• All children have the right to education (Sustainable Development Goal 4).
• Data should be collected on disabilities (Convention on the right of persons with
disabilities – CRPD, article 31)
• Children classified in special needs does not equate to a child with disabilities
• A coherent way for measuring disabilities is needed for
• Monitoring purposes
• Comparison purposes
• For creating policies at local, national and international levels.
