Background
This monthly tracker is designed to update
Peace Agents on patterns and trends in
conflict risk and violence, as identified by the
Integrated Peace and Development Unit
(IPDU) early warning system, and to seek
feedback and input for response to mitigate
areas of conflict.
Patterns and Trends
March-May 2018
According to Peace Map data (see Figure 1),
incidents reported during this period
included communal tensions, gang/cult
violence, and other criminal activities.
Violent Criminality: In April, four residents
including two teenagers and two men were
reportedly killed by hoodlums in Ogbakiri,
Emohua LGA. The gunmen ripped open the
womb of one of the teenagers who was
pregnant and took away the fetus. One of
the male victims was tied to a tree and cut to
pieces. The killings created tension in the
area. In May, one person was reportedly
killed in Port Harcourt LGA during an
assassination attempt on the paramount
ruler of a kingdom in Okrika LGA. The king
was in Port Harcourt for a traditional
function when he was attacked by armed
youths who shot sporadically at his
entourage. The deceased was in the
entourage of the king.
Cult Violence: In April, two persons were
reportedly killed during a clash between two
rival cult groups in Rundele community,
Emohua LGA. The clash occurred during a
cultural hunting expedition. Following the
clash, a group of cultists invaded the
community and kidnapped a chief. The chief
was released after a 1 million Naira ransom
was paid to the kidnappers.
Communal Tensions: In March, there was a
peaceful protest by residents of about six
communities over the destruction of their
land and poor amenities in their
communities in Tai LGA. The protesters
marched to the Rivers State Government
House, calling on the Federal government to
rebuild their land that was destroyed over 24
years ago.
Criminality and communal conflict were key
drivers of violence affecting women and girls
(VAWG) during the period.
Violence Affecting Women and Girls
(VAWG): In April, gunmen ripped open the
womb of a teenager who was pregnant and
took away the fetus in Emohua LGA.
Separately, five persons including a pregnant
woman were reportedly killed during a clash
between people from Andoni and Bonny
LGAs. In May, an 41-year old man was
reportedly remanded in prison for defiling
his four daughters in Port Harcourt. The
victims who are aged between 2 and 17
years, reported that the incest has been
going on for over two years.
Police vs Soldiers: In May, a soldier was
reportedly killed by a policeman at a security
checkpoint in Obio/Akpor LGA. Soldiers
attacked a police station in reprisal, and
brutalized policemen and civilians.
Ethno-nationalism: In May, many members
of the Movement for the Actualization of the
Sovereign State of Biafra (MASSOB) were
reportedly arrested by the police in Port
Harcourt. The supporters of the movement
were celebrating the ‘National Day’ and 18th
year anniversary of the agitation for the
sovereign state of Biafra.
Others: In May, a jetty, boats and other
marine equipment worth billions of naira
were destroyed by fire reportedly caused by
illegal oil bunkering in Obio/Akpor LGA.
Separately, rainstorm destroyed several
property, including buildings, cars, and
electricity poles in Obio/Akpor LGA. In Port
Harcourt LGA, the rainstorm injured 15
persons including pupils, and rendered some
families homeless.
Recent Incidents or
Issues, June 2018
Incidents during the month mainly related to
criminality, cult violence, and protests.
Criminality: Kidnappers reportedly
abducted, killed and buried a senior staff of
the Nigerian National Petroleum Corporation

(NNPC) in Oyigbo LGA. The kidnappers shot
the victim and collected a ransom. The
corpse was abandoned in an uncompleted
building and discovered by the police.
Cult Violence: Cultists reportedly attacked
the home town of a federal minister and
former governor of Rivers State and
disrupted a community market and a
political rally in Ubima community, Ikwerre
LGA.
Protest: A group of local contractors, the
Indigenous Contractors Association,
protested at the facility of an international
oil company over issues relating to contracts
in Port Harcourt LGA. The protest was
disrupted by thugs in the area. Separately,
hundreds of women protested at the Rivers
State government house over alleged
harassment of the wife of a former president
of Nigeria by the Economic and Financial
Crimes Commission (EFCC) in Port Harcourt
LGA.
Prognosis
Reported incidents in the state during the
period related mainly to criminality, cult
violence, communal tensions, armed clashes,
ethno-nationalism, and protests. Peace
Agents should monitor the situation closely
and respond appropriately.

