This brief summarizes the results of NCLR’s quantitative analysis of the marginal effects of work experience on the employment prospects of millennials. It focuses on Latino young men, offering an overview of the structural barriers, an investigation of whether and to what extent additional work experience gives millennials a competitive edge in today’s hypercompetitive labor market, and recommendations to ensure that they fully leverage their work to maximize their potential in the labor market. In particular, this brief will examine the labor market outcomes of Latinos, the youngest and fastest-growing segment of the American labor force.

Ultimately, youth unemployment and associated challenges threaten to perpetuate cycles of intergenerational poverty for individuals and communities.
Suburban poverty affects over 16.4 million people across the U.S. and is growing rapidly, significantly outpacing the growth rate of urban poverty over the last decade (64% vs. 29%). Experts suggest that the problem of suburban poverty is “the new normal.” While the basic needs of the poor in the suburbs are similar to those of the urban poor (e.g. education inequity, poor access to quality healthcare etc.), there are some critical systemic differences (e.g. limited transportation options, jurisdictional challenges etc.). Our first issue of 2013 starts with three important topics that are recently receiving much attention,
but whose consequences and dynamics are difficult to grasp. These three topics deserve another
look because the visibility of some events may hinder what are their actual potential in the future.
Our first article is about various countries in the South American region organizing macro-events
in order to attract tourist and promote their service sector —where a great portion of informal jobs
and precariousness exist. Governments are investing heavily in creating infrastructure and giving
all the support that the private sector needs to organize successful events. Nevertheless, these
events are just the tip of the iceberg: governments may be losing the opportunity of having a wave
of tourist in the next ten years in order to extend benefits to a vast group of informal workers that
depend on services that tourist demand, such as retailing, restaurants, and tours, among others.
Climate change is making things worse for vulnerable population in South American countries.
Nevertheless, the rhetoric at negotiation tables still refers to the time when the Kyoto Protocol was
being designed. Such clear division of responsibilities between developed and developing countries
simply cannot hold in a post-Kyoto world. It is now that such divisions are becoming a
insurmountable barrier to reach an agreement. Nevertheless, such divisions of interests, goals and
coalitions has roots in the growing diversity of countries in the region, but they cannot be a pretext
for not reaching a shared criteria to deal with global negotiations about climate change.
Participation was, two decades ago, the flavor of the month in development policies. Giving power
to people in democracies was a correct strategy to improve social services and design public
policies. Nevertheless, the growing gap between the political discourse on what participation can
potentially bring and what actually achieves in most localities is giving ammunition to some
authorities to reverse participatory processes. Again, cities need to be creative, not only by
improving consultations with alternative techniques to reach people that has been reluctant to
participate, but also by improving their internal bureaucratic processes to become more responsive
and open to citizens’ preferences.
Abstract: Discouraged Youth’ is defined as those youth who are not working even though they have expressed a desire to work, but due to the fact that they felt that undertaking a job search would be a futile effort, have not continued with the effort to seek a job . The magnitude of this crisis is a cause for concern for Mauritius; hence this study was conducted with the objective of creating a deeper understanding of discouraged youth. Primary data is used for this study, and the survey covers a sample of 500 unemployed youth across the island. The probit regression model is used to analyse the determinants affecting discouraged youth. The findings of the study found that age, age2, marital status, gender and tertiary education, area of study based on friend’s opinion, length of unemployment less than 12 months and prior experience have an impact on discouraged youth. From the analysis it was noted that education and training systems should be revisited to bridge the skills gap.

"Since the launch early last year of Udacity and Coursera, two Silicon Valley start-ups offering free education through MOOCS, massive open online courses, the ivory towers of academia have been shaken to their foundations." Could disruptive change of such a magnitude also threaten top brands among international civil society organisations (ICSOs) such as Amnesty International, Greenpeace, Oxfam or Save the Children?
This question was at the centre of the deliberations of a group of about 20 experts and leaders from ICSOs and some of their key stakeholders who worked together from January to August 2013, trying to identify strategies to detect, prepare for and navigate disruptive change as it arises. The Disruptive Change Working Group communicated via an online platform and email, and held several telephone conferences and one face-to-face meeting in Bellagio, Italy as a basis for their collaboration. Published by the International Civil Society Centre, this text reflects the inputs and discussions of the whole group.

Across the Globe the phenomenon of moonlighting is on the rise. Though an ancient practice, the emergence of the gig economy has brought moonlighting to the front burner of global development discourse. Moonlighting is known by different labels like Side Hustle, Private Practice, Side-gig, Side-hustle etc.But regardless of what name it is called it speaks to people doing more than one job for different reasons. In other words, they freelance on a secondary job, in addition to their primary job. In the US, the freelance workforce grew from 53 million in 2014 to 55 million in 2016 and represented 35% of the U.S. workforce. The freelance workforce earned an estimated $1 trillion in that year. The freelance or gig economy is a booming one across the globe though many nation states are actively not tracking data around it. There is therefore an urgent need for an understanding of the emerging moonlighting dynamics and deliberately articulated framework for dealing with moonlighting in the future of work. This piece attempts at triggering the conversation around it to guide all key stakeholders in building management proficiency in dealing with it as an inevitable feature of the Future of Work, the Workplace and the Workforce.

