Joshua Warren gave a presentation at PHPWorld 2015 about how the PHP community wastes effort by duplicating work across frameworks. He proposed three steps to address this issue: 1) change the way developers think by searching Packagist first and improving existing libraries rather than creating new framework-specific ones, 2) develop a standard for universal PHP packages, with Puli being the most developed current option, and 3) change the community's thinking by promoting package reuse and integration of Puli or a similar solution into frameworks. The presentation argued that greater sharing of work through universal packages could revolutionize what the PHP community can accomplish together.