Rivers State Conflict Tracker (May - June, 2018)

  • 1. Background This monthly tracker is designed to update Peace Agents on patterns and trends in conflict risk and violence, as identified by the Integrated Peace and Development Unit (IPDU) early warning system, and to seek feedback and input for response to mitigate areas of conflict. Patterns and Trends March-May 2018 According to Peace Map data (see Figure 1), incidents reported during this period included communal tensions, gang/cult violence, and other criminal activities. Violent Criminality: In April, four residents including two teenagers and two men were reportedly killed by hoodlums in Ogbakiri, Emohua LGA. The gunmen ripped open the womb of one of the teenagers who was pregnant and took away the fetus. One of the male victims was tied to a tree and cut to pieces. The killings created tension in the area. In May, one person was reportedly killed in Port Harcourt LGA during an assassination attempt on the paramount ruler of a kingdom in Okrika LGA. The king was in Port Harcourt for a traditional function when he was attacked by armed youths who shot sporadically at his entourage. The deceased was in the entourage of the king. Cult Violence: In April, two persons were reportedly killed during a clash between two rival cult groups in Rundele community, Emohua LGA. The clash occurred during a cultural hunting expedition. Following the clash, a group of cultists invaded the community and kidnapped a chief. The chief was released after a 1 million Naira ransom was paid to the kidnappers. Communal Tensions: In March, there was a peaceful protest by residents of about six communities over the destruction of their land and poor amenities in their communities in Tai LGA. The protesters marched to the Rivers State Government House, calling on the Federal government to rebuild their land that was destroyed over 24 years ago. Criminality and communal conflict were key drivers of violence affecting women and girls (VAWG) during the period. Violence Affecting Women and Girls (VAWG): In April, gunmen ripped open the womb of a teenager who was pregnant and took away the fetus in Emohua LGA. Separately, five persons including a pregnant woman were reportedly killed during a clash between people from Andoni and Bonny LGAs. In May, an 41-year old man was reportedly remanded in prison for defiling his four daughters in Port Harcourt. The victims who are aged between 2 and 17 years, reported that the incest has been going on for over two years. Police vs Soldiers: In May, a soldier was reportedly killed by a policeman at a security checkpoint in Obio/Akpor LGA. Soldiers attacked a police station in reprisal, and brutalized policemen and civilians. Ethno-nationalism: In May, many members of the Movement for the Actualization of the Sovereign State of Biafra (MASSOB) were reportedly arrested by the police in Port Harcourt. The supporters of the movement were celebrating the ‘National Day’ and 18th year anniversary of the agitation for the sovereign state of Biafra. Others: In May, a jetty, boats and other marine equipment worth billions of naira were destroyed by fire reportedly caused by illegal oil bunkering in Obio/Akpor LGA. Separately, rainstorm destroyed several property, including buildings, cars, and electricity poles in Obio/Akpor LGA. In Port Harcourt LGA, the rainstorm injured 15 persons including pupils, and rendered some families homeless.   • 2. (NNPC) in Oyigbo LGA. The kidnappers shot the victim and collected a ransom. The corpse was abandoned in an uncompleted building and discovered by the police. Cult Violence: Cultists reportedly attacked the home town of a federal minister and former governor of Rivers State and disrupted a community market and a political rally in Ubima community, Ikwerre LGA. Protest: A group of local contractors, the Indigenous Contractors Association, protested at the facility of an international oil company over issues relating to contracts in Port Harcourt LGA. The protest was disrupted by thugs in the area. Separately, hundreds of women protested at the Rivers State government house over alleged harassment of the wife of a former president of Nigeria by the Economic and Financial Crimes Commission (EFCC) in Port Harcourt LGA. Prognosis Reported incidents in the state during the period related mainly to criminality, cult violence, communal tensions, armed clashes, ethno-nationalism, and protests.
