Introductory remarks/
General overview
In 2019, the analysis of the philanthropic giving in Albania was highly
influenced by the devastating earthquake that struck the country in
November. The disaster relief was the center of donors’ support in
Albania, with more than EUR 24.5 million donated for this purpose.
However, the data shows that the level of giving for all other purpo-
ses experienced a decrease. In 2019, the recorded amount for all
other purposes except for the earthquake relief was EUR 3.4 million,
which represents a 28.4% decrease compared to 2018. While the
estimated value in 2018 was not presented because of the lack of
sufficient data, the fair estimation shows that in 2019 more than EUR
4.0 million was donated in Albania.
It is important to underline that the data for the devastating ear-
thquake represents an outlier, thus the analysis of the earthquake
relief is excluded from the analysis of the "regular" giving and the
data is presented separately.
Overall, close tracking of the data has shown that the philanthropic
landscape in Albania has continuously been demonstrating an un-
stable trend and that limited access to data and low transparency
of sources have been affecting the possibility to form a completely
accurate picture of the state of play.
In 2019, both the recorded amount and the number of recorded
instances decreased. However, this does not necessarily indicate
a new trend as it might have been caused by predominant giving
for the earthquake relief. Individuals and the corporate sector were
the most active donors, while the largest percentage of the total
donated value came from the corporate sector. The most supported
theme in 2019 was healthcare, with an increase compared to the

previous year. Individuals/families received the highest percentage
of donation instances, while the highest percentage of donation
instances was directed toward people in economic need. Finally,
as a positive development in philanthropic giving, we have noted
a higher percentage of donation instances that produce strategic
effects compared to the previous year, as well as a more frequent
use of crowdfunding platforms.

Level of giving A total of 39 unique instances were recorded, while the total recor-
ded amount was over EUR 3.4 million. Compared to 2018, both the
activity and the recorded amount declined, which was potentially
caused by the fact that the donors’ focus shifted onto the ear-
thquake relief at the end of the year. Based on the recorded value
and the data transparency, it is estimated that more than EUR 4.0
million was donated.
As in the previous years, the highest percentage of donation instances
were directed to the region of Tirana (41%), albeit with a decrease
compared to 2018. Higher support was noted for the cities of Fier and
Bulqizë, which each received 7.7% of donation instances, while other
regions received less than 2.6% each. More than 15% of donation
instances were directed outside of Albania.
The corporate sector had a slight drop in the frequency of giving,
while individuals demonstrated a significant rise in the percentage of
donation instances compared to 2018. Citizens also intensified their
activity through mass individual actions. Furthermore, data shows
that the percentage of initiatives and campaigns, which is the main
way of giving for citizens, surged by more than 40% compared to
2018. On the other hand, private foundations experienced a slight
decrease in the percentage of donation instances, while mixed donors
did not demonstrate any activity. Regarding the donated amount, the
corporate sector was the most generous donor type, with a higher
share in the donated value compared to 2018. Individuals also saw
growth, while the share of private foundations was reduced.
Regarding the top four beneficiary groups, the ranking changed
compared to the previous year. Healthcare was the most supported
theme, with a higher percentage of donation instances than in 2018.
Donors less frequently supported poverty relief, while giving toward
education recorded an increase. Support to marginalized groups
experienced a drop in the percentage of donation instances com-
pared to the previous year, placing this theme forth in the ranking.
Trends in giving toward recipient entities did not change in 2019
and the ranking stayed the same with some fluctuations in the level
of support compared the previous year. Individuals/families were
supported more frequently, while institutions and non-profit or-
ganizations received a reduced percentage of instances. No donor
activity toward local/national governments was recorded.
Non-profit organizations received less frequent support compared
to 2018. Only the corporate sector and citizens supported the work
of non-profits in 2019, while no activity was recorded for other donor

types. The theme that was in the focus of non-profits was support to
marginalized groups, where people with disabilities were the most
frequent beneficiaries of the donation instances received by non-profit
organizations.
Compared to the previous year, less frequent support was directed
toward institutions while available data shows that local/national
governments did not receive any support in 2019. Therefore, giv-
ing to the state in Albania saw a decrease compared to 2018. The
corporate sector was by far the most active donor in giving to the
state. The highest percentage of instances for the state went to
support education and was mostly intended for beneficiaries from
local communities.
In 2019, the percentage of donation instances that provide long-term
effects rose, while donations mainly included capital investments and
equipment. In contrast, donations that provide short-term effects
decreased, which was mainly reflected in a lower level of giving in
the form of supplies.
The ranking of the key beneficiary groups changed compared to 2018.
Nonetheless, people in economic need remained the most frequently
supported beneficiary group. Local communities saw reduced support,
while people with health issues and people with disabilities recorded
an increase in the percentage of donation instances.
Out of all charitable giving instances, 56.4% had a disclosed monetary
value, which represents a significant increase in the value transpar-
ency in comparison with the previous year.