Background: By 2015, more than 1.6 billion people in the world were part of the 50-plus cohort. By 2050, this number is projected to nearly double to about 3.2 billion people. Throughout the world, the growth of this age group is having a transformative impact, economically and socially. The U.S. alone is home to 111 million in the 50-plus cohort; they represent a powerful force that is driving economic growth and value. This is the Longevity Economy, representing the sum of all economic activity driven by the needs of Americans age 50 and older, and includes both products and services they purchase directly and the further economic activity this spending generates. The difference it makes is substantial. In our first report released in 2013, the Longevity Economy fostered $7.1 trillion in annual economic activity. This figure has now been revised up to $7.6 trillion in our 2016 report. The outsized contribution reflects the changing demographics, wealth and spending patterns of the 50-plus population as the life span increases and the Longevity Economy becomes more pervasive and central to economic and social policies.
Stimulating Opportunity: An Evaluation of ARRA-Funded Subsidized Employment P...The Rockefeller Foundation
In 2009, in its efforts to stimulate the economy through the American Recovery and Reinvestment Act (ARRA), Congress included funding in the Temporary Assistance to Needy Families (TANF) Emergency Fund (EF) to help states cover the costs of creating new or expanding existing subsidized employment programs. All told, 39 states and the District of Columbia received approval to spend $1.3 billion of the Emergency Fund on subsidized employment programs. While the goals and structures of the TANF EF-supported subsidized employment programs varied from jurisdiction to jurisdiction, they generally sought to create job opportunities for unemployed individuals so that they could earn immediate income and build experience and skills. Many programs also sought to reduce the costs and risks to employers of hiring during a slack economy and to stimulate local economies. In a short period of time, states implemented large-scale programs, creating more than 260,000 subsidized jobs.

YOUTH AND EMPLOYMENT IN LATIN AMERICA AND THE CARIBBEAN: PROBLEMS, PROSPECTS ...suzi smith
The employment situation of young people in Latin America and the Caribbean is critical, dynamic and segmented.
A. It is critical because average unemployment among young people is, in all countries of the region, much higher than average unemployment overall. In fact, in Latin America and the Caribbean the youth unemployment rate is twice the overall unemployment rate and three times the rate for adults; in some countries it is as high as five times the rate for adults over age 45. What is more, young people account for about 50% of all unemployed workers in nearly every country in the region. The situation is especially critical in certain countries, where unemployment among 15- to 24-year-olds circa 1999 reached levels of 29.5% (Panama) and 27.9% (Uruguay and Venezuela), according to ILO data. The same source indicated that the situation was particularly serious among 15- to 19-year-olds, whose unemployment rates were 37% in Colombia, 35.9% in Argentina and 29.2% in Chile. While open urban unemployment in 1998 was 7.2% in Chile and 10.2% in Uruguay, youth unemployment was 20.8% (15- to 19-year-olds) and 15.1% (20- to 24-year-olds) in Chile and 25.1% (15- to 24-year-olds) in Uruguay. These gaps were also observed circa 1997 in the OECD countries, where youth unemployment was about 13.4%, compared to 5.9% for adults.

Poverty has halved in Ghana over the period from 1991 to 2005. We use the household surveys to investigate possible mechanisms which led to this outcome. In particular how was it linked to the creation of jobs and skills? While in the 1990s the pattern of a growth in urban sector self-employment is clear this process was reversed in the period to 2005. By 2005/06 it had fallen to 18.6 per cent of the working age population, substantially lower than the level of the early 1990s. The fall in urban self-employment was matched by a rise in wage employment in small firms which doubled as a percentage of the workforce from 3.4 to 6.7 per cent. Over the whole period from 1991/92 to 2005/06 the most striking change in the labour force was the rise in employment in small firms, from 225,000 to 886,000. Quite contrary to the perception that wage jobs are not being created they have been expanding far faster than the growth of the labour force. We also find that over the period from 1998/99 to 2005/06 real incomes rose by in excess of 50 per cent and that this rise was fastest in the lowest paying occupation. There was some shift from lower to higher paying occupations but it would appear that the income rises, which underlie the fall in poverty, were uniformly high across all sectors and particularly benefited the unskilled. We compare how skills acquired in technical education and through apprenticeship training have impacted on the types of jobs and their earnings and thus on their role in reducing poverty.
The Plummeting Labor Market Fortunes of Teens and Young Adults takes a comprehensive look at the state of the job market for America’s youth in the nation’s largest metropolitan areas throughout the 2000s.
This report shows that America’s youth have faced a much more difficult time finding jobs throughout the 2000’s than official unemployment rates have indicated. In 2011, 43 percent of teens and 30 percent of young adults were struggling to find their place in the labor market, while the official unemployment rates were much lower at 25 percent and 15 percent respectively for these groups.
Demographic analysis, the statistical description of human populations, is a tool used by government agencies, political parties, and manufacturers of consumer goods. Polls conducted on every topic imaginable, from age to toothpaste preference, give the government and corporations an idea of who the public is and what it needs and wants.
The Transforming Health Systems (THS) initiative was one of The Rockefeller Foundation’s largest global health initiatives. Aligned with the Foundation’s mission to promote the well-being of humanity, THS aimed to improve the health status and financial resilience of poor and otherwise vulnerable populations through activities promoting improved health systems performance and the expansion of universal health coverage (UHC).
This report synthesizes findings from a five-year, multicomponent evaluation of the THS initiative. The objectives of the evaluation were to assess i) the effectiveness of the three core strategies – global advocacy, regional networks, and country-level investments – employed under THS to advance progress toward UHC in low- and middle-income countries in four focus countries, ii) the overall effectiveness and influence of the initiative, and iii) the Foundation’s legacy in the UHC arena. A key component of the evaluation was to document lessons learned from achievements and challenges to inform the development of future initiatives at the Foundation.
Overall, the evaluation found the THS initiative to be successful in its efforts to activate a global movement to accelerate progress toward UHC. The Foundation catalyzed and shaped the global UHC movement and, ultimately, influenced the inclusion of UHC in the Sustainable Development Goals (SDGs) of the post-2015 agenda. It also created enduring cross-learning platforms and tools to support country progress toward the SDGs’ UHC targets. Although THS gained less traction in advancing UHC through its focus country investments, its success in making UHC a global development target and creating networks and coalitions to support UHC reform efforts in LMICs will likely have country-level impacts for years to come.

