• The 2019 NLE shall be
automated and will utilize
the Vote Counting
Machines (VCMs) used in
the 2016 National and Local
Elections.
Nature & Concept
• This election will pilot the use of
the 35,000 units of Voters
Registration Verification
Management System (VRVMs) on
some locations. This VRVMs will
automate the system of verifying
voter registration;
• Areas where VRVMs will be piloted:
Manila, Cavite, Pangasinan, Cebu,
Negros Occidental, Davao del Sur,
Zamboanga del Sur and ARMM;

DepEd’s Role in the 2019 NLE
Under COMELEC Resolution No. 10471, Section 3
“Deputization of Certain Departments under the Executive Branch”
the Department of Education shall have the following duties and functions:
• Comply with and enforce all orders and instructions of the Commission relative
to the Plebiscite duties and functions of its personnel;
• Allow the use of public school buildings for plebiscite/election purposes;
• Not to hold, during the plebiscite/election period, conferences, seminars or
any school activity, which might interfere, restrict or prevent the
performance of plebiscite/election duties of its personnel, except upon prior
written authority from the Commission; and
• Perform such other duties and functions which the Commission may prescribe
from time to time.
DepEd’s Role in the 2019 NLE
Under COMELEC Resolution NO. 10460
“General Instructions for the Electoral Boards (EBs) on the Process of Voting,
Counting, and Transmission of Election Results”
• Provides in detail the constitution, composition, and
appointment of the Electoral Boards; use of the Vote
Counting Machines (VCMs); the process of testing and
sealing of the VCMs; and the voting, counting and
transmission of election results.
The Electoral Board under R.A. No. 10756
(ESRA LAW)
• One (1) EB for every clustered precinct;
• COMELEC thru Election Officers (EOs) shall constitute and appoint
chairmen and members of the EB not later than 31 January 2019;
• Appointment paper and Oath – proof that election duties are indeed
voluntary for teachers (CEF No. A5 and A5-A)
• Formerly referred to as Board of Election
Inspectors (BEIs) during National and
Local Elections and Board of Election
Tellers (BETs) during the Barangay and
SK Elections;
COMPOSITION OF ELECTORAL BOARDS
• There should be one (1)
Electoral Board for every
clustered precinct composed of
the Chairperson, Poll Clerk and
Third member who must all be
qualified, willing and available;
• One member of EB shall be an
information technology-
capable person trained for the
purpose and as certified by
DOST;
The Electoral Board
under R.A. No. 10756

be compulsory to
Public School
Teachers.
The right of preference
also remains with the
Public School
Teachers.

Reestablishment of the DepEd Election Task Force Operation and
Monitoring Center (DEOMCs) to:
• Ensure provision of adequate information, technical and legal
assistance;
• Create directory of DepEd ETF members
• Be the institutional link to volunteer organizations, individuals,
and partner agencies
The DEOMC shall be established at the Bulwagan ng Karunungan,
from 1:00PM of 12 May 2019, to 5:00PM of 14 May 2019
