German car giants Volkswagen and BMW have confirmed massive Industry 4.0 investments, and firmed up their interests in private industrial 5G as a means to factory automation and slicker production.
The world is currently witnessing the rise of many mission-critical applications such as telesurgery, intelligent transportation, industry automation, virtual reality and augmented reality, vehicular communications, etc. Some of these applications will be enabled by the fifth-generation of cellular networks (5G), which will provide the required ultra-reliable low latency communication (URLLC). However, guaranteeing this stringent reliability and end-to-end latency requirements continues to prove to be quite challenging, due to the significant shift in paradigms required in both theoretical fundamentals of wireless communications as well as design principles [B1]. For instance, the fourth generation of cellular networks (4G) currently provides an unpredictable latency that can range from 50ms to several seconds, with block error rates as high as 10-1. On the other hand, the industry is demanding URLLC provide 1 ms end-to-end latency and overall packet loss probabilities as low as 10^-5 - 10^-7 . Motivated by the above, in this tutorial, we cover the challenges and potential solutions for 5G and beyond 5G to support URLLC, in terms of error control coding improving reliability, channel access protocols for reducing latency, and multi-connectivity for improving network availability.
To meet the new connectivity requirements of the emerging IoT segment, 3GPP has taken evolutionary steps on both the network side and the device side. A single technology or solution cannot be ideal to all the different potential IoT applications, market situations and spectrum availability. As a result, the 3GPP standardizing several technologies, including Extended Coverage GSM (EC-GSM), LTE-M and NB-IoT.
LTE-M, NB-IoT and EC-GSM are all superior solutions to meet IoT requirements as a family of solutions, and can complement each other based on technology availability, use case requirements and deployment scenarios. The evolution for these technologies is shown in figure #5. Technical studies and normative work for the support of Machine Type Communication (MTC) as part of 3GPP LTE specifications for RAN began in 3GPP Release 12 and are continuing with the goals of developing features optimized for devices with MTC traffic.

German car giants Volkswagen and BMW have confirmed massive Industry 4.0 investments, and firmed up their interests in private industrial 5G as a means to factory automation and slicker production.
The world is currently witnessing the rise of many mission-critical applications such as telesurgery, intelligent transportation, industry automation, virtual reality and augmented reality, vehicular communications, etc. Some of these applications will be enabled by the fifth-generation of cellular networks (5G), which will provide the required ultra-reliable low latency communication (URLLC). However, guaranteeing this stringent reliability and end-to-end latency requirements continues to prove to be quite challenging, due to the significant shift in paradigms required in both theoretical fundamentals of wireless communications as well as design principles [B1]. For instance, the fourth generation of cellular networks (4G) currently provides an unpredictable latency that can range from 50ms to several seconds, with block error rates as high as 10-1. On the other hand, the industry is demanding URLLC provide 1 ms end-to-end latency and overall packet loss probabilities as low as 10^-5 - 10^-7 . Motivated by the above, in this tutorial, we cover the challenges and potential solutions for 5G and beyond 5G to support URLLC, in terms of error control coding improving reliability, channel access protocols for reducing latency, and multi-connectivity for improving network availability.
To meet the new connectivity requirements of the emerging IoT segment, 3GPP has taken evolutionary steps on both the network side and the device side. A single technology or solution cannot be ideal to all the different potential IoT applications, market situations and spectrum availability. As a result, the 3GPP standardizing several technologies, including Extended Coverage GSM (EC-GSM), LTE-M and NB-IoT.
LTE-M, NB-IoT and EC-GSM are all superior solutions to meet IoT requirements as a family of solutions, and can complement each other based on technology availability, use case requirements and deployment scenarios. The evolution for these technologies is shown in figure #5. Technical studies and normative work for the support of Machine Type Communication (MTC) as part of 3GPP LTE specifications for RAN began in 3GPP Release 12 and are continuing with the goals of developing features optimized for devices with MTC traffic.

zkStudyClub - LatticeFold: A Lattice-based Folding Scheme and its Application...Alex Pruden
Folding is a recent technique for building efficient recursive SNARKs. Several elegant folding protocols have been proposed, such as Nova, Supernova, Hypernova, Protostar, and others. However, all of them rely on an additively homomorphic commitment scheme based on discrete log, and are therefore not post-quantum secure. In this work we present LatticeFold, the first lattice-based folding protocol based on the Module SIS problem. This folding protocol naturally leads to an efficient recursive lattice-based SNARK and an efficient PCD scheme. LatticeFold supports folding low-degree relations, such as R1CS, as well as high-degree relations, such as CCS. The key challenge is to construct a secure folding protocol that works with the Ajtai commitment scheme. The difficulty, is ensuring that extracted witnesses are low norm through many rounds of folding. We present a novel technique using the sumcheck protocol to ensure that extracted witnesses are always low norm no matter how many rounds of folding are used. Our evaluation of the final proof system suggests that it is as performant as Hypernova, while providing post-quantum security.

