Matt Eitrem has been the GIS Coordinator for the City of Ashland, Wisconsin since 2008. In 2011-2012, 22% of the city's sanitary sewer mains were video inspected using GIS throughout the project. GIS was used in all phases from the request for proposals, implementation, quality assurance/quality control, and integrating the data. The contractor delivered data in an Access database and flat files that were directly imported into the GIS. Relationship classes and routing were set up to analyze the inspection and observation data in the GIS.

In two years about 22% of the City’s sanitary lines and manholes were comprehensively inventoried. The City selected a contractor to inventory and televise its sanitary system to comply with NASSCO standards and provide a fully digital inventory dataset that included video, reports, and tabular data of inspections. By leveraging the City’s current GIS inventory of is sanitary infrastructure, the projects were able to be completed on time, in budget, and performed accurately. The results were able to be quantified quickly, evaluated for quality of work and put to use immediately for capital improvement planning, customer relations, operations planning and infrastructure inventory updates. Utility Solutions have used FME over the last two years to perform asset type data transfers between different GIS data formats such as CAD and GIS. They found the existing tools in FME are very useful for data analysis and quality control. Their primary usage of FME is for automated QC, data conversion and data extraction at a low cost with a high level of confidence.

This presentation outlines the data and techniques used to provide a prioritized rating value and map of the condition and improvement priority of the collection system infrastructure as part of the development of an Asset Management Information Plan (AMIP) for the City of Albany. Factors such as age, material and maintenance activities were considered in addition to community and environmental factors as well as consideration of the proximity of sewer structures to downstream storm structures.

Low level oblique 1976 and 2007 aerial photos covering the Lake Michigan and Lake Superior shorelines in Wisconsin were used for qualitative mapping of conditions along the shoreline in a GIS database to support comparative analysis between the two time periods. Three components of the shoreline were captured for each time period: (1) beach/nearshore zone; (2) backshore zone; and (3) structure type (points), for non-linear or perpendicular structures (e.g. groins, jetties). This presentation will highlight some of the changes that did take place on the shoreline between 1976 and 2007. We will also present the processes and issues associated with capturing shoreline features using oblique photos within a GIS environment as well as issues related to storing, viewing and distributing these datasets. Finally, we will describe the applications and tools that are being developed to make the datasets and related information available to the public through a web-based mapping portal and its planned integration into the Wisconsin Coastal Atlas.