Who are the
donors?
In 2019, the overall donor activity in Albania continued to decrease,
marking a 61.8% decline in donation instances compared to the
previous year. In 2019, only 39 donation instances were recorded.
The ranking of the most active donors changed compared to the
previous year. The corporate sector recorded a slight decrease in
the frequency of giving compared to 2018, which has been a conti-
nuous trend since 2017. On the other hand, individuals significantly
increased their activity, owing to a boost in giving for the treatment
of children with health issues. As a result, individuals now share
the first place with the corporate sector. Furthermore, citizens also
strengthened the frequency of giving mostly toward healthcare. The
percentage of donation instances from private foundations slightly
dropped, while there were no recorded donation instances from
mixed donors.
In addition, the ranking of donors by their share in the total donated
amount experienced changes. The corporate sector took the lead,
followed by citizens and individuals. All three key donor types incre-

ased their shares in 2019. However, no significant monetary values
were recorded from private foundations, so this donor type had a
noteworthy drop in the percentage of the donated value. As in the
year before, the mixed donor type did not record any share in the
total donated amount.
With 30.8% of all donation instances coming from the diaspora, the
activity of this type of donor intensified; however, the percentage
of the total donated value was smaller than in the previous year.
The diaspora from the United States donated EUR 336,798 to the
C.U.R.E. project for the procurement of the necessary medical equ-
ipment for the Kavaja Hospital in Kavajë. The C.U.R.E. project was
founded in 1987 with the goal of empowering doctors and nurses
with the necessary medical tools. Today, the project is the largest
distributor of medical donations in 130 countries.
In a TV show called Albanians for Albanians, Rijad Bajrami and Adnan
Fazliu, who live in Switzerland, decided to make a contribution for a
family living in very difficult conditions. The family includes a single
mother and her seven children whom she has been raising alone
after her husband passed away. Rijad Bajrami donated EUR 20,000
to the family and Adnan Fazliu promised to contribute by giving
allowances to the woman and her seven children for three years.

Erion Veliaj, the Mayor of Tirana, decided to support children’s edu-
cation in 2019. Mr. Veliaj donated EUR 7,884 for the renovation of
the schools and teaching rooms in the city of Vaqarr. The funds
were directed to the Education Fund, which was created to support
kindergartens and school libraries, as well as excellent students in
every community, providing them with books, computers or teaching
materials.
Shkumbin Qormemeti made a donation for a new home for the Ma-
sati family, who were living in poor conditions. The new apartment
is located in downtown Fier, where the family aspired to live. Owing
to the donation, the family now live in regular living conditions and
have started a new life.

The ranking of the top recipients supported by the corporate sector
changed in 2019. Institutions remained the most supported recipient,
with a significant increase in the percentage of donation instances,
mostly directed toward education in the form of capital investments.
However, the corporate sector less frequently supported individuals/
families. Non-profit organizations recorded a significant drop in the
percentage of donation instances received from the corporate sector,
especially for the theme of poverty relief. The 2019 list of themes for
giving looks different from the previous year’s. The corporate sector
increased and centered its support on education. Although poverty

