potential for savings from managing the large number of stakeholder interfaces, the complexity of the
project or the innovative nature of the project. The goals may be to overcome a difficult problem, to
achieve project acceleration, to overcome interfacing problems, to develop or improve a brief, to meet
statutory requirements, to provide rigorous review or audit, to improve value for money and/ or to
develop/ review design options (Best, R. and de Valence, G., 1999, p.240)
Timing
Value management studies have application at all phases of the asset life cycle, covering planning,
procurement, maintenance and management, and disposal. A value management study may be initiated
at any of the following stages of the project life cycle.
The greatest potential saving is possible at the earliest stage in the project life cycle. Both the study
objectives and the mix of stakeholders in the workshop group are determined by the particular phase
at which the study is conducted. It is important that the use of value management is planned well
ahead so that the study or studies are conducted in good time so that maximum benefit can be
achieved.
