Introducing Individual Electoral
Registration (IER)

• From 10 June IER will replace the current household system of electoral
registration
• IER means that everyone will register to vote individually, rather than by
household as they do at the moment.
• Reasons for the change:
• It will give individuals responsibility for their own registration
• It will make it easier to become registered through the provision of an
on-line facility
• It will help to combat electoral fraud by verifying the identities of
applicants
What is IER?
• On 2 July all our data was sent to the Department for Work and
Pensions for comparison of the names and addresses with data from a
number of government sources.
• We expect around 80% of our current records to match. Those details
will be automatically transferred to the new register.
• At the beginning of August everyone who is currently on the Derbyshire
Dales register will either
– Receive a letter to say that they have been automatically confirmed,
or
– Receive a form requesting additional information, which will include
their date of birth and national insurance number
During the Transition
• Anyone who is not currently on the register can make an online
application at www.gov.uk/register-to-vote
• This will require electors to provide their date of birth and National
Insurance Number (NINO)
• Alternatively customers may contact the Election Helpline on 01629
761335. Our staff are trained to answer questions and can help facilitate
the on line registration process.
• Self serve pcs will also be available at Ashbourne Leisure Centre and at
the Town Hall, Matlock
Invitation to Register
• It is quite possible that someone who has been on the Register for 20
years and has returned their canvass form every year will not be
matched.
• Equally, some family members may be matched whilst others are not.
• We expect that this will result in a high volume of calls and we are
training our staff to explain why these situations have arisen and what
course of action residents need to take to resolve them.
• Ultimately, anyone who remains unconfirmed will be removed from the
Register.
• This will not happen until the publication of the December 2015 register
at the earliest
Potential Problems
• There is a General Election (+ District and Parish) in May 2015 so we
need the Register to be as complete and accurate as possible by then.
• IER will become the ‘norm’ and all new or relocated electors will have to
register by this means
• A household canvass will begin in July 2015. This will differ from the
current canvass in that the forms are ‘enquiry only’ and we will need to
take further action in relation to anyone who is added or deleted.
• The canvass forms will be known as Household Enquiry Forms (HEF’s)
• We will continue to promote on-line registration as the most efficient way
for new electors to be added to the register.

  1. Can I just ask if you know anything about IER? It seems to be a bit of a state secret as the Cabinet Office and the Electoral Commission, who have worked together on its development, decided that it should not be publicised until the facilities for people to register individually were actually in place. We have been working on it for about a year now and the final details are only now being ironed out. Having been a Parish Clerk I know that when the District Council begins to deliver the paperwork associated with IER someone (probably several someone’s) will stop you in the bank, the pub or the doctor’s and ask “what’s all this stuff we are getting from the Council about?” or a similar question. Our purpose today is to give you a brief outline of the changes and what people may expect to receive so that you can provide at least some of the answers or, at least, point them in the right direction to find out.
  2. IER will ‘go live’ on 10 June and from then on will replace the current system. The Electoral Commission’s national multi-media publicity campaign will run from 1 July to 8 August,. The advantages of IER are said to be that it will give individuals responsibility for their own registration Becoming registered will be easier as an on-line facility will be provided – which means you will be able to register from your smart phone or ipad It will help to combat electoral fraud, which most commonly occurs in relation to local elections, by verifying the identity of applicants and therefore reducing the number of fraudulent registrations. This is not a problem in Derbyshire Dales.
  3. We have been canvassing through the winter this year and have been grateful for the lack of snow. The register was published yesterday. On 2 July our data will go to the DWP for matching against their records. We are very confident in the accuracy of our data but, unfortunately, that doesn’t guarantee a match. We did a pilot last summer and around 20% of residents came back with a red or amber status (around 11,000). The likelihood of a match depends on the contact people have had with the DWP and on people letting their employer and other agencies know when they have moved. This is perhaps less of a priority now that pensions and salaries are paid into the bank. Everyone who is matched will receive written confirmation and will not need to take any further action unless they move house. Anyone who can’t be matched, either by the DWP or locally against other records to which we have access will receive an Invitation to Register (ITR), which will look like this. We will try to minimise these as much as possible but the timeframe for local data matching is very short and the cabinet Office has issued guidelines as to what data we can use.
  4. Anyone who is unconfirmed has to go through the verification process, which is designed to confirm their identity by matching their name, NINO and date of birth against DWP data. This is expected to return a much higher match rate than confirmation – around 98%. They can provide this information on a form or can enter their details directly into the on-line portal, which will send them off to the DWP for verification. In that case we will not see their details – only the result. ITR’s will also be sent to all potential new electors of whom we become aware.
  5. As you can see from this slide some people are going to be unhappy ! We have analysed the test data and some of the people who were not confirmed had been on the register for many years but, possibly hadn’t worked for many years and were not in receipt of a pension in their own right. This is particularly true of older ladies who stayed at home to bring up their families and whose pension entitlement was dependent upon their husband’s contributions. We are preparing for the inevitable backlash that will happen when the letters are delivered and will be putting particular emphasis on the facility that will be available for people to complete their registration on line. If any of your Councils provide a community internet facility for your residents we would be interested to speak to you about highlighting a link to this facility. Ultimately, unconfirmed people will be removed but this will not happen until 30 December 2015 at the earliest. However, a quirk in the legislation means that anyone who has not completed registration under IER by the publication of the next register in December 2014 will lose their postal or proxy vote at that point if they have one.
  6. Following the publication of the December 2014 Register we will keep working to maximise registration prior to the General , District and Parish elections in May 2015. Following those elections there will be a household canvass beginning in July and it is likely that people will be a bit overwhelmed by the amount of paper we have thrown at them by then! This will use the HEF (Household Enquiry Form) but this is an enquiry form only and any changes will trigger further forms or letters to electors. We will continue to promote on line registration.