relief and support to marginalized groups received less frequent
support from the corporate sector compared to 2018, they both
took the second place. On the other hand, the available data shows
that there was no recorded activity of the corporate sector toward
healthcare. The 2019 list of supported themes is quite short and
further includes only seasonal giving.
As regards final beneficiary groups, the ranking also changed compa-
red to 2018. Even though local communities received less frequent
support from the corporate sector in 2019, they remained the most
supported beneficiary group. Fluctuations in the percentages of
instances for people with disabilities and people in economic need
put both groups on the same level in terms of support. Finally, there
was no recorded activity from the corporate sector toward people
with health issues.
The list of other beneficiary groups supported by the corporate
sector includes general population, people living in other countries
and women and children victims of human trafficking.
Over the course of 2019, Balfin Group performed various activities to
support different programs related to the improvement of teaching
processes in education. The company donated funds for the procure-
ment of equipment intended for three new computer laboratories and
for the restoration of several lecture halls at the Faculty of Economy,
University of Tirana. This investment greatly contributed to improving
the work of both the students and professors of the Faculty.
In addition, along with its companies Jumbo Albania and Neptun
Albania, Balfin made a contribution to the Fatosat Kindergarten in
Pristina. The companies donated air filters and toys.
Finally, Balfin Group supported over 37 families facing economic
difficulties. One of the examples was assistance aimed at individual
housing. Together with the Tirana Bank, the company donated a
completely new and equipped home for the Poka family from Golem.
Investments of small and medium-sized enterprises were also oriented
toward education throughout 2019. The Mayor of the Municipality
of Tirana invited companies to raise funds for the reconstruction of
the student campus and dormitories in the Student City in Tirana.
With the contribution of EUR 418,669 from 37 small companies, nine
dormitory buildings were completely reconstructed and are now
ready to provide excellent standards of student accommodation.
The funds were used for the reconstruction of buildings and faca-
des, the refurbishment of rooms, the installation of mirrors, lamps
and sanitary ware, for greening the areas around the buildings etc.

With regard to mass individual giving, the ranking of the top three
recipients remained unchanged compared to the previous year. The
ranking of the top three themes for giving and beneficiary groups
experienced some alterations. Citizens continued to be the most
frequent supporters of individuals/families in 2019, with a remarkably
higher percentage of donation instances than in the previous year.
Institutions received citizens’ support less frequently, while non-profit
organizations recorded an increase in the percentage of donation
instances directed toward them. Compared to 2018, healthcare had
a significant rise in the percentage of donation instances from citi-
zens, which placed this theme on the first place. Poverty relief also
saw more frequent support, albeit somewhat diminished. However,
no other topic was supported by citizens in 2019. As for beneficiary
groups, people with disabilities and people with health issues had
an increase in the frequency of support from citizens, while local

communities and people in economic need saw a decline. Apart from
the top beneficiary groups, citizens’ support was only recorded for
people living in other countries.
A concert called Feel Good was organized with the aim of supporting
people with disabilities. Artists Vlashent Sata and Elina Duni perfor-
med at the concert and the funds raised from the ticket sale were
donated to the Down Syndrome Albania Foundation. Assistance was
particularly required for the continuation of the therapeutic services
for children with disabilities. This was the fifth year that the Down
Syndrome Albania Foundation conducted this activity with the goal
to improve the implementation of the rights of people with Down
syndrome and people with disabilities in general. Forty seven children
with disabilities receive therapeutic services on a regular basis in the
Foundation’s service center PRO PAK.
Although giving through crowdfunding platforms has not been pra-
cticed extensively in Albania over the previous years, the year 2019
recorded an increase in this form of giving. A great example was a
GoFundMe campaign that was initiated by Elvis Naci, the founder
of the Firdeus Foundation. Through this campaign, citizens raised
EUR 125,912 to help a family in economic need who had been living
in very poor conditions.

A total of 97.4% of all donation instances were directed toward four
key themes for giving. This percentage is significantly higher than in
2018 and indicates that donors’ interest for other topics and issues
is going downward. The argument is also supported by the reduced
and very limited list of other less supported themes in 2019. It is clear
that there is a need for better transparency and promotion of other
themes, like in all other countries in the region.
Some major changes occurred in terms of ranking and the level of
support for the four key themes: following a trend that started in
2017, healthcare and education received significantly stronger assi-
stance. Namely, healthcare recorded a rise in donation instances in
the form of medical treatments for children with health issues while
education recorded more frequent support in the form of capital
investments in particular. Having reached its peak in 2018, poverty
relief experienced a drop in 2019. Finally, following a downward
trend since 2017, support to marginalized groups moved down on
the list. It is worth underlining that the stronger giving for educati-
on, especially strategic support within it, is encouraging and will be
closely monitored in the following years.
The list of other themes includes only seasonal giving, which attra-
cted 2.6% of donation instances. According to the available data,
culture and arts, economic development, environment and public
infrastructure were not supported at all.

