The Globally Harmonized System (GHS) is an international approach to hazard communication that provides standardized criteria for classifying chemical hazards and a standardized approach to chemical labeling and safety data sheets. The GHS was negotiated by hazard experts from many countries to harmonize existing hazard classification systems around the world. Adoption of the GHS in the US and globally will enhance hazard comprehension and ensure appropriate handling of chemicals by providing consistent hazard information internationally.

The Hazardous Wastes (Management, Handling and Transboundary Movement) Rules (HW Rules) which are currently in force were notified under the Environment Protection Act 1986 by the Ministry of Environment, Forest and Climate Change (MoEF) in September 2008. The HW Rules classify the wastes generated from the various industrial and other sources through Schedule- I and Schedule- II specified there-in. The Rules further categorize the wastes in terms of the permissibility & requirements for their import/export (Schedule-III), recycling (Schedule – IV) and prohibition from import/export (Schedule-VI). The Government has now further considered it necessary in the public interest to address the sustainable development concerns and amend the HW Rules 2008 to enable, (i) the recovery and/or reuse of useful materials from hazardous and other waste materials, (ii) reduction in the hazardous and other wastes destined for final disposal and (iii) ensuring of the environmentally sound management of all hazardous and other waste materials. The Draft of the proposed HW Rules was published by the Government on July 24, 2015 giving a period of sixty days for filing the objections or suggestions. The finalization and notification of these Rules is still awaited. The presentation covers a review of the present & the proposed HW Rules with special reference to the implications of the proposed amendments on the lead recycling industry in India.

RESULTS: Overall life span (LS) was 2252.1±1742.5 days and cumulative 5-year survival (5YS) reached 73.2%, 10 years – 64.8%, 20 years – 42.5%. 513 LCP lived more than 5 years (LS=3124.6±1525.6 days), 148 LCP – more than 10 years (LS=5054.4±1504.1 days).199 LCP died because of LC (LS=562.7±374.5 days). 5YS of LCP after bi/lobectomies was significantly superior in comparison with LCP after pneumonectomies (78.1% vs.63.7%, P=0.00001 by log-rank test). AT significantly improved 5YS (66.3% vs. 34.8%) (P=0.00000 by log-rank test) only for LCP with N1-2. Cox modeling displayed that 5YS of LCP significantly depended on: phase transition (PT) early-invasive LC in terms of synergetics, PT N0—N12, cell ratio factors (ratio between cancer cells- CC and blood cells subpopulations), G1-3, histology, glucose, AT, blood cell circuit, prothrombin index, heparin tolerance, recalcification time (P=0.000-0.038). Neural networks, genetic algorithm selection and bootstrap simulation revealed relationships between 5YS and PT early-invasive LC (rank=1), PT N0—N12 (rank=2), thrombocytes/CC (3), erythrocytes/CC (4), eosinophils/CC (5), healthy cells/CC (6), lymphocytes/CC (7), segmented neutrophils/CC (8), stick neutrophils/CC (9), monocytes/CC (10); leucocytes/CC (11). Correct prediction of 5YS was 100% by neural networks computing (area under ROC curve=1.0; error=0.0).
CONCLUSIONS: 5YS of LCP after radical procedures significantly depended on: 1) PT early-invasive cancer; 2) PT N0--N12; 3) cell ratio factors; 4) blood cell circuit; 5) biochemical factors; 6) hemostasis system; 7) AT; 8) LC characteristics; 9) LC cell dynamics; 10) surgery type: lobectomy/pneumonectomy; 11) anthropometric data. Optimal diagnosis and treatment strategies for LC are: 1) screening and early detection of LC; 2) availability of experienced thoracic surgeons because of complexity of radical procedures; 3) aggressive en block surgery and adequate lymph node dissection for completeness; 4) precise prediction; 5) adjuvant chemoimmunoradiotherapy for LCP with unfavorable prognosis.

that is rapidly distributed in the body and brain. Ethanol alters many
neurochemical systems and has rewarding and addictive properties. It
is the oldest recreational drug and likely contributes to more morbidity,
mortality, and public health costs than all illicit drugs combined. The
5th edition of the Diagnostic and Statistical Manual of Mental Disorders
(DSM-5) integrates alcohol abuse and alcohol dependence into a single
disorder called alcohol use disorder (AUD), with mild, moderate,
and severe subclassifications (American Psychiatric Association, 2013).
In the DSM-5, all types of substance abuse and dependence have been
combined into a single substance use disorder (SUD) on a continuum
from mild to severe. A diagnosis of AUD requires that at least two of
the 11 DSM-5 behaviors be present within a 12-month period (mild
AUD: 2–3 criteria; moderate AUD: 4–5 criteria; severe AUD: 6–11 criteria).
The four main behavioral effects of AUD are impaired control over
drinking, negative social consequences, risky use, and altered physiological
effects (tolerance, withdrawal). This chapter presents an overview
of the prevalence and harmful consequences of AUD in the U.S.,
the systemic nature of the disease, neurocircuitry and stages of AUD,
comorbidities, fetal alcohol spectrum disorders, genetic risk factors, and
pharmacotherapies for AUD.