Conversational agents, or chatbots, are increasingly used to access all sorts of services using natural language. While open-domain chatbots - like ChatGPT - can converse on any topic, task-oriented chatbots - the focus of this paper - are designed for specific tasks, like booking a flight, obtaining customer support, or setting an appointment. Like any other software, task-oriented chatbots need to be properly tested, usually by defining and executing test scenarios (i.e., sequences of user-chatbot interactions). However, there is currently a lack of methods to quantify the completeness and strength of such test scenarios, which can lead to low-quality tests, and hence to buggy chatbots.
To fill this gap, we propose adapting mutation testing (MuT) for task-oriented chatbots. To this end, we introduce a set of mutation operators that emulate faults in chatbot designs, an architecture that enables MuT on chatbots built using heterogeneous technologies, and a practical realisation as an Eclipse plugin. Moreover, we evaluate the applicability, effectiveness and efficiency of our approach on open-source chatbots, with promising results.

It offers a standards-based foundation enabling real-time power systems analysis, simulations of electrical power grids, and sophisticated what-if analysis. In addition, it enables in-depth studies and analysis of the electrical power grid’s behavior and performance. This comprehensive model incorporates essential factors such as power generation capacity, electrical losses, voltage levels, power flows, and system stability.
Power Grid Model is currently being applied in a wide variety of use cases, including grid planning, expansion, reliability, and congestion studies. It can also help in analyzing the impact of renewable energy integration, assessing the effects of disturbances or faults, and developing strategies for grid control and optimization.

6. Horizon 2020 participation and Brexit
- Whatever happens we can PARTICIPATE and GET FUNDING
- If developing a proposal:
- Make sure basic eligibility criteria are still met if the UK isn’t a member state/associated country
- Ensure you write a good proposal, from the perspective of the EC – deliver impact in Europe!

7. Withdrawal agreement
- UK-based individuals and organisations would remain eligible to bid for funding, participate
in and lead consortia including calls in 2019 and 2020 on the same basis as now
- Projects approved during this period will be able to continue with an uninterrupted flow of
EU funding
- But, what about no-deal?
“Following withdrawal from the Union, the UK will continue to participate in the Union
programmes financed by the MFF 2014-2020 until their closure.”
8. If there’s a no-deal Brexit
- Free to participate as a third country across most of H2020, except:
- mono-beneficiary schemes
- some space and security projects, which only allow participants from EU countries
- some multi-beneficiary schemes (for example Fast Track to Innovation - FTI)
- Can continue to coordinate projects and distribute EU funds
- Not automatically eligible for EU funding, unless essential for action
- Funding will be provided via the UK Government underwrite guarantee and guarantee extension
- Article 9 of Grant Agreement – ‘Implementation of action tasks by beneficiaries not receiving EU
funding’ will be introduced
- For new bids covered by the guarantee extension, proposal preparation will be largely the same
- UK entities costs not taken in to account in terms of overall EC budget contribution
- Enter ‘zero’ under requested EC budget
- Proposals will be evaluated as normal, so planned activities have to be reasonable.
9. Ongoing eligibility – no deal scenario
- Post-exit applications – covered by guarantee extension
- Submit proposals as normal, with zero EC budget request
- Guarantee process kicks-in during grant preparation phase
- Must meet basic eligibility and deliver impact in EU
- Pre-exit applications, successful after exit – covered by guarantee
- Prepare proposal as per UK status on deadline date
- Eligibility unchanged at point of application – so long as basic criteria is met
- If eligible proposal will be evaluated as normal
- If pre-grant agreement – Article 9 will come in to play
- If post-grant agreement – transfer as per ongoing project
- Participation as third country with UK underwrite
- Ongoing projects – covered by guarantee
- Funded by EU to exit date
- Participation as a third country with underwrite thereafter.

