Молодежная программа Фонда «Сорос - Кыргызстан» и Ассоциация Центров Поддержки Гражданского
Общества (АЦПГО) приглашают молодежные НКО Кыргызстана принять участие в Конкурсе на участие в
проведении организационной диагностики (ОД) некоммерческих организаций.
Конкурс проводится в рамках проекта «Наращивание потенциала молодежных НКО через проведение
организационной диагностики», который направлен на повышение устойчивости и профессионализма
молодежных организаций для улучшения качества предоставляемых услуг своим клиентам, эффективной
реализации миссии организации через усиление потенциала НКО в административной, программной и
финансовой сферах.
2. • Вы создали свою организацию, чтобы заниматься полезным, нужным делом!
• Но в работе возникают вопросы, на которые порой непросто найти ответы.
• Как развить и укрепить свою организацию и успешно осуществлять свою миссию?
• Что необходимо для успешной реализации проектной деятельности?
• Как достичь устойчивости, развить партнерские взаимоотношения в сообществе, с государственными
организациями, с бизнесом и донорами?
• В каких сферах деятельности необходимо сделать изменения?
• Как определить основные направления для дальнейшего роста и совершенствования организации?
Пройдя организационную диагностику, Вы сможете получить ответы на эти и другие вопросы,
связанные с развитием Вашей организации.
В ходе организационной диагностики Вы, совместно со специалистами по организационной диагностике
АЦПГО,
во-первых, проведете анализ развития своей организации, обозначите свои сильные и слабые стороны,
во-вторых, выявите основные сферы деятельности, в которых необходимо произвести изменения и,
в-третьих, наметите план организационного развития, обозначите направления для дальнейшего роста и
совершенствования, сможете наладить связи с общественностью и получите уникальный опыт, инструменты
и навыки самодиагностики.
Почему важна организационная диагностика для развития НКО?
Международный опыт применения процесса организационной диагностики показал, что подобная
диагностика предоставляет следующие выгоды:
• определяет прогресс организации в соответствии с моделью сильной НКО;
• создает прочную основу для достижения стратегических целей;
• выделяет приоритеты будущей деятельности организации в целях улучшения своей деятельности;
• мотивирует сотрудников быть лучшими;
• позволяет улучшить процесс обмена информацией и опытом внутри и вне организации;
• помогает организациям совершенствовать отчетность, повышать прозрачность структуры НКО и
улучшать внутреннее управление;
• способствует повышению качества предоставляемых услуг!
В период с 2008 по 2010 годы 43 НПО г. Бишкека и регионов Кыргызстана участвовали в прохождении ОД,
23 из них были сертифицированы по итогам организационной диагностики.

• возраст бенефициариев от 14 до 28 лет
Не рассматриваются заявки от организаций, осуществляющих свою деятельность в области спорта,
религии и политики.

in Eurasia (PONARS Eurasia) will host a public round table on Central Asia and Eurasian Security on 15 June 2011.
The event aims to identify and critically discuss some salient issues related to security in Central Asia and beyond.
Two panels will gather a mix of local/regional and international scholars who will offer their insights to feed the
general discussion.

Terms of Reference
Under the guidance and direct supervision of UN Women Gender Advisor in Kyrgyzstan and overall supervision
of the SRO Programme Specialist and Peace and Security Adviser, the Regional Coordinator will take
responsibilities for effective implementation of the UN Women programmes and projects in the south of the
country in line with the UN Women SRS.
More specifically, the Regional Coordinator will perform the following tasks:
Strategic Leadership, Oversight and Reporting:
• Elaborate a strategy for effective implementation of program objectives for ensuring successful
achievement of the programme results;
• Work in close collaboration with UN Women Gender Advisor and relevant programme staff for
establishing good rapport with the government, CSO, UN and other international partners on gender
and peace related issues and strengthening partnership with the government, civil society, donors and
intergovernmental agencies as necessary.
• Prepare and update a consolidated work plan for the programming at the regional level by creating
synergies and linkages between ongoing interventions/projects and ensure their timely execution
• Manage the day-to-day implementation of planned interventions providing coordination of activities and
ensure linkages within all regions in the south;
• Undertake regular field visits to Osh, Jalalabat and Batken for project meetings with the project
coordinators in Osh, Jalalabat and Batken, participation in the project activities etc;
• Prepare monthly reports on project implementation;
• Organize monitoring and evaluations of the program in close collaboration with national partners
• Liaise with key stakeholders and other partners to ensure proper coordination and partnership within the
framework of project activities implementation
• Contribute to development of concepts and proposals for further programming in this thematic area;
• Perform other duties that may be required for effective implementation of the project activities
• Undertake continuous monitoring of progress throughout the program cycle, drafting relevant reports
and correspondence with the UN Women Country Office;
• Ensure timely documentation of programme experiences and results by collecting and analysing inputs
from the partners for further dissemination through elevnat chanells;
• Provide technical advice and necessary inputs to programme and UN Women activities;
Management and Coordination:
• Ensure effective information flow, communication and coordination and coherence with and between
UN Women Projects, SRO, and activities in the south, national project partners, UN Agencies,
consultants;
• Communication and Advocacy:
• Serve as a key spokesperson and advocate on the issue and the project at relevant conferences,
events and briefings to a variety of audiences, as delegated by UN Women Gender Adviser;
• Serve as a media spokesperson, and oversee the quality and content of related press and
communications materials
• Promote Programme results and achievements through closely cooperating with the local mass media
with the support of the UN Women Country office;
• Developing Partnerships and Networks:
6. • Strengthen and enhance partnership/co-operation/consultation/coordination with, where appropriate,
national and local state actors, national and international civil society actors, especially, women's
organizations, bilaterals, UN, academia, private sector and private foundations for more effective and
coordinated project implementation.
• Ensure effective partnership, networking and coordination between other ongoing UN Women
programmes, projects and activities in the south of the country for a more holistic and coherent
approach to the programme implementation.
Background
Required Skills and Experience
Education:
• Master’s Degree or equivalent University Degree in development related field, preferably focusing on
gender and social development.
Experience:
• At least 5 years of professional experience at the national or international level in providing
management advisory services
• experience in implementing complex and multi-component programmes
• experience of work with the international organizations, high-level government officials representing
central governmental bodies and local administrations;
Strong knowledge of the gender issues and women empowerment would be an asset, general understanding of
all the major Programme issues. Be familiar with development methodologies, including participatory approaches

Language Requirements:

specific reporting.
2. Provides administrative support focusing on achievement of the following results:
• provision of information for formulation of work plans, budgets, proposals on implementation
arrangements and execution modalities;
• assisting in managing administrative and finance issues within the approved activities;
• verifying availability of funds for activities, recommending and effecting necessary budget line changes;
• continuous analysis and monitoring of the funds and the budget utilization/implementation in lieu with
the Annual Work Plan;
• research and retrieval of statistical data from internal and external sources; preparation of statistical
charts, tables and reports;
• maintenance of the filing system;
• follow up on deadlines, commitments made, actions taken and coordination of collection and
submission of the reports;
• proper control of the supporting documents for payments, review of projects’ narrative and financial
