Universal broadband access allows the society to meet part of the Sustainable Development Goals (SDGs) which are an urgent call for action by all countries - developed and developing - in a global partnership – which aims the end of poverty based on strategies to improve health and education, reduce inequality, and spur economic growth. Universal Broadband has a potential to reduce poverty and hunger, provide access to health systems, minimize the gender differences and inequalities between affordable and less affordable population, provide access to better education, economic growth, innovation culture, and provide positive impacts in environmental, social and governance (ESG).

The increasing demand for data has driven the advancement of optical networks from traditional architectures to
more flexible, dynamic and efficient solutions. This includes technologies like flexgrid reconfigurable optical add-drop
multiplexers (ROADMs), variable bandwidth transponders (VBTs) providing different modulation, coding schemes
and baud rates. These advancements have brought about new challenges that concerns to the routing and spectrum
allocation (RSA), fragmented spectrum, need for rapid and efficient channel restoration, and operation and maintenance
management of optical networks. To address these challenges, a dynamic and flexible network requires a highly advanced
network operational system (OS) capable of efficiently managing and allocating network resources. It relies on network
abstraction, sensors, actuators, and software-defined networking (SDN) to enable algorithms, management, control, and
decision-making. Improving the sensing capabilities of the network is crucial. Modern hardware and sensor technology
can help forecast fiber breaks, equipment failures, and other potential issues in advance, allowing for proactive actions
to be taken. Machine learning (ML) methods have been proposed in the literature to enhance the accuracy of quality
of transmission (QoT) estimation, mitigate nonlinearities and provide decisions. This reduces the need for conservative
design margins, maximizes the capacity of optical network systems and reduces the investment in infrastructure. Failure
management is a critical aspect of optical networks. Providing early-warning and proactive protection is essential. This
includes detecting failures, localizing them, identifying the root causes, and estimating their magnitude. Quick response
to failures is vital to maintaining network reliability.

It is described the basic operations and workflow of a connectivity provisioning as well as the steps involved in case of connectivity restoration and routing and spectrum allocation and the related exchange of messages among the modules, I mean, the open orchestrator, the optical network controller, the optical line controller and GNPy quality of transmission estimator.

This work is based on a translation of my MBA monograph whose certification was issued in April 30th, 2010, by FIPE (Fundação Instituto de Pesquisas Econômicas). Some recent information was added to this paper while other information was removed from the original MBA monograph.
Brazil launched in 2010, its National Broadband Plan. The aim is to grow broadband at home from 12 million to 40 million by the end of 2014. This means to provide broadband coverage to 72% of total households of the country.
Government’s expectation is to reduce the broadband cost from around 5% average household income to around 0.2% for the most popular plan (speed up to 512 kbps and download limitation) and to around 0.45% for the plan with speed between 512 kbps and 784 kbps.
The different ways to access the internet are changing the people’s behavior. It can be in the business environment , at home or at any other place.
Statistics show that the number of internet users in Brazil increased at a rate greater than 40% a year between 2000 and 2008 (source: Barômetro Cisco 2009).
As per Ibope Nielsen (Source: Meio & Mensagem, 22/June/2009), the number of internet users reached 62.3 million people in Brazil in the first quarter of 2009. However the number of internet accounts is only 15.05 millions (10.4 million for fixed internet and 4.62 million for wireless broadband internet)
At the same time, Telco’s revenue from circuit switching telephone systems are decreasing due to mobile systems user’s growth and the emergence of VoIP systems.
The need to offer broadband services are introducing great access technological innovations such as VDSL, FTTH, 3G HSPA , WiMAX and LTE.
WiMAX is a wireless broadband access technology for the last mile based on 802.16 standard from the Institute of Electrical and Electronic Engineering (IEEE). WiMAX means Worldwide Interoperability for Microwave Access. This name was introduced by the WiMAX Forum which is an organization with a goal to promote, standardize and define the strategy of WiMAX.
The aim of this work is to capture the most important items that influence the WiMAX business case at 2,5 GHz band and provide insights to minimize risks and uncertainties that occur in the deployment of a WiMAX network. It is shown an example of deployment in São Paulo city, Brazil, containing numbers of base stations, subscribers, payback period and internal rate of return.
The study begins with the analysis of the micro-environment providing a summary containing subscribers forecast for the next years.
It is also described the macro-environment analysis. On the technological environment should be noted the delay in the availability of WiMAX-embedded devices while on the 3G side there are more than 800 hundred devices available worldwide. It is also commented about the LTE technology which is being developed by most of the greater telecommunications vendors. On the legal-political environment, it should be noted the delays on the spectrum auctions and the power of cellular operators which influence the rules for WIMAX such as mobility and spectrum usage restriction.

Published classroom materials form the basis of syllabuses, drive teacher professional development, and have a potentially huge influence on learners, teachers and education systems. All teachers also create their own materials, whether a few sentences on a blackboard, a highly-structured fully-realised online course, or anything in between. Despite this, the knowledge and skills needed to create effective language learning materials are rarely part of teacher training, and are mostly learnt by trial and error.
Knowledge and skills frameworks, generally called competency frameworks, for ELT teachers, trainers and managers have existed for a few years now. However, until I created one for my MA dissertation, there wasn’t one drawing together what we need to know and do to be able to effectively produce language learning materials.
This webinar will introduce you to my framework, highlighting the key competencies I identified from my research. It will also show how anybody involved in language teaching (any language, not just English!), teacher training, managing schools or developing language learning materials can benefit from using the framework.

1. Internet for Everybody
As described by UNICEF, two thirds of the world’s school-age children (1.3 billion children aged 3 to 17
years old) do not have internet connection in their homes. This prevents them from competing in the
modern society. It isolates them from the world. As schools are closed due to COVID-19, this affects
their education and their future.
Based on this, I would like to stress the importance of internet for everybody.
The most important thing about broadband penetration that I would like to emphasize is the regression
analysis of broadband penetration and GDP (gross domestic product) levels. This points to a positive
correlation between two variables. Those countries boosting higher GPD levels enjoy higher broadband
penetration. Causation works both ways.
In depth studies support that broadband plays fundamental role in accelerating the economic and social
development of a country. A broader base of people accessing the internet translates into more
commerce and improved educational opportunities (from Pyramid Research, 2009). So, this work shows
that companies, governments, policy makers, and other organizations, especially in developing
countries, must recognize the importance of internet and boosts the development of cheap broadband
wireless technology where the most part of the country population could access with a very low cost
rate with reasonable quality. This is the most important thing to be discussed and deployed in the year
2021 where a pandemic issue is causing lots of students to stay at home and most of them do not have
an internet access to support school activities.
This cheap broadband wireless technology could work in the unlicensed spectrum. This technology could
include all the technology innovation described in the last decade such as cognitive radios, employing
TDD structure based on OFDM, massive MIMO, artificial intelligence and machine learning to improve
performance and minimize interference.
The support of governments, policy makers and other entities such as the big tech companies is
fundamental for this new technology to succeed as an ecosystem of silicon vendors, notebooks,
smartphones and other devices to access the internet.