14. ICT-41-2020: Innovations for verticals with third party
services
- Innovation actions, €4-6M, €49M budget (minimum 8 projects to be funded)
- Challenge:
- Software networks provide high flexibility through implementation of virtual network
functions (VNFs). VNF's may be chained across several domains to create Network
Applications (NetApps) tailored to the requirements of specific tenants
- This requires open platforms that provide access to networks resources which can then be
used to develop NetApps supporting requirements and developments from specific vertical
sectors.
- Scope:
- Experimentation facilities able to provide enhanced experimentation infrastructures on top
of which third party experimenters (e.g. SMEs) will have the opportunity to test their
applications tailored to specific vertical use cases
- To create 5G open source repositories for wide use and towards standards development
- Typical vertical use cases: automated mobility, smart factories and industry 4.0, energy,
healthcare, media.
15. ICT-41-2020: Innovations for verticals with third party
services
- Expected impact:
- Testing and validation of NetApp solutions on top of a 5G virtualised experimental
environment
- NetApps secure interoperability beyond vendor-specific implementation across multiple
domains, availability of standards or reference implementations
- Open-source repository of network applications that can be further leveraged by other
developers
- Creation of third party markets for start-ups and SMEs. 50% of SMEs are targeted for this
action
- Relevant 5G PPP KPI: Service creation time in minutes
- Results that may be appropriate for transfer towards an incubator or a start up, either within
the project or outside of the projects in follow up actions.
16. ICT-41-2020: Innovations for verticals with third party
services
- Don’t want:
- Experimentation facilities that are not sufficiently open, or rich in terms of VNFs, to attract
third parties to test NetApps for specific vertical sectors
- Solutions that clearly will not be taken up by SMEs or start-ups
- Topic development – new topic:
- Leveraging on 5G enabling technologies and systems developed within or out of the 5G PPP
Phases 1, 2 and 3
- Extending the innovation to software innovations with low market entry barriers that can be
leveraged by SME’s and new actors

- Key stakeholders:
- SW development companies, SMEs and research centres (public or private)
- Communication research department in universities, industries and research centres.
17. ICT-42-2020: Core technologies innovation
- Innovation actions, €4-6M, €48M budget (minimum 8 projects to be funded)
- Closes 16 January 2020!
- Challenge:
- 5G offers prospects for a range of new technologies and hardware devices to enter the
market and to create economic opportunities for new and innovative market actors
- The challenge is hence to reap the fruits of earlier R&D investments in these enabling
technologies to support the emergence of new markets and new market actors in Europe.
- Scope:
- Integration and validation of target components into an overall architecture representing a
subset of 5G network functions
- Key 5G technological blocks under consideration are primarily hardware-based and include,
but are not limited to, phase array antenna, array processors, millimetre wave devices and
subsystems, photonics based devices, baseband processor platforms, low-cost access points,
new generation of 5G terminals…
- A special emphasis will be put on new types of IoT devices demonstrating the use of 5G
connectivity functionalities addressing requirements of verticals.
18. ICT-42-2020: Core technologies innovation
- Expected impact:
- Support to the emergence of a European offer for new 5G core technologies at TRL 7 or
beyond
- Support to the emergence of new actors in the related markets
- Creation of high tech start-ups or of new business opportunities for established SMEs
- Strong SME participation is targeted.
19. ICT-42-2020: Core technologies innovation
- Don’t want:
- R&I on components not related to 5G connectivity
- Actions that do not open strong SME opportunities.
- Topic development – new topic:
- Leveraging on 5G enabling technologies and systems developed within or out of the 5G PPP
Phases 1, 2 and 3
- Extending the innovation to their application at hardware level for devices, terminals,
network equipment
- Project Portfolio : see 5G PPP and ECSEL JU websites
- Key stakeholders:
- Components and hardware development companies, SMEs and research centres (public or
private)
- Communication research department in universities, industries and research centres.
20. ICT-52-2020: Beyond 5G
- Research and innovation actions, €5-12M, €55M budget (5 or more projects to be funded),
however:
- Initiatives with strong structuring effects across a large set of key industry stakeholders and
programmatic impact for future European actions in the domain of Smart Network and
Services may target the higher budget range.
- Challenge:
- The challenge is to go well beyond the 5G capabilities available in 2020. It also looks Beyond
5G to prepare Smart Connectivity systems as a platform for a Next-Generation Internet,
supporting a highly flexible connectivity infrastructure that can dynamically adapt to
innovative applications whilst facilitating user data control and innovation friendly
implementation of relevant legislation. This requires a full value-chain approach towards
seamless and secure end-to-end interworking with computing resources and with a range of
innovative devices.
22. ICT-52-2020: Beyond 5G - scope
- The work covers the long term transformation of networks into a distributed smart connectivity
platform with high integration with (edge) computing and storage resources
- Should enable novel interaction between human and digital systems based on new terminal types
embedded in the daily environment, e.g. in cars, doors, mirrors, appliances, and new interfaces
recognising gestures, facial expressions, sound and haptics
- Proposals may focus on one or several of the following sub-topics and will bridge towards
preparing evolution paths for R&I on smart networks and services in future programmes:
- Infinite network capacity, innovative spectrum use and management, usability of new bands
and radio technologies and architectures including optical capabilities
- Imperceptible latencies through flexible connect-compute technologies
- Smart connectivity of massive amounts of things and systems, impact of mobile edge
computing and energy efficiency
- Novel architectures protocols and technologies (e.g. AI) for adaptive networks
- Personalised, multi-tenant and perpetual protection based on security, privacy and trust
mechanisms with innovative technologies (e.g. DLT).
23. ICT-52-2020: Beyond 5G – expected impact
- Smart connectivity technologies for platforms integrating ubiquitous connectivity, storage, and
computing resources opening for new service and business models
- Smart connectivity platforms towards perceived zero latency
- Network scalability towards a high number of resource-constrained (IoT) devices
- Characterisation and availability of secure and trusted environments for software based
virtualised networks, including underlying hardware limitations and enabling trusted multi-
tenancy
- Innovative radio spectrum use, novel strategies for coverage/service extension, support of novel
wireless technologies and use cases through platforms, usability of today unexplored spectrum
- Heterogeneous networks with dynamic topologies for advanced mobility solutions
- Dynamic scalability of network capabilities with managed and enhanced optical resources
- Characterisation of AI and blockchain technologies in the connectivity domain, notably for
network/service management and security
- Significant reduction of total cost of ownership through improved operational and capital
expenditure efficiency, and energy consumption.
24. ICT-52-2020: Beyond 5G

