service delivery and timing over packet solutions for IEEE 1588 and Synchronous Ethernet.

 2 Step Flag = False (for single step mode)
 One way = False (for both Sync and delay messages so frequency and phase can be
calculated)
 Protocol = Ethernet (for PTP over layer 2)