As regards the frequency of support, the ranking of the four key
recipient entities remained the same compared to the previous year,
with individuals/families receiving by far the largest support. This
recipient type saw an increase in the percentage of instances, while
they mostly received assistance in the form of the medical treatments
and individual housing.
Giving to the state was exclusively directed to institutions, as there
was no recorded donor activity toward local/national governments.
Compared to 2018, institutions saw a minor decrease in the frequen-
cy of donors’ support. Finally, non-profit organizations also recorded
a reduced frequency of donors’ support compared to the previous
year, by around 10%. It is obvious that the greater need for direct
assistance to individual recipients affected giving to other entities.

Themes supported by non-profits - % of instances
The term ‘non-profit organizations’ applies to: domestic civil society
organizations, private foundations and foreign and international
organizations, such as UNICEF.
Over the course of 2019, non-profit organizations in Albania recei-
ved less frequent donors’ support compared to 2018. Based on the
available data, there were only two recorded donation instances.
As a result, the percentages are not a solid indicator of the work
of non-profit organizations in 2019. However, it is possible that the
media did not record all instances of giving directed toward non-pro-
fit organizations; in 2018 more data for nonprofits was available in
the media. Still, we need to bear in mind that the earthquake partly
shifted the donors’ focus to individuals and the state; therefore,
giving for earthquake relief may have been the cause of a reduced
support to nonprofits. According to the available data, the corporate
sector and citizens were the only donors that supported non-profit
organizations in 2019, having an equal share of donation instances.

partnerships
nalized groups, particularly for children with physical and intellectual
disabilities.
Hysenbelliu Group and the FAB Foundation visited the ‘Different and
Equal’ organization and distributed gifts and holiday cards to chil-
dren. This is the charity’s tradition for the end-of-the-year holidays.
Through such acts of kindness, the FAB Foundation and Hysenbelliu
Group want to show mothers and children victims of human traffic-
king, exploitation and abuse that they are not alone in their journey.
The organization ‘Different and Equal’ has been providing care and
services for children and employment for mothers since 2004.
The Different Weekend Foundation is an organization dedicated to
helping people in need through humanitarian support and provision
of better living conditions. They started an initiative to collect funds
and support four brothers from Korça who had lost their parents. The
brothers had no source of income, no food and were living in very
difficult conditions. The Foundation sent them furniture and food.
The Municipality of Korça contributed to the initiative by taking the
responsibility to rebuild their house. The total value of the donation
was EUR 9,569.
Within another initiative of the Foundation, funds collected on a
regular basis were used to buy an apartment to the Korini family. In
addition, owing to the Foundation’s initiative, the Birra Peja company
donated an apartment to the Cera family.
Some assistance was also provided in various forms to a single
mother and her two children from Delvina. They were living in very
difficult conditions after the head of the family passed away and the
Foundation provided a vacation for the whole family.

Top 3 Donor Types - % of instances
The overall giving to the state (institutions and local/national gover-
nments) saw a 6.1% decrease compared to the previous year. While
institutions had a slight decrease in the percentage of donation in-
stances, all giving that was recorded for local/national governments
was actually given for earthquake relief; this resulted in no recorded
donation instances directed toward local/national governments for
other purposes.
Regarding the trends in giving to the state, the ranking of the top
donors continued to be the same as in the previous years. The cor-
porate sector remained the most frequently supportive donor, with
an increase in the percentage of donation instances. On the other
hand, support from individuals and citizens decreased, while there
was no recorded activity from private foundations and mixed donors.
The analysis of themes for giving has shown that the ranking changed
extensively in 2019, as only education and healthcare were suppor-
ted through giving to the state. Both themes saw a significant increa-
se in the percentage of received instances, especially education. This
theme took the lead owing to a notable increase in the number of
donation instances compared to 2018, mainly in the form of capital
investments – construction of a university students’ home.