- Short term R&I without ambitious perspective
- One off proposals with no follow up potential under next MFF (Horizon Europe)
- Technologies locked to a specific business model
- Actions which do not clearly focus on European opportunities and actors

cross sector digital service platforms
- Innovation action, €15M per project, €30M budget
- Read the platforms preamble – has specific requirements
- Challenges:
- Attractiveness of rural areas via jobs and services
- Increase connectivity and digitization of rural areas
- Limited interoperability between object/service platforms supporting applications and
sharing data
- Create a marketplace for service/applications providers and platform operators supporting an
ecosystem.
26. DT-ICT-09-2020: Boost rural economies through
cross sector digital service platforms
- Scope: Proposals are expected to develop and demonstrate cost-efficient and flexible cross-
domain applications through large-scale pilots addressing all of the following aspects:
- Integration of data across different platforms for efficient service provision (where
appropriate based on AI)
- Develop open marketplace for cross-cutting services
- Reference implementations (proof-of-concept, demonstrators)
- Develop Pilots demonstrating benefits in rural areas
- Create innovation ecosystems for novel applications
- Pilots should build on an open, API-based, interoperable and federated IoT architecture and
include a reference implementation supporting flexible integration of heterogeneous services
- Pilots should bridge the interoperability gap of the smart object platforms and create markets for
service – and application providers as well as platform operators, supported by a vibrant
ecosystem of developers, service providers and user communities.

- Creation of opportunities for entrepreneurs, notably SMEs, by promoting new market

- Innovation actions, €7-10M, €30M budget (3 or more projects)
- Summary:
- Connected and Cooperative Assisted Mobility (CCAM) identified as a strategic industrial
opportunity in the EU in line with 5G Action Plan objectives
- 5G specifications from 3G PP release 16 will be available early 2020 (5G NR-V2X and beyond
- Aim: Validating 5G for CAM in the wider techno-policy context.
- Scope:
- Validation of the latest available 5G specification in the context of innovative CAM
applications under realistic conditions and seamlessly functioning across borders
- Broad innovation perspective covering use cases in the vehicle-to-vehicle (V2V), vehicle-to-
infrastructure (V2I), vehicle-to-pedestrian (V2P), and vehicle-to-network (V2N) domains
including the supporting service infrastructure
- Core technological innovation expected from 5G, such as radio, RAN and core network.
Innovations in the area of Artificial Intelligence (AI) to enable advanced CAM use cases are

• Building a proposal:
• Proposals contain Excellence, Impact and Implementation parts. Excellence needs to highlight
beyond SoTA research contributions. Impact needs to align with the expectations of the particular
call. Project implementation plan is also very important, aim to achieve ‘tangible’ outputs.
• ‘Tangible’ outputs – high impact in 3GPP/ ETSI standardisation, outputs directed specifically
towards certain industries (5G verticals), software/channel models widely made available, IPR,
internal exploitation plans within companies, white papers /research papers.
• A good consortium needs a mix of large industries, academia, research institutes and SMEs. ICT
proposers’ days are a good place to pitch ideas and find project partners.
• Work within a project:
• In project reviews, outcomes are measured against what was promised in the proposal. So always
plan to deliver (at least) what is in the proposal –implementation plan needs to be well executed.
• Key project members are expected to contribute to the 5GPPP TB/ SB/ WGs.
• Visible presence in EuCNC is expected- as a key outlet for EU project dissemination.