2. The Globally Harmonized System (GHS) is an international

criteria for classification of chemical hazards, and a
standardized approach to label elements and safety data
sheets. The GHS was negotiated in a multi-year process by
Hazard communication experts from many different
countries, international organizations, and stakeholder
groups. It is based on major existing systems around the
world, including OSHA's Hazard Communication
Standard and the chemical classification and labeling
systems of other US agencies.
3. The GHS provides such a standardized approach, including detailed criteria
for determining what hazardous effects a chemical poses, as well as
standardized label elements assigned by hazard class and category.
This will enhance both employer and worker comprehension of the hazards,
which will help to ensure appropriate handling and safe use of workplace
chemicals.
In addition, the safety data sheet requirements establish an order of
Information that is standardized. The harmonized format of the safety data
sheets will enable employers, workers, health professionals, and emergency
responders to access the information more efficiently and effectively, thus
increasing their utility.
4. Adoption of the GHS in the US and around the world will also help to
improve information received from other countries—since the US is
both a major importer and exporter of chemicals, American workers
often see labels and safety data sheets from other countries. The
diverse and sometimes conflicting national and international
requirements can create confusion among those who seek to use
hazard information effectively.
For example, labels and safety data sheets may include symbols and hazard
statements that are unfamiliar to readers or not well understood. Containers
may be labeled with such a large volume of information that important
statements are not easily recognized.
Given the differences in hazard classification criteria, labels may also be
incorrect when used in other countries. If countries around the world adopt
the GHS, these problems will be minimized, and chemicals crossing borders
will have consistent information, thus improving communication globally.

Hazard classification: The definitions of hazard have
been changed to provide specific criteria for
classification of health and physical hazards, as well as
classification of mixtures. These specific criteria will
help to ensure that evaluations of hazardous effects are
consistent across manufacturers, and that labels and
safety data sheets are more accurate as a result.
Labels: Chemical manufacturers and importers will be
required to provide a label that includes a harmonized
signal word, pictogram, and hazard statement for each
hazard class and category. Precautionary statements
must also be provided.
Safety Data Sheets: Will now have a specified 16section format.
Let’s take a look at each change……….
6. Hazard Classifications
The hazard classification approach in the revised HCS is quite different. The
revised HCS has specific criteria for each health and physical hazard, along
with detailed instructions for hazard evaluation and determinations as to
whether mixtures or substances are covered. It also establishes both hazard
classes and hazard categories—for most of the effects; the classes are divided
into categories that reflect the relative severity of the effect.
The current HCS does not include categories for most of the health hazards
covered, so this new approach provides additional information that can be
related to the appropriate response to address the hazard.
7. Labels will require the following elements:
Pictogram: a symbol plus other graphic elements, such as a border, background pattern, or
color that is intended to convey specific information about the hazards of a chemical.
Each pictogram consists of a different symbol on a white background within a red
square frame set on a point (i.e. a red diamond). There are nine pictograms under the
GHS. However, only eight pictograms are required under the HCS.
Signal words: a single word used to indicate the relative level of severity of hazard and alert
the reader to a potential hazard on the label. The signal words used are "danger" and
"warning." "Danger" is used for the more severe hazards, while "warning" is used for less
severe hazards.
Hazard Statement: a statement assigned to a hazard class and category that describes the
nature of the hazard(s) of a chemical, including, where appropriate, the degree of
hazard.
Precautionary Statement: a phrase that describes recommended measures to be taken to
minimize or prevent adverse effects resulting from exposure to a hazardous chemical, or
improper storage or handling of a hazardous chemical.
8. Safety Data Sheets
The Hazard Communication Standard (HCS) (29 CFR 1910.1200(g)), revised in
2012, requires that the chemical manufacturer, distributor, or importer provide
Safety Data Sheets (SDSs) (formerly MSDSs or Material Safety Data Sheets) for
each hazardous chemical to downstream users to communicate information on
these hazards. The information contained in the SDS is largely the same as the
MSDS, except now the SDSs are required to be presented in a consistent userfriendly, 16-section format. This brief provides guidance to help workers who
handle hazardous chemicals to become familiar with the format and understand
the contents of the SDSs.
The next slide we will look at each section. Please note, Section 12 Ecological
information, Section 13 Disposal considerations, Section 14 Transport
information, Section 15 Regulatory information, Section 16 Other Information are
regulated by other agencies and OSHA will not be enforcing so these may be
blank.
9. Section 1: Identification includes product identifier, manufacturer or distributor name, address, phone
number, emergency phone, recommended use; restrictions on use.
Section 2: Hazard(s) identification includes all hazards regarding the chemical; required label elements
Section 3: Composition/information on ingredients includes information on chemical ingredients; trade
secret claims.
Section 4: First aid measures includes important symptoms/effects, acute, delayed; required treatment.
Section 5: Fire-fighting measures lists suitable extinguishing techniques, equipment ; chemical hazards
from fire.
Section 6: Accidental release measures lists emergency procedures, protective equipment, proper
methods of containment and clean up.
Section 7: Handling and storage lists precautions for safe handling and storage, including
incompatibilities.
Section 8: Exposures controls/personal protection lists OSHA’s Permissible Exposure Limits (PELs),
Threshold Limit Values (TLVs), appropriate engineering controls, personal protective equipment (PPE).
Section 9: Physical and chemical properties lists the chemical’s characteristics.
Section10: Stability and reactivity lists chemical stability and possibility of hazardous reactions.
Section 11: Toxicological information includes routes of exposure, related symptoms, acute and
chronic effects, numerical measures of toxicity.

labeling of hazardous chemicals under its
Hazard Communication Standard (HCS).
As of June 1, 2015, all labels will be required to
have pictograms, a signal word, hazard and
precautionary statements, the product
identifier, and supplier identification.

OSHA expects that the modifications to the Hazard
Communication Standard (HCS) will result in increased
safety and health for the affected employees and reduce the
numbers of accidents, fatalities, injuries, and illnesses