With regard to beneficiary groups, only local communities and ge-
neral population benefited through giving to the state. Compared
to 2018, a significant rise of almost 15% was noted toward local
communities, for the theme of education. General population, which
had not been supported in the past several years, appeared in 2019
with 45.5% of all donation instances.
Educational and medical institutions were mainly supported though
giving to the state in 2019. The Student City Tirana received multiple
donation instances through giving to the state for the construction
of the students’ home.
AlbChrome, a company that is part of Balfin Group, supported Bra-
dashesh Elementary School ‘Alush Lleshanaku’ in Elbasan with a
significant monetary donation. An investment of EUR 63,072 ena-
bled 380 school children to enjoy a new Development Space which
serves to help them develop and improve their learning abilities.
The Development Space is a model of integrated services within the
school and is able to provide integrated psycho-social and develop-
ment assistance, with a particular focus on children with different
abilities. Another example of Balfin Group’s support to education
in 2019 was the donation to the Qyteti I Ri (New City) Kindergarten
in Blliçë village. Along with Jumbo, Balfin Group donated toys to all
children and provided a financial donation for the reconstruction
of the kindergarten. The contribution was part of Balfin Group’s
Social Responsibility program. In addition, AlbChrome made a EUR
5,000 donation for the kindergarten, which included new kitchen
equipment such as aspirators, refrigerators, two stoves, washing
machines, and other necessary appliances.

All four key recipient groups were still present in 2019, with a slightly
reduced total percentage of instances directed toward them (69.3%).
Although people in economic need saw a drop in the recorded per-
centage, they remained the most supported recipient.
Other beneficiary groups frequently switched positions in the ranking
over the course of three years. Despite the increase, people with
disabilities remained the least supported.
The funds for the support of all four key beneficiary groups in 2019
were mostly collected though campaigns.
The range of other less supported beneficiary groups was small, but
some major changes occurred in 2019, as only three additional bene-
ficiary groups were supported. People living in other countries and
general population actually received stronger support than people
with disabilities. For people living in other countries, support was
mainly directed toward medical treatments and individual housing
for people in Kosovo. Furthermore, the percentage of donation in-
stances for general population also increased and was a product of
the corporate sector’s investment in the university students’ home
in Tirana that offers accommodation to students from across the
country.

Effects of giving
With regard to the specific use of donations, tracking support that
produces strategic effects is important. In 2019, strategic support in
Albania saw a 15% increase compared to the previous year, mostly
in the form of equipment and capital investments for education and
healthcare. On the other hand, one-off giving experienced a decline
due to a drop in the frequency of giving in the form of supplies for
the support of marginalized groups.
Within short-term giving, medical treatments for people with health
issues slightly increased. Strategic support was predominantly pro-
vided by the corporate sector, with 25.6% of all strategic donation
instances. Individuals were the most active donor type in one-off
support, with 28.2% of all short-term donation instances.

Examples of
strategic support
A great example of strategic support was the investment of Ban-
kers Petroleum Albania. The company donated EUR 67,360 for the
reconstruction of ‘Sotir Kola’ Elementary School in the village of Be-
linë, Patos. The transformation of the school was the result of a
joint initiative of Bankers Petroleum Albania and the Municipality of
Fier. The school was nine years old and had not been renovated for
years. This was a great contribution for its 120 pupils as the school
now meets all the standards of quality education. The investment
included the reconstruction of classrooms, stairs, bathrooms and
the roof, as well as the thermal insulation of the school in order to
maintain a comfortable indoor temperature while reducing heating
costs. The reconstruction of the school premises began in April and
was completed in September.
In recent years, Balfin Group has been very committed to social res-

26 Giving Albania 2019 – Report on the State of Philanthropy
Support to the
local community
In 2019, Trans Adriatic Pipeline Albania (TAP) supported the deve-
lopment of local communities through the project Taste Markets.
The project is a joint investment of Trans Adriatic Pipeline Albania,
the Municipality of Korça and the Italian-Albanian Debit Exchange
Agreement. Trans Adriatic Pipeline Albania contributed with EUR
512,460, while the Municipality of Korça and the Iitalian-Albanian
Debit Exchange Agreement provided EUR 630,721. The Taste Markets
offered producers a space to sell their goods, while the residents of
Korça got a modern place for buying local products such as fresh
fruits and vegetables, dairy products, fish and meat. The goal of the
project was to boost the development of the region’s economy and
community development.
Within TAP’s Social and Environmental Investment Program, the com-
pany also supported education in Albania with three investments in
2019. Overall, the company invested around EUR 1,478,000 through
this program.
In January, Trans Adriatic Pipeline Albania and the Municipality of
Berat opened the doors of the Dushnik Village Kindergarten and
Veterrik Village School. The Dushnik Village Kindergarten was built
from scratch: it received new furniture and outdoor facilities that
serve as a park for children. Furthermore, it was equipped with a
central heating system, fire protection system, emergency exit and
thermal insulation. The total worth of both projects was EUR 440,000.
In October, the company and the Municipality of Skrapar inaugurated
the garden in the town of Corovoda. The reconstruction was worth
EUR 498,000. About 60 children from Corovoda benefited from this
investment. In September, on the first day of the school year, Trans
Adriatic Pipeline Albania and the Municipality of Berat opened the do-
ors of the new school in Uznovo. The project was worth EUR 540,000
and over 330 pupils now enjoy improved schooling conditions.
Telekom Albania supported the national competition Green Ideas
2019 organized by Partners Albania. This project aims to identify
individuals among young people in Kosovo and offer them support,
training, mentoring and initial financial support through grants from
donors and philanthropists for their business ideas. The main obje-
ctive of this project is to identify and support business plans that
have high potential for success and can significantly contribute to
the social, environmental and economic development of a particular
community or a wider community group, with the ultimate goal of
achieving sustainable business development in the entire country.

