Background
This monthly tracker is designed to update
Peace Agents on patterns and trends in
conflict risk and violence, as identified by the
Integrated Peace and Development Unit
(IPDU) early warning system, and to seek
feedback and input for response to mitigate
areas of conflict.
Patterns and Trends
May-July 2017
According to Peace Map data (see Figure 1),
conflict issues during the period included
communal tensions, militancy, cult violence,
Kidnapping, and other criminal activities.
Communal Conflict: In July, four were
reportedly killed in hostilities between the
Urhobo community of Aladja and the Ijaw
community of Ogbe-Ijoh in Warri South West
LGA. Separately, two were reportedly killed
and several others injured during a clash
between Uwheru and Unenurhie
communities in Ughelli North. In another
incident, a 17-year old son of a traditional
ruler was reportedly killed by youths during
a chieftaincy tussle in Aniocha South LGA. In
Ndokwa West, a farmer was reportedly killed
by herdsmen.
Violent Criminality: In June, robbers
reportedly attacked a pharmacist and killed
his wife in Ogwashi-Uku, Aniocha South.
Separately, a gang of robbers reportedly
killed their colleague during a shootout with
vigilante and police joint patrol team in
Warri South. In another incident, a 12-year
old boy reportedly killed his landlady in
Abraka, Ethiope East. In July, pirates killed a
woman and her son in Burutu LGA.
Separately, a chieftain of the All Progressive
Congress (APC) was reportedly killed in
Oshimili North.
Militancy: In July, militants reportedly
attacked an army formation, killed a soldier
and injured several others in Burutu LGA.
The militants reportedly made away with
weapons belonging to the soldiers.
Cult Violence: In July, a young man was
reportedly stabbed to death by a rival cult
member in Ughelli North. Separately, a 36-
year old man was reportedly killed by cultists
in Ughelli South.
Kidnapping: In June, five siblings were
reportedly kidnapped in Osubi coomunity,
Okpe LGA. Residents later apprehended the
leader of the kidnappers and rescued the
victims. Separately, the wife of the Delta
state commissioner for special duties was
reportedly kidnapped in Udu LGA.
Others: In July, a prostitute reportedly
stabbed a businessman to death during a
disagreement at a brothel in Oshimili North.
Separately, a man was reportedly arrested
by the police for killing his younger brother
over a girlfriend in Oshimili South LGA.
Recent Incidents or
Issues, August 2017
Incidents included violent communal
tensions, criminality, and mob violence.
Communal Tensions: Two were reportedly
killed during a communal clash over a
leadership tussle in Ugborodo community,
Warri South West LGA. One of the victims
was a member of the interim Management
Committee of the community. Separately,
seven were reportedly killed in a clash over a
land dispute between Igbide and Okpolo-
Enwhen communities in Isoko South. In
another incident, two were killed in renewed
clashes between Uwherhu and Unenurhie
communities in Ughelli North LGA.
Criminality: Several incidents of criminality
were reported during the month. A man was
reportedly killed by hooligans during an
argument over the payment of a levy at a
building site in Ika South. A villager was
reportedly killed on his farm for ritualistic

purposes in Ndokwa East. A robber was
reportedly shot dead by the police in Isoko
North. Two kidnap suspects were reportedly
killed by soldiers in Warri North. A 27-year
old man was reportedly killed at the home of
his girlfriend in Warri North LGA.
Others: A mentally deranged man reportedly
killed his uncle and nephew in Aniocha
South. Separately, a kidnap suspect was
reportedly set ablaze by a mob in Ethiope
West. The suspect was allegedly identified by
a victim. In another incident, a 26-year old
woman was reportedly killed by shells from a
cannon fired during a traditional ceremony
in Udu LGA. In Isoko South, a 34-year old
man was reportedly killed by a stray bullet
fired by a policeman attached to a local chief
during a funeral. The victim was reportedly
hit by the stray bullet during sporadic
shooting by the policeman.
Prognosis
Incidents during the period related mainly to
communal violence, cult violence, militancy,
kidnapping, and other criminal activities.
Peace Agents should monitor the situation
closely and respond appropriately.

