INTERNATIONAL RELATIONS

 1. What constitutes a Diplomatic Protocol?
 2. Why is it important to have International
relations between countries?
 OBJECTIVES:
 There two main objectives:
 Establish what constitutes a Diplomatic Protocol.
 Why is it important in conducting International
relations between countries?
 A diplomatic protocols is the procedure stated
in the Vienna Convention of 1961.
 The Vienna Convention constitutes and
governs Diplomatic protocols. Just like how the
PNG constitution constitutes our rights,
thereby making them laws.
 The Head of State in a host country, or the
Head of Mission is responsible for abiding,
following, and observing diplomatic protocols.
 E.g.: Welcoming the head of Head of State of a
sending state.
 E.g.: Article I
 For the purpose of the present Convention, the
following expressions shall have the meanings
hereunder assigned to them:
 (a) the "head of the mission" is the person
charged by the sending State with the duty of
acting in that capacity;
 (b) the "members of the mission" are the head
of the mission and the members of the staff of
the mission; (Vienna Convention, 1961)
 The Vienna Convention of 1961 outlines the rules of diplomatic relations to facilitate
friendly relations between States.
 State-to-state relations among nations provide an essential framework for the conduct of
foreign relations.
 States are independent of each other; legally (they have sovereignty). But that doesn’t
mean they are isolated or insulated from each other. They adjoin each other and affect
each other, and must therefore find amicable ways to coexist and to deal with each other.
Like PNG and Indonesia. PNG is a sovereign nation, can task Indonesia on Humans
Rights issues relating to West Papua issue. But because PNG is concerned about the
Security and Trade relations, we have to maintain diplomatic relations.
 Having no relations, and the resulting prolonged absence of a diplomatic presence in a
country, seriously handicaps a country’s ability to achieve major foreign policy and
national security goals. US maintain embassies in places across the world to achieve it
foreign policies, and maintain its security. The US has in almost every region of the
world.
 Diplomatic relations should therefore always be maintained, unless security requires
closing the embassy.
• E.g.: In 1991 Iranian Revolution, ties between US
and Iranian Govt. were active until security
situation deteriorated.
• International relations is important to PNG and the
Pacific countries.
• Pacific countries and PNG depend on international
aid (either bilateral/multilateral) and trade?
• It is in the interest of all Governments to develop
and maintain international relations that will
benefit their countries.
 The Vienna Convention constitutes and governs

 A country’s Foreign Policy ,Trade Policy and Security
Policy is limited or expended depending on it’s
diplomatic relations with other countries.
 E.g.: PNG recognizes Taiwan as part of China under
the ‘One China’ policy. Because PNG needs to maintain
‘cordial’ diplomatic relations in order to maintain
bilateral and multilateral ties with China.