An interesting example of giving in 2019 was the contribution of the
Vodafone Albania Foundation. Through an initiative called Knowing
The World Through Voice, with the contribution of businesses and
the community of visually impaired people, the Foundation organized
a unique charity event called Dinner In The Dark. The dinner was
organized in a restaurant in Tirana and was served in complete dar-
kness. People with impaired vision were the ones who were serving
the dinner. A total of 35 businesses supported the cause with EUR
39,420, which the Vodafone Albania Foundation doubled. Therefore,
the total worth of the investment was EUR 78,840. The funds will be
used for the procurement of the necessary software and equipment,
creating audio content in Albanian for people with impaired vision,
as well as for training sessions for the users of the program. Owing
to the contribution of SMEs and the Vodafone Albania Foundation, a
text-to-speech solution in Albanian will be designed for a community
of more than 20,000 beneficiaries. The solution will be a resource
of information in education and computer science for children with
impaired vision.

In 2019, donors in Albania mostly centered their support on helping
the victims of the earthquake. The data shows that more than EUR
24.5 million was donated for the purpose of earthquake relief.
Citizens were the most active donor type with 31.7% of all donation
instances and 56.4% of the total donated value for the earthquake
relief. The contribution of different donor types in Albania with their
corresponding activity of giving and their share in the donated amo-
unt is presented in the graph below.

Methodology
This report was prepared using the Giving Balkans database which
remains the most reliable source of data on charitable giving in the
region. Due to the absence of official data, Catalyst Balkans uses
alternative ways to collect data, primarily media reports and other
available resources. During 2019, Catalyst Balkans tracked media
reports on domestic individual, corporate and diaspora philanthropy
in Albania. Media reports were collected by following electronic,
printed and online media at the local, regional and national level,
in Croatia, in the period from January 1st to December 31st 2019.
In this period, a total of 436 database entries related to charitable
giving by all types of donors were processed in the Giving Balkans
database, of which 39 were unique instances.
This methodology has certain limitations, including the most im-
portant fact that the media does not record all charitable giving.
Nonetheless, we believe that our research provides a sufficiently
reliable insight into the most important aspects of charitable giving,
because figures, although not comprehensive, provide the minimum
values for relevant indicators. If, for example, we discuss the number
of charitable instances, we can state with certainty that the number
that we show is the minimal number of instances that have taken
place. The same is true for cash amounts, actors and the like. Trends
in the development of giving are presented without outliers (i.e. disa-
sters or one-off donations which surpass a significant portion of the
total recorded amount and are not renewable) because these data
points are not representative of the giving which is renewed by local
actors each year, and therefore need to be presented separately.
Hence, these data may be used as indicators of the minimal degree
of philanthropy development in Albania.

