intelligence approach using neural networks as non parametric modeling; and multiplely regression
modeling that represents advanced engineering statics a parametric modeling.
Results show that neural networks have advantages when dealing with data that for which there is
little a priori knowledge of the appropriate cost estimate relationship to select for regression
modeling. However, in cases where an appropriate CER can be identified, regression models have
significant advantages in terms of accuracy, variability, model creation and model examination.
Both simulated and actual data sets are used for comparison.
Our research is applied for a specific package of construction projects (concrete work) based on 17
projects with a 115 records.

the Civil War. The stereotype overshadowed the real efforts and work of African American women,
both enslaved and freed; and left a false image which affected women then and now.
Particularly, in Civil War era films, African American women were predominantly shown as
having a robust figure, a constant smile, and a happy disposition, i.e. mammies. By the time the
flood of Civil War features began in 1908, these racist cliches were set in stone (Chadwick 80).
The archetype of Mammy became a stereotype created by white producers in an effort to portray
African American women in a more pleasing light, to satisfy white audiences. Filmmakers actions

On Friday November 22, 1963 in Dallas texas the 35th president of the United States John

difference in number of children adopted in just six years. In 2011 over 9,319 children were

period of interracial adoptions, they were reaching up to 45,000 children being adopted but
today it has dropped dramatically. Many countries opened up to placing children abroad, but
now they have closed again; these countries include Russia, China, and countries in eastern

$5000 for a child. Many people have argued to have a systematic tax on adoption so parents

presidential system the legislative and executive power in a parliamentary system are merged
together. Due to this fusion of power legislation does not have to undergo a lengthy process and
therefore laws can be formulated and put into place much quicker(Bates, 1986: 114 5). Another
advantage of a parliamentary system is that the majority of the power is not held by one
individual head of state but rather is more evenly divided among a single party or coalition. One
of the main benefits of this is that as there is more of a division of power a parliamentary
government is less prone to authoritarianism than a presidential system. Juan Linz argues that a
presidential system is more dangerous due to the fact that; Winners and losers are sharply defined

In a futuristic utopian society in which people are grown as nearly identical embryos in bottles,

The parliamentary system is often praised for the fast and efficient way in which it is able to pass legislation. The reason this is possible is because unlike a presidential system the legislative and executive power in a parliamentary system are merged together. Due to this fusion of power legislation does not have to undergo a lengthy process and therefore laws can be formulated and put into place much quicker(Bates, 1986: 114 5). Another advantage of a parliamentary system is that the majority of the power is not held by one individual head of state but rather is more evenly divided among a single party or coalition. One of the main benefits of this is that as there is more of a division of power a parliamentary government is less prone to authoritarianism than a presidential system. Juan Linz argues that a presidential system is more dangerous due to the fact that; Winners and losers are sharply defined for the entire period of the presidential mandate (Linz, 1990: 56), this sharp line between winners and losers increases tension between these two groups and allows the winner to isolate themselves from other political parties (Linz, 1990: 56).