More than ever before, investors are looking to put their money where their values are. As a result, impact investing has burgeoned into an over $100 billion industry in just over ten years. But how do impact investors know whether their money is truly having a positive impact on people and
the planet? How can these investors better manage their results, and use material data – both positive and negative – about social and environmental performance to maximize their impact?
This case study documents the journey of one organization, Green Canopy Homes – and its financing arm, Green Canopy Capital – toward more systematically thinking about, measuring, and managing its impact. While developing the impact thesis for its resource-efficient homes, Green Canopy applied a theory of change tool, an approach common within the social sector, to systematically map the causal pathways between its strategies and intended impact. Its rationale for adopting this approach was simple: use it to maximize impact, and understand and minimize possible harm. The tool also effectively positioned Green Canopy to measure and communicate about its social and environmental performance, and to make client-centric adaptations to its business.
The case study provides an illuminating example of how investors can adapt theory of change to serve their impact management needs. By demonstrating the relevance and transferability of this tool for articulating, measuring, and managing impact, the hope is that this case study can contribute to strengthening other investors’ approaches, in turn contributing to building the evidence base for the “impact” of impact investments.
Electricity is one of the most important drivers of socio-economic development, yet up to 250 million Indians are not connected to the national grid, and the majority of rural consumers have grossly unreliable power supply. More than solar lanterns and home systems that power a few lights and fans, among the most efficient ways to provide reliable electricity in remote areas is through local mini-grids. India has several run by energy service companies and usually funded by philanthropic capital.
Most of these enterprises have not been able to scale-up their impact meaningfully because the risk of the national grid entering their markets can render their mini-grid unviable. Rather than seeing “grid versus mini-grid” as a policy choice, Beyond Off-Grid: Integrating Mini-Grids with India’s Evolving Electricity System explores ways we can encourage more of both: to have the grid operate in partnership with a network of distributed mini-grids to accelerate electrification.
What does the roadmap for this ‘interconnection’ of our energy system look like? How can we leverage both government and private investment? What are the different interconnection models and their commercial, technical and regulatory implications? Where do mini-grids go from here? This timely report – commissioned by the Asha Impact Trust in collaboration with Shakti Foundation and Rockefeller Foundation – provides a multi-layered perspective to address these questions based on extensive research, wide-ranging policymaker interactions, and our investment experience evaluating mini-grid operators.
We cannot achieve significant poverty reduction without stimulating electricity consumption, which fuels income-generating activities in the modern economy. In India, about 237 million people have little or no access to reliable electricity -- more than 90% of them live in rural areas. This severely constrains economic opportunities. Addressing this chronic problem requires going beyond simply expanding the government grid.
Mini-grids have emerged as a viable solution to complement and integrate with the national grid, and can support the government in achieving its ‘Power for All’ vision. The Rockefeller Foundation’s Smart Power for Rural Development (SPRD) initiative is the first to pursue the creation of a mini-grid sector that is robust enough to fuel commercial enterprises and drive economic development beyond just one village. Smart Power India (SPI), which leads the SPRD initiative in India, has proven that mini-grids can be swiftly deployed to deliver reliable power, and has likewise demonstrated that mini-grids can spur economic activity needed to help people lift themselves out of poverty.
This issue of Smart Power Connect, published after the hundredth village was connected to Smart Power, explores the efforts, success stories, and challenges faced in SPI’s mini-grid journey to date. With insights from government agencies, policy experts, energy service companies, investors and mini-grid customers themselves, this publication provides a glimpse into the potential of the mini-grids to transform the energy sector – and how rural communities are embracing and utilizing clean, reliable and adequate power to improve their lives.
Today, nearly 240 million Indians lack access to reliable electricity, and 90 percent of them live in rural areas. Despite the government’s ambitious plans to accelerate universal electrification by 2018, challenges remain in providing reliable and sufficient energy to the last mile. Distributed renewable energy (DRE) solutions, and in particular mini-grids, have emerged as a reliable complement to the government’s electrification programs by providing rural areas with access to reliable and high-quality electricity at a much faster pace. The growth of the DRE sector will be an important fillip to the last-mile challenge.
Smart Power India (SPI) is an organization that implements The Rockefeller Foundation’s Smart Power for Rural Development (SPRD) to build viable and commercially oriented mini-grid ecosystems in India. This report explains the Smart Power mini-grid model and explores the drivers of success. Analyzing early data from a cohort of the 106 Smart Power mini-grids operational as of 2017, SPI provides data on commercial performance as well as recommendations to further accelerate the rural mini-grid business.
Encouragingly, the report reveals that the 23 top-cohort plants have an average unit-level profit margin of approximately 30% after the first year of operations. It also highlights that villages receiving electricity from SPRD mini-grids show early signs of social and economic impact (also see Understanding the Impact of Rural Electrification.) SPI has observed that site selection, a strong focus on operations, support for demand generation and marketing optimized for rural customers, are critical to the continued improvement of mini-grid operations. Finally, the report provides recommendations to address external challenges such as the need for increased financing, stronger policy support and further technological innovation.
A successful philanthropic initiative depends not just on the strategy pursued – but also on how that strategy is implemented. Implementation considerations can vary significantly based on the shape of an initiative – starting a new organization can look very different than investing in a portfolio of existing organizations. This report looks at four “models” for implementing initiatives. These don’t represent an exhaustive set of potential models to pursue, or even the most high potential models. Rather, these are four examples of models, each of which has significant potential for impact when chosen wisely and executed well. The report outlines the considerations involved in choosing to pursue each of these models and findings on how to implement them, drawn from real-world experience.

