Edo State Conflict Tracker (September - October, 2017)
1. Background
This monthly tracker is designed to update
Peace Agents on patterns and trends in
conflict risk and violence, as identified by the
Integrated Peace and Development Unit
(IPDU) early warning system, and to seek
feedback and input for response to mitigate
areas of conflict.
Patterns and Trends
July-September 2017
According to Peace Map data (see Figure 1),
there was an increase in conflict fatalities in
Edo state in September. Incidents reported
during the period included criminality, cult
violence, communal tensions, and protests.
Many incidents involved violence affecting
women and girls (VAWG).
Violent Criminality: In August, a former
youth leader was reportedly assassinated in
Ikpoba-Okha. Separately, an Assistant
Superintendent of the Nigerian Security and
Civil Defense Corps (NSCDC) was reportedly
killed at his residence in Benin City. In
another incident, an auto mechanic and two
of his clients were reportedly shot in Oredo
LGA. In September, gunmen reportedly
kidnapped the director of a zoological park in
Benin, the state capital. Three policemen
attached to the park were shot dead during
the attack. Separately, the chairman of a
local trade association was reportedly killed
by gunmen in Egor LGA. The gunmen
accidentally shot dead one of their
colleagues during the attack. In another
incident, a businesswoman was reportedly
shot dead by robbers in Oredo.
Multiple incidents in the state involved
violence affecting women and girls (VAWG).
In July, a woman was reportedly beaten to
death by a 35-year old man who attempted
stealing her mobile phone in Etsako East
LGA.
Others: In July, three were reportedly killed
in renewed rival cult clashes in Oredo LGA. In
September, 52-year old farmer was
reportedly killed by herdsmen in
Orhionmwon LGA. Separately, three were
reportedly killed during a protest against an
ex-militant over pipeline surveillance
contract in Safarogbo community, Ovia
South West LGA.
Recent Incidents or
Issues, October 2017
Incidents reported during the month mainly
related to criminality, communal tensions,
protests, and violence affecting women and
girls.
Criminality: A professor of a federal
university was reportedly killed by gunmen
in his residence in Benin City, the state
capital. Separately, herdsmen reportedly
kidnapped an 80-year old retired
Superintendent of police along with his wife
and a client at a quarry site in Akoko Edo
LGA. The kidnappers later released the
woman after they have received a two
hundred thousand Naira ransom, and
demanded a 25 million Naira ransom for the

2. release of the retired police officer. Several
of the reported incidents of criminality
during the period involved VAWG. In one
incident, for example, the wife of an
abducted musician was killed by kidnappers
in Egor LGA. The woman was reportedly
killed while begging the kidnappers to
release her husband.
Others: Three boys aged between 19 and 20
years were reportedly arrested by the police
for raping a 14-year old female secondary
school student in Oredo LGA. In a separate
incident, 15 houses were reportedly
destroyed by operatives of the joint military
taskforce code named ‘Operation Crocodile
Smile II’ who were searching for kidnappers
and criminals in Ovia South LGA. Residents
fled the area during the operation.
Prognosis
Reported incidents during the period related
mainly to criminality, communal tensions,
and protests. Many involved Violence
Affecting Women and Girls (VAWG). Peace
Actors should monitor the situation closely
and respond appropriately.
