЕМА
ФОТОГРАФИЙ: 23 ЯНВАРЯ 2013 Г.
Целью фотоконкурса является вовлечение молодежи в процесс построения мира, поощряя их
представления о том, как они видят межкультурную толерантность между различными группами, что
представляет собой мирное сообщество и как различия могут сосуществовать мирно и преобразиться в
творческое взаимодействие.
Фотоконкурс приглашает молодых людей предложить свои идеи о мирных и креативных способах
разрешения проблем, касающихся молодежи и запечатлеть их на своих фотографиях. Фотографии могут
также показывать мирные отношения и взаимопонимание между молодежью и старшим поколением,
сельскими и городскими жителями, югом и севером, а также солидарность между уязвимыми и
трудоспособными членами общества.
Фотоконкурс и фотовыставка дадут возможность молодёжи внести вклад в процесс построения мира и
разрешения проблем, показать свои собственные восприятия и идеи через объектив фотокамеры, а
также обменяться опытами и мнениями.
Условия конкурса:
1. Для участия в фотоконкурсе заинтересованные лица должны прислать свои фотографии на
электронный адрес photo.acted@gmail.com до 23 января 2013 г. по следующим темам:
• рассказы о мире и взаимопонимании
2. • современные пути разрешения проблем молодежи
• позитивные перемены в сообществах
• преимущества разнообразия и многокультурности в Кыргызстане
2. Конкурс открыт для молодёжи в возрасте 15-29 лет из всех областей Кыргызстана.
3. Фотографии будут оцениваться по следующим критериям:
• Оригинальность
• Креативность
• Соблюдение тематики
• Хорошее качество
4. В письме укажите информацию: ФИО, дата рождения, номер телефона участника и место, где была
сделана фотография
5. В письме опишите главную идею фотографии (максимум 100 слов). Интересное описание увеличит
шанс на победу!
6. Участник может отправить от 1 до 3 фотографий (черно-белых или цветных) в оригинальной форме
по заявленным темам. Фото должно быть в формате “jpg”и “bmp”, минимальный размер 800 x 600
пикселей

PROGRAM 2013-2014, OSCE ACADEMY, BISHKEK, KYRGYZSTAN, DEADLINE: 5 APRIL, 2013
The OSCE Academy in Bishkek invites applications for the Master of Arts in Politics and Security Programme
2013-2014. The Programme offers advanced courses in political science, international relations and a range of
applied disciplines in comprehensive security and conflict prevention and resolution with a focus on Central Asia.
The MA programme is supported by the OSCE and a number of OSCE participating states and partner
institutions. The coursework starts on 2 September 2013 and finishes on 30 September 2014.
Deadline: 5 April, 2013
Eligibility:
Applicants must meet the following admission criteria:
• Successful completion of an academic degree of higher education (BA, MA, MSc, Diploma) in Political
Science and other related fields, or enrollment in the final year of an undergraduate degree
• Excellent knowledge of English
• Applicants should not be older than 32 years on 2 September 2013
• Citizenship of Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, Uzbekistan and Afghanistan
• Applicants from other OSCE participating states can be accepted for the programme, but on a limited
basis only.
Financing:
The OSCE Academy in Bishkek covers:
• Round trip travel expenses within Central Asia
• Monthly stipend of EUR 180 per month
• Housing allowance of EUR 95 for non-residents of Bishkek
• Health insurance (Citizens of Kyrgyzstan are not eligible)
• Child allowance of EUR 15 per child and single parent support (Medical insurance, transportation and
visa costs are NOT provided for spouses and children)