Through the deployment of decentralized renewable energy mini-grids, SPRD works to accelerate the growth of rural economies, while at the same time improving the lives and livelihoods of poor and marginalized families and communities. With access to energy, individuals, households, and communities can generate economic opportunities and enhance their quality of life. Understanding the Impact of Rural Electrification has generated significant insights on how SPRD is having an impact on the lives of villagers, and what more is needed to sustain, grow, and scale these gains. We’ve learned that households and businesses are slowly but surely moving up the energy ladder; enterprises are expanding and new ones are being created as a result of energy access, and women are feeling safer and more mobile after dark. In this report, we also introduce the innovative GDP+ approach which, which quantifies and measures the social, economic and environmental gains of access to electricity in GDP terms. The initial findings here show that SPRD villages experienced an $18.50 per capita increase in GDP+.
The information in this brief is drawn from a case study of the JLN conducted by Mathematica Policy Research in consultation with the THS team and the Evaluation Office of The Rockefeller Foundation. The study, completed in 2016, was undertaken to assess the extent to which the JLN had achieved its goal of becoming a country-driven, sustainable network helping to advance progress toward universal health coverage in low- and middle-income countries.

The core vehicles for shared learning and resource development under the JLN are technical initiatives, which are managed by several technical partners and organized around key levers for reaching UHC objectives.

Resilience Academies. Recognizing the salient need to infuse resilience thinking into HUD’s NDRC, these Academies were established to expose state and local governments to new approaches for protecting and promoting the long-term well-being and safety of their communities. A recent independent evaluation of the Academies has provided instructive insights about what works in efforts to build innovative resilience capacity.
Following its successful partnership with the U.S. Department of Housing and Urban Development’s (HUD) post–Hurricane Sandy Rebuild by Design competition, The Rockefeller Foundation launched the Resilience Academies and Capacity-Building Initiative. Designed to support HUD’s National Disaster Resilience Competition (NDRC), the Academies and the Initiative provide eligible state, county, and municipal governments with subject-matter expertise and lessons from the Foundation’s years of on-the-ground disaster recovery programming and mitigation planning. Further, the Foundation hoped to assist these key players in moving global knowledge and resources to meet homegrown needs.

Launched in 2008, the Asian Cities Climate Change Resilience Network (ACCCRN) Initiative aimed to catalyze attention, funding, and action for building the climate change resilience of vulnerable cities and people in Asia. Given that current estimates forecast that about 55 percent of Asia’s population will be living in urban centers by 2030, the ACCCRN Initiative is built on the premise that cities can take actions to build climate resilience – including drainage and flood management, ecosystem strengthening,
increasing awareness, and disease control – which can greatly improve the lives of poor and vulnerable people, not just in times of shock or stress, but every day.
At the time the initiative was launched, the concept of urban resilience and models for implementing it were nascent and emergent. ACCCRN proved to be an important experiment and “learning lab” for the Foundation and its grantees and partners to build capacity in cities to better understand and implement resilience solutions to the often devastating shocks and stresses of climate change. The initiative was effective in the initial 10 ACCCRN cities and, later, in an additional 40 cities.
As part of our Foundation-wide commitment to learning and accountability to our grantees, partners and stakeholders, we undertook an independent evaluation of the work of the initiative in 2014 to assess what worked well and not so well in ACCCRN. Conducted by Verulam Associates and ITAD, who also conducted a mid-term evaluation of the ACCCRN Initiative in 2011, this summative evaluation highlights successes, but also provides an important moment to reflect on the challenges we faced and on what we can do better or differently going forward.

