It does the function of building the necessary infrastructure in these waterways, surveying the economic feasibility of new projects and also administration.
National Waterways come under purview of Central Government and Inland Waterways Authority of India (IWAI), whereas other waterways are under the control of the state governments.

Large ships range from 50,000-70,000 GRT and fit 1,200-2,000 passengers. Megaships are over 70,000 GRT and accommodate over 2,000 travelers.

Why doesn't Bangladesh have more transport PPPs?
(1) Transport PPPs have not taken root in Bangladesh like in other South Asian countries due to Bangladesh's low income levels, underinvestment in transport networks, difficult geography, high population density, and political barriers.
(2) The few PPPs that have occurred in Bangladesh involved management contracts rather than greenfield projects common elsewhere.
(3) For PPPs to succeed in low-income countries like Bangladesh, strong governance, transparent analysis, and greater public investment in existing networks are needed to make new private projects viable.

PPPA and RHD will shortly invite interested private sector parties to pre-qualify for the opportunity to Design Build, Finance, Operate, and Maintain the RAD project. A compelling opportunity exists for leading consortia to:
• Provide a much-awaited congestion relief road to traffic entering Dhaka, by developing a 13.5km expressway connecting National Highways N1 and N2 to the city center.
• Capitalize on Bangladesh’ economic and urban growth by providing critical connectivity infrastructure for the country
• Manage and operate the road over a 25-year concession

- 3. Transport in Bangladesh is an important part of the nation's economy. Since the liberation of the country, the development of infrastructure within the country has progressed at a rapid pace, and today there is a wide variety of modes of transport by land, water and air. However, there is significant progress still to be made to ensure uniform access to all available transport.
- 4. With continued economic growth and development, Dhaka, the capital of Bangladesh is beginning to experience massive traffic congestion. Today, this is causing extreme frustration to the inhabitants of the metropolitan which is the largest and most crowded city of the nation. Many government and public transport agencies drafted policies, undertook projects and implemented programs to solve these problems. For example, the Dhaka Integrated Transport Studies conducted by the Ministry of planning in 1991-1994 found that not only did the uncoordinated activities of Dhaka City Corporation(DCC), Rajdhani Unnayan Kartripakkha (RAJUK) and Bangladesh Road Transport Authority (BRTA) not yield the desired effects or alleviate the problems but also that there was no single organization responsible for improving the transport and traffic problems of the city.

- 6. There are 5,150–8,046 km (3,200–5,000 mi) of navigable waterways (includes 2,575–3,058 km or 1,600–1,900 mi of main cargo routes). Because of Bangladesh's many rivers, ferries are a major form of transport. These ferries are notoriously dangerous. They are often overloaded, and they continue to operate during rough weather. Hundreds of people die each year in ferry accidents. Many types of boats are also used for transport.

- 10. • Airlines: Biman Bangladesh Airlines is the national airlines of Bangladesh which commenced operation in 1972. The other Bangladeshi registered passenger airlines are Novo Air, Regent Airways and United Airways. All four of these airlines have a hub at Hazrat Shahjalal International Airport in Dhaka and operate both domestic and international flights Dhaka, except for Novo Air which only offers domestic services. • Airports: There are currently three international airports in Bangladesh: Shahjalal International Airport in Dhaka, Shah Amanat International Airport in Chittagong and Osmani International Airport in Sylhet. All three international airports have direct connections to a number of destinations in the Middle East while Hazrat Shahjalal International Airport has services to the wider Asian region and Europe. In addition to the international airports there are also five domestic airports in Barisal, Cox's Bazar, Jessore, Rajshahi and Saidpur with almost all services from these airports either bound for or originating from Dhaka.
