Good News-
• 80% of GSA Multiple Award Schedule (MAS) contractors are small businesses who
represent 36% of sales.
• More than $40B flows through GSA MAS contracts every year.
Bad News-
• In FY12, approximately 10% of government needs were procured through the GSA
MAS contracts.
• GSA had over 19,000 MAS contracts in FY12, but only 40% of the 19,000 GSA MAS
contracts generate sales.
• 15% of MAS vendors accounted for over 75% of MAS sales.

• Electronic submission requires short business information and proposed price list.
Estimated one to two week time to generate, dependent upon pricing complexity.

5. WHAT SCHEDULE 874 (MOBIS) OFFERS
The Mission Oriented Business Integrated Services (MOBIS) Schedule includes
consulting, facilitation, survey, training, and program and project management
services to support business management functions, including:
Integrated Consulting Services
• Management or strategy consulting, including research, evaluations, studies,
analyses, scenarios/simulations, reports, business policy and regulation development
assistance, strategy formulation, and expert witness services
• Facilitation and related decision support services
• Survey services, using a variety of methodologies, including survey planning,
design, and development; survey administration; data validation and analysis;
reporting, and stakeholder briefings
• Advisory and assistance services in accordance with FAR 37.203
Integrated Business Program Support Services:
•All phases of program or project management, from planning to closeout

7. WHAT SCHEDULE 520 (FABS) OFFERS
FINANCIAL AND BUSINESS SOLUTIONS (FABS) is the primary vehicle for legal, financial and
accounting related services, however, FABS also covers:
Risk Assessment and Mitigation Services including:
• Deployment of risk assessment and mitigation strategies and techniques
• Detailed risk statements, risk explanations and mitigation recommendations
• Evaluation of threats and vulnerabilities to the protection PII and PHI type of information
• Information assurance of PII and PHI type information
• Vulnerability assessments
• Review and creation of privacy and safeguarding policies
Independent Risk Analysis - Independent Risk Analysis includes a review of all information
compromised by a data breach for trends and unusual patterns, including metadata analysis,
data structure development, notification services, investigation of circumstances surrounding
breach, including digital forensic analysis, collection of evidence regarding data breaches and
development of a risk mitigation plan.
Data Breach Analysis - Data Breach Analysis includes the monitoring and detection of breached
identities and PII and PHI type of information across multiple industries in order to detect
patterns of misuse related to a specific data loss.

Alliant
• GSA’s premier enterprise GWAC, provides flexible access to customized IT solutions from
a large, diverse pool of industry partners. With a $50 billion (large business)/$15 billion
(small business) program ceiling and a five-year base period with one five-year option.
• Next bid period April of 2014.

9. MANAGING A GSA SCHEDULE
• Submit to GSA pricelist within 30 days, upload within 6 months.
• Must accrue at least $25,000 of GSA reportable sales during the first 24 months of your
contract, and maintain an additional $25,000 in sales each year thereafter.
• Report sales and remit the Industrial Funding Fee (IFF) to GSA. Sales reports and the IFF
(currently 0.75 percent of total sales) are both due 30 days after the end of each quarter.
• Participate in Contractor Assistance Visits (CAVs). These are site visits by GSA’s Industrial
Operations Analysts (IOA) that occur at least twice during a five-year contract period. CAVs are
not audits and are intended to assist and educate contractors to get the most from their
contract. The Administrative Contracting Officer (ACO) will issue a Report Card with feedback on
your compliance with the contract.
• Keep registrations and certifications up to date. These include Central Contractor Registration
(CCR) and other certifications made when your company responded to a Schedules solicitation.