Currently 10.2 million jobseekers in the U.S. are competing for only four million job
openings.1
Young people face steeper competition than older workers because they
generally have less work experience, a key component of human capital.2
While formal
education is the strongest predictor of employment, practitioners and researchers
generally agree that early work experience offers young people vital skills that benefit
them throughout their careers. Young adults between the ages of 16 and 30—popularly
referred to as the “millennial generation”—face much higher unemployment rates than
the overall workforce. While the nationwide shortage of job openings is the primary
driver of elevated youth unemployment, young people are also at a competitive
disadvantage in the labor market because they have less work experience. It is
concerning, however, that Latino†
young men, who tend to have more work experience
than their peers, face higher rates of unemployment and underemployment than White
young men.
This brief summarizes the results of NCLR’s quantitative analysis of the marginal effects
of work experience on the employment prospects of millennials. It focuses on Latino
young men, offering an overview of the structural barriers, an investigation of whether
and to what extent additional work experience gives millennials a competitive edge in
today’s hypercompetitive labor market, and recommendations to ensure that they fully
leverage their work to maximize their potential in the labor market. In particular, this brief
will examine the labor market outcomes of Latinos, the youngest and fastest-growing
segment of the American labor force.
Background
The Great Recession exacerbated and prolonged the typically high unemployment rates
for millennials—defined as individuals between the ages of 16 and 30 years old in 2012.3
While the national unemployment rate hovers around 6.5%, the unemployment rate for
teenagers ages 16–19 is 20% and higher. The employment situation for millennials of
color is especially troubling; unemployment rates for Blacks are nearly double those of
Whites, a staggering 49% for Black men ages 16–19 and 42% for Black women ages
16–19 (see Table 1).

Unemployment is an imperfect measure of economic well-being because it fails to count
workers who are not employed at their full potential or who are detached from the labor
market but still able to work. It is useful, therefore, to measure underemployment, which
includes individuals who are out of work, working part time but prefer full-time work, or
gave up searching for a job but are still available to work. Underemployment paints a
more vivid picture of the employment challenges that millennials, particularly millennials
of color, currently face. For example, 41.9% of Latino millennials who lack a high school
degree are underemployed (see Table 2).

Latino underemployment levels track more closely with those of Blacks, especially
during times of high unemployment (see Figure 1). The current underemployment rates
for workers of all ages are 16.2% for Latinos, 20.5% for Blacks, and 9.9% for Whites.
Latino underemployment is caused in large part by involuntary part-time work.4
Part-time
work is less likely to offer some of the major components of a good-quality job, including
higher wages, health and retirement plans, and paid leave.

The costs to society of high millennial unemployment are severe; a recent study by
Young Invincibles and the Georgetown Center for Education and the Workforce finds
that current unemployment rates for 18- to 34-year-olds cost the federal and state
governments almost $8.9 billion each year, or about $53 per taxpayer.5
The majority of
the cost comes from the lost opportunity to collect tax revenue from working people,
while safety net benefits for the unemployed account for the remainder.
The short- and long-term socioeconomic consequences of employment disparities
among millennials of color have generated an urgent national conversation among
young people, business leaders, the philanthropic sector, and government leaders. In
recent years, advocates for young people have brought to light the barriers to success
faced by “disconnected youth,” who are neither working nor enrolled in secondary or
postsecondary education. Latinos are overrepresented among the disconnected youth
population.6
In February 2014, President Obama announced a multistakeholder initiative
called “My Brother’s Keeper” to collect solutions to improve life outcomes for boys and
young men of color.
This national conversation is unfolding in the midst unprecedented economic challenges.
Any efforts to tackle minority youth employment must confront the fact that the overall
jobs shortage is the primary driver of unemployment. In addition, workers’ economic
security has declined due to decades of major structural changes in the U.S. economy
that diminished the quality of jobs.7
One estimate is that the share of workers with “good
jobs,” defined as one that pays at least $37,000 a year and provides health and
retirement plans, dropped from 27.4% in 1979 to 24.6% in 2010.8
There is strong
evidence to suggest that the recent recession accelerated that trend. According to the
National Employment Law Project, lower-wage industries accounted for 44% of
employment growth in the past four years.9
The rising share of part-time and temporary
workers—a disproportionate share of whom is Latino—is a trend that has accelerated