Delta State Conflict Tracker (July - August, 2017)

  • 1. Background This monthly tracker is designed to update Peace Agents on patterns and trends in conflict risk and violence, as identified by the Integrated Peace and Development Unit (IPDU) early warning system, and to seek feedback and input for response to mitigate areas of conflict. Patterns and Trends May-July 2017 According to Peace Map data (see Figure 1), conflict issues during the period included communal tensions, militancy, cult violence, Kidnapping, and other criminal activities. Communal Conflict: In July, four were reportedly killed in hostilities between the Urhobo community of Aladja and the Ijaw community of Ogbe-Ijoh in Warri South West LGA. Separately, two were reportedly killed and several others injured during a clash between Uwheru and Unenurhie communities in Ughelli North. In another incident, a 17-year old son of a traditional ruler was reportedly killed by youths during a chieftaincy tussle in Aniocha South LGA. In Ndokwa West, a farmer was reportedly killed by herdsmen. Violent Criminality: In June, robbers reportedly attacked a pharmacist and killed his wife in Ogwashi-Uku, Aniocha South. Separately, a gang of robbers reportedly killed their colleague during a shootout with vigilante and police joint patrol team in Warri South. In another incident, a 12-year old boy reportedly killed his landlady in Abraka, Ethiope East. In July, pirates killed a woman and her son in Burutu LGA. Separately, a chieftain of the All Progressive Congress (APC) was reportedly killed in Oshimili North. Militancy: In July, militants reportedly attacked an army formation, killed a soldier and injured several others in Burutu LGA. The militants reportedly made away with weapons belonging to the soldiers. Cult Violence: In July, a young man was reportedly stabbed to death by a rival cult member in Ughelli North. Separately, a 36- year old man was reportedly killed by cultists in Ughelli South. Kidnapping: In June, five siblings were reportedly kidnapped in Osubi coomunity, Okpe LGA. Residents later apprehended the leader of the kidnappers and rescued the victims. Separately, the wife of the Delta state commissioner for special duties was reportedly kidnapped in Udu LGA. Others: In July, a prostitute reportedly stabbed a businessman to death during a disagreement at a brothel in Oshimili North. Separately, a man was reportedly arrested by the police for killing his younger brother over a girlfriend in Oshimili South LGA. Recent Incidents or Issues, August 2017 Incidents included violent communal tensions, criminality, and mob violence. Communal Tensions: Two were reportedly killed during a communal clash over a leadership tussle in Ugborodo community, Warri South West LGA. One of the victims was a member of the interim Management Committee of the community. Separately, seven were reportedly killed in a clash over a land dispute between Igbide and Okpolo- Enwhen communities in Isoko South. In another incident, two were killed in renewed clashes between Uwherhu and Unenurhie communities in Ughelli North LGA. Criminality: Several incidents of criminality were reported during the month. A man was reportedly killed by hooligans during an argument over the payment of a levy at a building site in Ika South.   • 2. purposes in Ndokwa East. A robber was reportedly shot dead by the police in Isoko North. Two kidnap suspects were reportedly killed by soldiers in Warri North. A 27-year old man was reportedly killed at the home of his girlfriend in Warri North LGA. Others: A mentally deranged man reportedly killed his uncle and nephew in Aniocha South. Separately, a kidnap suspect was reportedly set ablaze by a mob in Ethiope West. The suspect was allegedly identified by a victim. In another incident, a 26-year old woman was reportedly killed by shells from a cannon fired during a traditional ceremony in Udu LGA. In Isoko South, a 34-year old man was reportedly killed by a stray bullet fired by a policeman attached to a local chief during a funeral. The victim was reportedly hit by the stray bullet during sporadic shooting by the policeman. Prognosis Incidents during the period related mainly to communal violence, cult violence, militancy, kidnapping, and other criminal activities. Peace Agents should monitor the situation closely and respond appropriately. Questions for Peace Agents 1.
