This document provides an overview of competitiveness in India, including some key facts about India's economy, demographics, and industries. It discusses what factors have contributed to India's success over the past 25 years, such as having a market-led rather than state-induced economic model centered around entrepreneurs. It also examines some ongoing challenges to competitiveness in India related to infrastructure, governance, and fiscal deficits. The document advocates for building competitiveness through industry clusters and public-private partnerships.
Clustering has long been recognized as a key tool for fostering regional growth and economic development. However, like ‘innovation’ clustering has become a somehow blurry concept that many talks about and use in various connections. In this presentation, Jakob will take you through an essential ‘clusters what and why session’ discussing some of the key questions, which are crucial for all being involved in with cluster development: What are clusters more exactly, how do they occur, what are the dynamics and key factors driving strong clusters, can we create clusters, and what are the differences between ‘clusters’ and ‘cluster initiatives’? Most importantly, Jakob will also discuss if clusters and clustering really matters: Do clusters actually forge economic and regional development and why should we aim for cluster development at all?

Tata Consultancy Services, a leading IT services firm, took a youthful approach to highlighting its work across Europe and generating brand awareness with senior public figures and decision makers. A youth and technology themed thought leadership campaign was an ideal fit with TCS – 70% of its global workforce is under the age of 30 and the company has strong working relationships with over 200 European schools.
The campaign also provided the perfect opportunity for TCS to showcase its stalwart support for the digital industry and young talent. The cornerstone of the campaign was a study of Europe’s youth and their attitudes to work and technology, featuring contributions from leading stakeholders including European government bodies, academics and businesses.
The results were impressive. Key partnerships were established, TCS’s image was strengthened, client engagement levels were at 92 % and the social media campaign was widely praised in the traditional press.

20. What is Competitiveness?
– Competitiveness has emerged as the preeminent issue in every nation – for
companies and governments
– Upgrading a nation’s competitiveness requires a shared understanding of
competitiveness within the nation
– Competitiveness is not simply:
• A favorable exchange rate
• Positive balance of trade
• Industrial subsidies
• Low inflation rate
– Rather, competitiveness is the productivity with which resources are deployed
• Human resources
• Capital
• Physical assets
– Since competitiveness relies on productive deployment of resources, industry
sectors and their firms compete, not nations
• Government has a partial but significant role in creating the platform from
which firms compete
• Clusters of related and supporting firms are the building blocks of a
competitive economy
21. Challenges to competitiveness
5 Lessons learned
1. Lack of public – private sector dialogue resulting in low trust
2. Cluster selection process driven by traditional industries vs.
small high growth sectors or cluster member enthusiasm
3. No quantitative targets for the cluster
4. Government and donor over-responsibility for results vs.
a cluster driven approach
5. Misperceptions of the cluster development process and goals; especially the
tension between short-term wins and building the foundations for long-term
competitiveness.
22. Challenges and solutions to
competitiveness
The approach uses a double loop process called the “Prosperity Generation Cycle”
to ensure parallel growth in competitiveness and public – private dialog.
Early wins by the private sector is supported by productive
communication among all parties.