since the recent recession, leaving many workers vulnerable to frequent bouts of
unemployment.10
Definitions and Methodology
NCLR analyzed data from the 2012 American Community Survey to explore the
marginal effects of work experience on employment outcomes for millennials by age,
race, and ethnicity. Our analysis focused on the employment outcomes of the civilian
labor force ages 16–30 years old. We divided workers into three age cohorts: 16–19,
20–25, and 26–30. These cohorts are designed to roughly capture workers of secondary
education age, college age, and post-college age, respectively.
Holding education and other characteristics constant, we measured how much an
additional year of work experience affected a worker’s probability of being employed or
unemployed and, if employed, whether the individual worked part time or full time. We
use the U.S. Department of Labor’s definition of full-time work to be individuals
employed an average of 35 hours per week or more.
There are several limitations to our analysis that require careful consideration. We did
not analyze the quality or duration of work experience, which could vary greatly among
individuals.*
In addition, the analysis is not broken down by occupation. We expect that
there would be differences in the marginal benefits of work experience by occupation.
This additional analysis merits investigation.
Findings
The perceived advantage of additional work experience in today’s hypercompetitive job
market is one that deserves exploration, especially considering that Latino young men
tend to have more work experience compared to their peers. NCLR’s analysis found
significant differences between Latino males and their peers:
Ø Latino men in their twenties have the most work experience compared to their
peers.
Ø Work experience boosts employment prospects for Latino young men. This is not
the case for all millennials.
Ø Work experience makes no difference in the likelihood that Latino men in their
late twenties will work full time, contrary to other millennials.
Latino men in their twenties have the most work experience compared to their
peers. Among all millennials ages 16–19 in the labor force, Latino and Black males have
the most average years of work experience: 0.63 years and 0.70 years, respectively. In
their twenties, Latino males pull away from other groups. As Table 3 shows, Latino
males ages 20–25 have an average of 4.3 years of work experience, accumulating an
average of 10.1 years of experience in the 26–30 age group.

Work experience boosts employment prospects for Latino young men. As
expected, NCLR’s analysis shows that across all age groups, additional education
contributes far more to the likelihood of employment than additional labor market
experience. However, controlling for education, the extra boost, or “marginal benefit,” of
work experience in determining whether millennials find work varies. Additional years of
work experience give Latino male millennials a significant boost in employment. Results
for other subgroups are mixed, with no detectable effects for women in their late
twenties.
Among young men ages 16–19, Latinos are the only group for whom additional work
experience significantly boosts the likelihood of employment (by 3%). In contrast,
additional work experience lowers the likelihood of employment for White young men by
5% and has no measurable effect on the employment probability of Black young men.
Among Black and White women ages 16–19, additional work experience has a slightly
negative effect on the probability of employment (5% and 8%). For Latinas, the effect is
statistically insignificant.
By the time workers are in their early twenties, additional work experience has a
significantly positive marginal effect on employment for all groups, with the exception of
Black women. The extra boost in employment due to work experience is double for
Latino and Black men compared to their White peers.*
In their later twenties, women and
White men ages 26–30 see no significant boost in employment due to additional work
experience. By contrast, the strength of work experience in predicting employment for
Latino men ages 26–30 returns to the level it is at for Latino men ages 16–19: about 3%
for each additional year of work experience. Black men ages 26–30 also experience a
boost in employment as a result of additional experience, although less (0.7%) than that
of Latinos.
Work experience makes no measurable difference in the likelihood that Latino
men in their late twenties will work full time. According to NCLR’s analysis, while
additional work experience improves the employment prospects for Latino young men, it
does not necessarily make a difference in whether they work full time (more than 35
hours per week) or part time. Among millennials at the same level of education,
additional work experience increases the likelihood of working full time for all groups—
Latino, Black, White, male, and female—except for Latino males ages 26–30. For this
cohort, additional work experience is insignificant in predicting the likelihood of full-time
or part-time work.

Overall, working Latinos in their teenage years and early twenties are more likely than
their female, White, and Black peers to be employed full time. Approximately 85% of
employed Latino men ages 26–30 work full time, which is comparable to the share of
White men ages 26–30 working full time. On the surface, these relatively high rates of
full-time work among employed Latino male millennials should be reassuring. However,
recall that involuntary part-time work—part-time employment of individuals who would
rather be employed full time—is a major driver of Latino underemployment and leaves
workers less economically secure.
Discussion
While individual life circumstances vary, NCLR’s findings paint a general picture of how
Latino male millennials benefit differently from additional work experience than their
peers. These disparities are likely the result of one or more structural issues that affect
labor market outcomes for Latino young men.
Occupational clustering. The occupational distribution of Latino male millennials is
likely a major factor in why additional work experience helps Latinos secure
employment. Alonso-Villar et al. find that Latino men tend to experience a higher degree
of occupational segregation than Latinas because they work in occupations with a high
concentration of Latinos.11
That is to say, Latino workers and new immigrants in
particular are concentrated in specific sectors, or “clusters,” of the economy in which
they compete for lower-wage jobs with similarly qualified Latinos (see Table 4 for
examples). In occupations with a high Latino concentration, additional work experience
may be more valuable for Latinos to distinguish themselves from their peers.

