Plans for the online 2021 Census with increased use of administrative and sur...UKDSCensus
Following the Government’s endorsement of the National Statistician’s recommendation on ‘the census and future provision of population statistics in England and Wales’, the ONS Beyond 2011 Programme has been closed and replaced by the new Census Transformation Programme. The new programme is focusing on developing the strategies and plans needed for delivery of the following major strands of work:- 1. An online census in 2021; 2. Integrated statistical outputs that make use of administrative data and surveys in conjunction with the census; 3. A recommendation for the future provision of population statistics beyond 2021. This presentation will outline ONS plans for Strands 1 and 2: to deliver a predominantly digital census while making the most effective use of administrative and survey data in its design, operation and outputs. It will cover the challenges of providing a census in 2021 that is 'digital by default', while building on the successes and lessons from the 2011 Census. Main areas that will be outlined include plans to address the challenge of digital exclusion while maximising the benefits of electronic data collection such as data quality, real-time response information and reducing processing time. Strand 2 is new for 2021, and looks at enhancing the traditional census building on the understanding of the opportunities and limitations of administrative data gained in Strand 3. Challenges include considering the most effective use of administrative and survey data in: optimising census data collection operations, estimating missing data, quality assuring results, reducing respondent burden or expanding topics covered.

Our results focus on the interpretation of cross-source and longitudinal linkage to demonstrate the extent to which the locational accuracy of administrative data can be relied upon to record individuals at their current place of residence. In addition, we present some of the challenges of producing statistics from differing statistical definitions, for example households and ethnicity, as well as variability in operational processes underpinning the collection and maintenance of administrative data.

The economic and environmental dimensions of transport have been the subject of extensive academic research and have had a strong influence on transport policy and practice around the world. This is in stark contrast to the social dimension, which in general has been less widely researched, less well defined and generally much less influential in policy circles. However, there is now increased recognition by policymakers that new transport infrastructures can potentially have significant social and distributional impacts (SDIs) beyond those that are usually captured by traditional project appraisal methods. Currently, the methods for capturing these SDIs are under explored and the guidance provided through WebTAG analysis is as yet largely untested.
It is in this context that we were asked by Welsh Government to conduct a social and distributional analysis of a new section of the A465, studying the area surrounding the road both during its construction and after. Our talk will outline the integration of desk based quantitative and field work based qualitative methodologies used for the study and the rationale for these, and also present our key findings. We will also outline some of the challenges we faced in undertaking the analysis, and in turn reflect on some of the barriers to embedding effective SDI appraisals into policy practice. We will also reflect on the appropriateness of the WebTAG guidance for practice, and suggest ways in which these could be improved.

The republic of Kenya comprises of eight (8) provinces now forty-seven counties. The country is located in East Africa and shares land borders with the Republics of Somalia in the East, Uganda in the West, Tanzania in the South and Ethiopia and Sudan (now South Sudan) in the North. The three largest and most influential ethnic groups in Kenya are the kikuyu, Luhya, and Kalenjins. In terms of religion Kenya is roughly split into 80% Christians while the rest are Muslims.
In Kenya, general elections are carried out every after five years where a head of state the President and The National Assembly representatives are elected. They are elected by the people. The national Assembly has about 220 members representing respective constituencies.
In the Local Governments they have the chairman and the Counselor. The counselors are all elected by the people of the state in the respective wards.
That is to say, in any given general elections, Kenyans vote for the president, the members of the National Assembly and the counselors.
Most African Electoral bodies IEBC not an exception right from their inception to date, even with latest advancements in technology, still use a primitive paper based methods during voting; this system is characterized by manual form filling to chose leaders and transfer of the information from manual data capture forms to computerized datasheets, this has led to an excessive number of mistakes making their way into the final vote counts hence leading to confusion at the time of announcing the results. The main advantage of paper-based systems is that ballot papers are easily human auditable. The disadvantages outweigh the advantages for instance the need to print ballot papers is a slow, expensive, inflexible, environmentally hostile process, visual impairments, or literacy limitations and also last minute changes to the voter register are difficult to accommodate among others.
