Background
This monthly tracker is designed to update
Peace Agents on patterns and trends in
conflict risk and violence, as identified by the
Integrated Peace and Development Unit
(IPDU) early warning system, and to seek
feedback and input for response to mitigate
areas of conflict.
Patterns and Trends
March-May 2018
According to Peace Map data (see Figure 1),
incidents reported in the state during this
period included criminality, cult violence,
political tensions, human trafficking, and
protests.
Violent Criminality: In April, a former
commissioner for Culture and Tourism in the
current administration in the state was
reportedly kidnapped by hoodlums in
Owerri, the state capital.
Cult Violence: In May, four students of the
Imo State University (IMSU) were reportedly
killed in a clash between members of Aiye
and Bagger confraternities in Owerri
Municipal LGA.
Political Tensions: In May, tension was
heightened in the state following
disagreements over the outcome of the
ward congress of the All Progressives
Congress (APC) in the state. Some youths
loyal to a faction of the state executive of
the party besieged and threatened to burn
down the party’s secretariat in Owerri, the
state capital. Following the disputed
outcome of the ward congress, some youths
burned down houses and injured some
persons in Oguta LGA. Separately, there was
chaos in the State House of Assembly
following the alleged removal and
replacement of the Majority Leader of the
house in Owerri Municipal LGA.
Child Trafficking: In March, two women
reportedly stole a 5-year old girl and sold her
to a 45-year old woman for three hundred
and fifty thousand Naira in Owerri Municipal
LGA.
Protests: In March, there was a protest by
residents of several communities in Okigwe
LGA over incessant attacks by herdsmen in
the area. In April, a group of persons with
disabilities (PWDs) barricaded the entrance
to the state government house in protest
over vehicle branding charges in Owerri, the
state capital. In May, there was a protest by
villagers over an alleged plan by the state
government to demolish a community’s
market in Mbaise LGA. Separately, there was
a protest by residents of a community in
Okigwe LGA, over the release of a prominent
kidnapper by the police.
Others: In April, three brothers, aged 2, 3
and 5 years, were found dead in an
abandoned car in a village in Unuimo LGA.
The children were trapped and suffocated
inside the vehicle while their parents were
away.

reportedly assassinated in Orlu LGA. The
killing is allegedly related to political issues
and dispute over land in the community.
Criminality: A 17-year old boy was
reportedly beaten to death by his relatives
during a disagreement in Oru LGA. The
deceased was beaten to death by one of his
brothers and some cultists in the area. Seven
members of the family were later arrested
by the police.
Protest: Scores of women protested at the
Imo State government house in Owerri the
state capital, over frequent attacks by
herdsmen in the area. The women call on
the state government to stop the destruction
of their farmlands by herders.
Prognosis
Incidents during the period related mainly to
criminality, cult violence, communal
violence, political tension, child trafficking,
and protests. Peace Agents must continue to
monitor the situation closely and respond
appropriately.

Imo State Conflict Tracker (May - June, 2018)

  • 1. Background This monthly tracker is designed to update Peace Agents on patterns and trends in conflict risk and violence, as identified by the Integrated Peace and Development Unit (IPDU) early warning system, and to seek feedback and input for response to mitigate areas of conflict. Patterns and Trends March-May 2018 According to Peace Map data (see Figure 1), incidents reported in the state during this period included criminality, cult violence, political tensions, human trafficking, and protests. Violent Criminality: In April, a former commissioner for Culture and Tourism in the current administration in the state was reportedly kidnapped by hoodlums in Owerri, the state capital. Cult Violence: In May, four students of the Imo State University (IMSU) were reportedly killed in a clash between members of Aiye and Bagger confraternities in Owerri Municipal LGA. Political Tensions: In May, tension was heightened in the state following disagreements over the outcome of the ward congress of the All Progressives Congress (APC) in the state. Some youths loyal to a faction of the state executive of the party besieged and threatened to burn down the party’s secretariat in Owerri, the state capital. Following the disputed outcome of the ward congress, some youths burned down houses and injured some persons in Oguta LGA. Separately, there was chaos in the State House of Assembly following the alleged removal and replacement of the Majority Leader of the house in Owerri Municipal LGA. Child Trafficking: In March, two women reportedly stole a 5-year old girl and sold her to a 45-year old woman for three hundred and fifty thousand Naira in Owerri Municipal LGA. Protests: In March, there was a protest by residents of several communities in Okigwe LGA over incessant attacks by herdsmen in the area. In April, a group of persons with disabilities (PWDs) barricaded the entrance to the state government house in protest over vehicle branding charges in Owerri, the state capital. In May, there was a protest by villagers over an alleged plan by the state government to demolish a community’s market in Mbaise LGA. Separately, there was a protest by residents of a community in Okigwe LGA, over the release of a prominent kidnapper by the police. Others: In April, three brothers, aged 2, 3 and 5 years, were found dead in an abandoned car in a village in Unuimo LGA. The children were trapped and suffocated inside the vehicle while their parents were away. Recent Incidents or Issues, June 2018 Incidents during the month related mainly to communal tensions, criminality, and protests.   • 2. reportedly assassinated in Orlu LGA. The killing is allegedly related to political issues and dispute over land in the community. Criminality: A 17-year old boy was reportedly beaten to death by his relatives during a disagreement in Oru LGA. The deceased was beaten to death by one of his brothers and some cultists in the area. Seven members of the family were later arrested by the police. Protest: Scores of women protested at the Imo State government house in Owerri the state capital, over frequent attacks by herdsmen in the area. The women call on the state government to stop the destruction of their farmlands by herders. Prognosis Incidents during the period related mainly to criminality, cult violence, communal violence, political tension, child trafficking, and protests. Peace Agents must continue to monitor the situation closely and respond appropriately. Questions for Peace Agents 1.