Social networks. Related to occupational clustering are the methods Latinos use to
search for work. Research shows that Latinos are more likely than Blacks and Whites to
rely on relatives and friends to find jobs, as opposed to marketing themselves through
résumés, searching classified ads, or seeking assistance from labor intermediaries such
as temp agencies and state employment agencies.12
Other scholars have questioned
whether this disparity is overstated by Latinos and underreported by Whites.13
Nevertheless, prior work experience may not be sufficient for a man in his late twenties
to access a full-time job opportunity if the occupations in his network of friends and
family are limited to part-time work or in limited occupational clusters. This hypothesis
could explain NCLR’s finding that additional work experience makes no significant
difference in the ability of older Latino male millennials to work full time.
Immigration status. The large share of foreign-born workers among Latino male
millennials is likely a contributing factor to their higher average years of work experience.
Foreign-born men are more likely to participate in the labor force than native-born men.14
Approximately 18% of Latinos ages 16–19, 31% of Latinos ages 20–25, and 46% of
Latinos ages 26–30 are foreign-born.15
Assuming that a significant share of the 26–30
immigrant millennial cohort is undocumented, it is not surprising that additional work
experience makes little difference in whether this cohort finds full-time employment. The
sectors employing the largest shares of undocumented men—construction, retail, and
other services—are more likely to offer part-time work.16
Hiring bias. How work experience factors into employers’ hiring decisions has major
implications for the employment prospects of Latino male millennials. Employers’ explicit
and subconscious beliefs of what constitutes the “right” kind of work experience may put
some applicants at a disadvantage. For instance, does a dishwasher or a lifeguard have
a better chance of snagging an entry-level job at a marketing firm? Furthermore, factors
such as a tendency to avoid individual ownership for past accomplishments may
somewhat diminish some Latinos’ ability to market their work experience effectively.17
Bias in how employers value work experience may compound the existing unconscious
racial and ethnic biases that already affect Latinos and other minority job applicants. A
number of recent studies document discrimination in the hiring process. A seminal study
by Bertrand and Mulliathan (2003) showed that Black applicants with similar education
and skills were rejected for potential interviews based solely on having a Black-sounding
name.18
A more recent study showed that Black and Latino applicants with clean
backgrounds fared no better than White applicants with equal résumés but who were
just released from prison. Latino millennials report differential treatment in the
workplace.19
They perceive that an employer’s assumptions about their immigration
status inhibit their work opportunities.20

Recommendations
The clear benefits of additional work experience for Latino male millennials’ employment
call for enhanced efforts to expand job opportunities for young men. However, the fact
that additional work experience alone is not sufficient to enable Latino men to break into
full-time jobs requires a set of effective responses to address structural barriers. Young
men cannot solve these challenges on their own; policymakers and businesses are
among the many actors that have important roles to play. The following set of
recommendations, by no means exhaustive, would ensure that more Latino male
millennials are able to acquire and leverage early work experience for better
employment outcomes.
Recommendations for federal policymakers
Create high-quality work experiences targeted toward Latino male millennials. As
long as the severe jobs shortage persists, young people will be stymied in their efforts to
gain valuable work experience. Building on past success, policymakers must pursue
aggressive job creation strategies that open employment opportunities targeted toward
youth. Federal funding for summer youth employment programs should be expanded
and transformed into a year-round public commitment to guiding young people along
career pathways. In order to address the challenge of occupational clustering and closed
social networks, resources for youth employment programs should be prioritized for low-
income Latino and recent immigrant communities. Community-based organizations,
public schools, community colleges, and vocational education programs must coordinate
with employers to provide programming customized to local economies and
communities.
The age cutoff for youth-serving programs excludes a significant share of Latino men
who still need employment and training services but may not be in a position to take
advantage of programs targeted toward adults. Further research is needed to
understand the unique assets and needs of Latino men in their late twenties and their
engagement with federal employment interventions.
Incentivize the public education and workforce development systems to provide
full-time jobs for Latino men in their late twenties. Given the evidence that job
experience alone is not sufficient for Latino men to break in to full-time employment, it is
essential that employment programs prioritize placement in full-time jobs while also
providing training that enables young men to build the skills needed for full-time careers.
Performance metrics should reward placing program participants in full-time, rather than
part-time, jobs. Policymakers should also build on nascent efforts to grant local
governments the flexibility to braid multiple public and private funding streams to craft
employment and training programs that put younger workers on pathways to careers.
While this brief did not explore the unique employment challenges of the burgeoning
population of Latino college students, the federal government should broaden
opportunities for joint learning and high-quality paid work experience. Work-study
programs, in which Latino students earn more on average than White or Black students,
should rise proportionately with the cost of education.21
Policymakers should expand the
award and eligibility requirements for Pell grants to ensure better college completion
rates among Latinos. More research is necessary to document the challenges of Latino
students who are working full time while enrolled in postsecondary education programs.