Background
Under the general supervision of the UNDSS Security Advisor, Field security Coordination Officer and direct
supervision of UNDSS Local Security Associates, the incumbent operates the satellite, radio communications,
fax, telex and Internet facilities to transmit and receive communications and maintains records pertaining to said
communication ensuring high quality and accuracy of work.
Duties and Responsibilities
5. • Makes sure the continuity of service of Radio Control Room under United Nations Department of Safety
and Security in his/her duty;
• Uses ISECT in order to track UN official missions and if ISECT doesn`t work then RO processes the
Security Clearances Requests and put it to the In country Travel or UN Visiting Missions as soon as UN
Security Advisor signs the Security Clearance on behalf of UN DO, then sends granted Security
Clearances to the requestor;
• Makes sure that Radio Control Room is restricted area except staff of the UNDSS and not allow other
personnel access to the Radio Control Room;
• Monitors and controls the frequencies as described in SOI;
• Conducts radio checks according to Radio check list, maintains a record of such checks;
• Conducts regular and random Radio checks (by VHF, HF or the landline) with all UN Agencies, SMT
Agencies and sub-offices throughout the country with regard to the current Security Situation in each
region or district. After each Radio checks logbook is filled out by the incumbent;
• Conducts Radio checks with neighboring UNDSS Offices/UN Radio Rooms and reports to LSA and SA;
• Tracking all UN vehicles movements throughout the country on a regular basis and providing the
agencies and responsible person with the received information. The result of each contact must be
recorded in the logbook;
• Assists UNDSS Office in updating all emergency contact information and provide necessary emergency
info to all UN staff during the emergency situations as required;
• Is responsible for the integrity and safe custody of the confidential UN International Staff and UN
National Staff information;
• Reports any emergencies or distress calls that occurred during his/her duty to LSA and SA;
• Ensures that the users follow the rules on the Radio networks;
• Operates all communications equipment including VHF and HF radios, landline and satellite telephones,
facsimile and computers;
• Provides first response in the event of an incident, liaising with and coordinating all necessary
assistance from appropriate authorities - UN Physician, fire, police, militia, ambulance, EMERCOM etc.
• Monitors local press and internet media sources for relevant security incidents and issues effecting the
UN & humanitarian community in the NC;
• Drafting security and incident reports;
• Keeps track of the vehicles and staff outside their duty station and maintain the Movement Control
electronic log;
• Maintains chronological files for all incoming and outgoing fax, email and radio messages, ensure timely
delivery of messages;
• Under guidance of LSAs maintains communications links with UN Agencies and SMT Agencies and
disseminates security advisories to them on behalf of the Designated Official;
• Monitors the movement of all equipment and accessories in and out of the Communications Center.
Ensures that the equipment under his/her control is in a good working condition at all times, notifying
breakdowns immediately to the technicians. Maintains the Station Logs;
• Briefs Staff Members on the use and care of assigned communications equipment;
• Performs all other related duties as requested by the UN Security Advisor and UNDSS Local Security
Associates.
• The Radio Operator reports to UNDSS Telecom Specialist regarding execution of technical procedures.

Terms of Reference
Консультант будет работать под непосредственным руководством специалиста по коммуникации в
тесном сотрудничестве с специалистом в области здоровья и питания ЮНИСЕФ, а также с
консультантами программы по здоровью и питанию, правительственными и неправительственными
партнерами.
Описание работы (или основные задачи)
В рамках программы по иммунизации от консультанта требуется:
• Разработать и реализовать коммуникационную стратегию по восстановлению общественного
доверия к программе иммунизации в Кыргызстане.
• В сотрудничестве с партнерами организовать/обеспечить исполнение качественного
исследования, разработать, тестировать и обеспечить производство информационных
материалов для печатных и электронных СМИ, позиционируя вакцинацию как основной способ
контроля заболеваний для обеспечения эффективной и действенной реализации программы,
включая содействие изменению поведения, при необходимости.
• Осуществлять мониторинг и оценку деятельности, используя методы прикладного
коммуникационного исследования и частых поездок в проектные участки.
• Разрабатывать информационные обучающие материалы для СКЗ и РЦИП для содействия в
реализации стратегии.
• Оказывать техническую поддержку правительственным партнерам в разработке и надлежащем
применении коммуникации для социального развития, нацеленной как на изменение
индивидуального поведения, так и коллективные действия.
В рамках программы по питанию консультант будет:
• Оказывать поддержку в реализации стратегии C4D по восстановлению общественного доверия к
программе Гулазык в Кыргызстане и повышению спроса на обогащенную муку.
• В сотрудничестве с партнерами организовывать/ управлять разработкой, предварительным
тестированием и производством информационных материалов для печатных и электронных
СМИ, подчеркивая пользу от Гулазык и обогащенной муки для здоровья детей и матерей.
• Осуществлять мониторинг и оценку деятельности, используя методы прикладного
коммуникационного исследования и частых поездок в проектные участки.
• Помогать в разработке информационных обучающих материалов для СКЗ и РЦИП для

7. Требования к кандидатам:
1. Высшее образование в области медицины, социальных/ поведенческих наук, питания,
общественного здравоохранения или смежных областяхМинимум 5 лет работы в строительных
проектах подобного типа.
2. Минимум 5 лет прогрессирующего опыта работы в планировании и управлении
коммуникационной деятельностью, коммуникации в области здравоохранения, социальной
мобилизации и связях с СМИ, с практическим опытом по адаптации и применении процессов
коммуникационного планирования в конкретных программах.
3. Желателен предыдущий опыт работы с ЮНИСЕФ и другими агентствами ООН и организациями
по развитию.
4. Требуется способность эффективно работать в команде и при жестких сроках.
