At each of the TacklingPovertyNZ 2016 national tour workshop, participants were asked to develop specific, actionable suggestions for how to address poverty. As a result of the tour’s six workshops, 240 ‘hows’ were identified. In the process of reviewing the ‘hows’, we created the Sustaining and Empowering Factors Framework. This framework enabled us to divide the 240 ‘hows’ to correspond with sustaining factors (which relate to an individual’s short-term survival and security needs) and empowering factors (which relate to the empowerment of an individual, community or nation). We then grouped these ‘hows’ by similarity, producing 33 sub-factors for analysis. The sub-factors are terms we have created to align with the voices we heard on tour.

America21 promotes Inclusive Competitiveness Economic Strategies as an effective approach that is grounded in principles of economic competitiveness and inclusion – Inclusive Competitiveness – and further extends proven innovation- and technology-based economic development strategies to seed the next generation of innovators, entrepreneurs and employees within urban communities and metropolitan centers.
There is increasing recognition that economically empowering women is essential both to realize women’s rights and to achieve broader development goals such as economic growth, poverty reduction, health, education and welfare. In the last five years, a broad range of organizations have committed themselves to the goal of women’s economic empowerment.
These organizations realize that economically empowering women is a win-win that can benefit not only women, but society more broadly. It promotes women’s ability to achieve their rights and well-being while also reducing household poverty, increasing economic growth and productivity, and increasing efficiency.
Research has found strong reasons to emphasize women’s economic empowerment in development programs:
• Economic empowerment is one of the most powerful routes for women to achieve their potential and advance their rights.
• Since women make up the majority of the world’s poor, meeting poverty-reduction goals requires addressing women and their economic empowerment.
• Discrimination against women is economically inefficient. National economies lose out when a substantial part of the population cannot compete equitably or realize its full potential.
• Working with women makes good busi- ness sense. When women have the right skills and opportunities, they can help businesses and markets grow.
• Women who are economically empowered contribute more to their families, societies and national economies.
It has been shown that women invest extra income in their children, providing a route to sustain- able development. As interest in fostering women’s economic empowerment grows, two questions arise.
1. How is women’s economic empowerment defined? What does the term women’s economic empowerment encompass?
2. How can women’s economic empowerment be measured and evaluated so organizations can show they are on the right track to achieving it? Answers to these questions are essential to design meaningful strategies that will lead to women’s economic empowerment.
This document addresses them by presenting:
1. A definition of women’s economic empowerment;
2. A measurement framework that can guide the design, implementation and evaluation of programs to economically empower women; and
3. A set of illustrative indicators that can serve as concrete examples for developing meaningful metrics for success.

As with any organisation, charitable and other for-purpose entities experience financial pressures, technological challenges and issues with their workforce and culture. There are over 600,000 not-for-profits in Australia, of which approximately 10% are registered with our charity regulator, the Australian Charities and Not-for-profits Commission. That’s not to mention the 20,000 and growing social enterprises in operation across the country. Thinking more broadly, not-for-profits are competing with around 2 million private businesses when it comes to share of voice, allocation of government resources, partners and even customers. Some organisations work in crisis response, and others partner with those that play this important role. In addition, many of us have experienced crisis as individuals or for our organisations.
But not all challenges are created equal. There are times when our everyday issues are both overshadowed and compounded by crisis, be it health, environmental, economic or otherwise. We’ve identified six key components to consider during disaster preparedness or when crisis strikes.

The European Unemployment Puzzle: implications from population agingGRAPE
We study the link between the evolving age structure of the working population and unemployment. We build a large new Keynesian OLG model with a realistic age structure, labor market frictions, sticky prices, and aggregate shocks. Once calibrated to the European economy, we quantify the extent to which demographic changes over the last three decades have contributed to the decline of the unemployment rate. Our findings yield important implications for the future evolution of unemployment given the anticipated further aging of the working population in Europe. We also quantify the implications for optimal monetary policy: lowering inflation volatility becomes less costly in terms of GDP and unemployment volatility, which hints that optimal monetary policy may be more hawkish in an aging society. Finally, our results also propose a partial reversal of the European-US unemployment puzzle due to the fact that the share of young workers is expected to remain robust in the US.