Enact comprehensive immigration reform that includes employment strategies for
formerly undocumented young people. There is no question that a lack of work
authorization relegates some young Latinos to a limited pool of low-wage jobs with little,
if any, hope for career mobility. While an estimated 1.9 million young people could
qualify for temporary work authorization through the Obama administration’s Deferred
Action for Childhood Arrivals (DACA) program, there is initial evidence that the
temporary status of DACA recipients remains a barrier to employment.22
Only
comprehensive immigration reform that includes a pathway to citizenship will
successfully ensure that workers are able to fully participate in the economy. The newly
legalized young workers would be a boon to the economy, bringing their skills and
talents to the labor market and generating up to $5.4 billion more in tax revenue in just
three years.23
Lessons from 1986, the last major reform of the immigration system, point to the need
for dedicated resources for integrating newly legalized immigrants into the labor
market.24
Such efforts should go beyond funding for English and civics education to
more sophisticated vocational training and career pathways programs that target young
people who grew up and were educated in the U.S. but may be entering the workplace
for the first time. Coordinated education, training, and paid work experience for formerly
undocumented young people is an essential component of a successful approach to
integrating immigrant youth and their families into the economic mainstream.
Recommendations for businesses
Reexamine how work experience is valued in recruitment and hiring. While the
wage premiums for college-educated workers are clear, projections show that not all full-
time jobs of the future will require a four-year college degree. For example, management
occupations that require an associate’s degree are expected to grow by 12.5% by 2022,
compared to 11.8% growth for management occupations that require a bachelor’s
degree.25
Nevertheless, research shows that education is the strongest signal to
employers about a candidate’s abilities, despite the fact that education does not
necessarily correspond with productivity.26
Employers who seek to identify productive
workers and diversify their hiring pool should consider ways to evaluate work experience
as a qualification for employment.
Existing industry partnerships and associations are an appropriate forum for
reconsidering the credentials and qualifications for entry-level jobs. Understandably,
education will still be a prerequisite for many entry-level jobs. Still, businesses should
consider ways to identify and measure “skills targets,” such as collaboration, problem
solving, and verbal communication, among job applicants.27
Recent commitments by
large corporations to hire war veterans may also offer important lessons on how abilities
and skills from unrelated work experience are valued and transferable. Job descriptions
should be revised to accurately reflect priority skills targets in order to recruit and hire a
more diverse pool of qualified individuals.
Leverage people and technology to recruit and hire Latino male millennials. Most
private sector employers understand the business case for hiring employees from
diverse backgrounds. Employees of various gender, race, ethnicity, and cultural
backgrounds breed innovation and help companies adapt to the demands of an ever
more diverse customer base. Most major companies have a stated commitment to
diversity; for some, this involves measurable goals and a strategy for recruiting, hiring,
and retaining diverse employees. Within large companies, Latino employee resource
groups (ERGs) are a common model to coordinate strategies to identify, develop, and

recruit talent from local Latino communities. These efforts range in scale from employee
participation in community events to mentorship and coaching of young people to paid
internships reserved for local youth of color.
While ERGs play an essential role in expanding the social networks of young Latino
jobseekers, their impact is limited if they are not involved in the development and
execution of a workforce diversity strategy. As representatives of underrepresented
communities, ERGs should be consulted and involved in helping companies design their
diversity strategy. The underrepresentation of Latinos among hiring managers is another
major stumbling block for even the most well-intentioned companies pursuing their hiring
goals. For this reason, diversity professionals emphasize not only the hiring of Latinos
for entry-level jobs but also a commitment to retention and leadership development
among Latino employees to position them to influence recruitment and hiring strategies.
Technology is critical to matching qualified Latino men with jobs outside traditional job
clusters. A unified online portal that allows employers to upload job descriptions using a
universal or industry-specific set of skills targets, discussed above, would facilitate the
training, recruitment, and hiring of young people. Online job search companies are well
positioned to convene a dialogue with businesses, young people, educational
institutions, and nonprofit community-based organizations to build better tools to match
jobseekers with employers. The online portal RallyPoint, which helps individuals
transition from military service to the civilian workforce, is one such model that could be
adapted to help jobseekers at the start of their careers leverage their earlier work
experience.
Combat unconscious racial and ethnic bias in hiring. Discrimination in recruitment
and hiring, whether conscious or unconscious, violates Title VII of the Civil Rights Act of
1964. Oftentimes, however, unintentional employment discrimination stemming from
implicit bias is difficult to identify. All individuals hold stereotypes, attitudes, and
preferences that influence their decision making without their awareness. Employer
attitudes about age, race, ethnicity, or nativity, among other characteristics, can
unintentionally filter out qualified individuals from the hiring process. Fortunately,
businesses have the power to mitigate bias in the recruitment and hiring process.
Interventions that have proven successful include training in counter-stereotyping,
building relationships with individuals, especially incumbent employees, outside the
workplace, and educating hiring managers and staff about implicit bias.28
Scholars
debate whether it is possible to achieve absolute objectivity in hiring; however,
businesses committed to minimizing unconscious bias could make a profound impact on
the employment prospects of Latino male millennials.
Conclusion
The national conversation on improving outcomes for young men of color is urgently
needed. By focusing on the structural barriers that inhibit Latino male millennials from
reaching their full potential, policymakers and businesses can take the lead in ensuring
that more Latino young men will successfully leverage their work experience for long-
term career success.