  • 2. 2 Giving Albania 2019 – Report on the State of Philanthropy Introductory remarks/ General overview In 2019, the analysis of the philanthropic giving in Albania was highly influenced by the devastating earthquake that struck the country in November. The disaster relief was the center of donors’ support in Albania, with more than EUR 24.5 million donated for this purpose. However, the data shows that the level of giving for all other purpo- ses experienced a decrease. In 2019, the recorded amount for all other purposes except for the earthquake relief was EUR 3.4 million, which represents a 28.4% decrease compared to 2018. While the estimated value in 2018 was not presented because of the lack of sufficient data, the fair estimation shows that in 2019 more than EUR 4.0 million was donated in Albania. It is important to underline that the data for the devastating ear- thquake represents an outlier, thus the analysis of the earthquake relief is excluded from the analysis of the "regular" giving and the data is presented separately. Overall, close tracking of the data has shown that the philanthropic landscape in Albania has continuously been demonstrating an un- stable trend and that limited access to data and low transparency of sources have been affecting the possibility to form a completely accurate picture of the state of play. In 2019, both the recorded amount and the number of recorded instances decreased. However, this does not necessarily indicate a new trend as it might have been caused by predominant giving for the earthquake relief. Individuals and the corporate sector were the most active donors, while the largest percentage of the total donated value came from the corporate sector. The most supported theme in 2019 was healthcare, with an increase compared to the 39 # of recorded instances estimated value of donations €4.0 million average donation per citizen €1.4

Finally, as a positive development in philanthropic giving, we have noted a higher percentage of donation instances that produce strategic effects compared to the previous year, as well as a more frequent use of crowdfunding platforms.

  • 5. 5 Level of giving A total of 39 unique instances were recorded, while the total recor- ded amount was over EUR 3.4 million. Compared to 2018, both the activity and the recorded amount declined, which was potentially caused by the fact that the donors’ focus shifted onto the ear- thquake relief at the end of the year. Based on the recorded value and the data transparency, it is estimated that more than EUR 4.0 million was donated. As in the previous years, the highest percentage of donation instances were directed to the region of Tirana (41%), albeit with a decrease compared to 2018. Higher support was noted for the cities of Fier and Bulqizë, which each received 7.7% of donation instances, while other regions received less than 2.6% each. More than 15% of donation instances were directed outside of Albania. The corporate sector had a slight drop in the frequency of giving, while individuals demonstrated a significant rise in the percentage of donation instances compared to 2018. Citizens also intensified their activity through mass individual actions. Furthermore, data shows that the percentage of initiatives and campaigns, which is the main way of giving for citizens, surged by more than 40% compared to 2018. On the other hand, private foundations experienced a slight decrease in the percentage of donation instances, while mixed donors did not demonstrate any activity. Regarding the donated amount, the corporate sector was the most generous donor type, with a higher share in the donated value compared to 2018. Individuals also saw growth, while the share of private foundations was reduced. Regarding the top four beneficiary groups, the ranking changed compared to the previous year. Healthcare was the most supported theme, with a higher percentage of donation instances than in 2018. Donors less frequently supported poverty relief, while giving toward education recorded an increase. Support to marginalized groups experienced a drop in the percentage of donation instances com- pared to the previous year, placing this theme forth in the ranking. Trends in giving toward recipient entities did not change in 2019 and the ranking stayed the same with some fluctuations in the level of support compared the previous year. Individuals/families were supported more frequently, while institutions and non-profit or- ganizations received a reduced percentage of instances. No donor activity toward local/national governments was recorded. Non-profit organizations received less frequent support compared to 2018. The theme that was in the focus of non-profits was support to marginalized groups, where people with disabilities were the most frequent beneficiaries of the donation instances received by non-profit organizations. Compared to the previous year, less frequent support was directed toward institutions while available data shows that local/national governments did not receive any support in 2019. Therefore, giv- ing to the state in Albania saw a decrease compared to 2018. The corporate sector was by far the most active donor in giving to the state. The highest percentage of instances for the state went to support education and was mostly intended for beneficiaries from local communities. In 2019, the percentage of donation instances that provide long-term effects rose, while donations mainly included capital investments and equipment. In contrast, donations that provide short-term effects decreased, which was mainly reflected in a lower level of giving in the form of supplies. The ranking of the key beneficiary groups changed compared to 2018. Nonetheless, people in economic need remained the most frequently supported beneficiary group. Local communities saw reduced support, while people with health issues and people with disabilities recorded an increase in the percentage of donation instances. Out of all charitable giving instances, 56.4% had a disclosed monetary value, which represents a significant increase in the value transpar- ency in comparison with the previous year. In 2019, the overall donor activity in Albania continued to decrease, marking a 61.8% decline in donation instances compared to the previous year. In 2019, only 39 donation instances were recorded. The ranking of the most active donors changed compared to the previous year. The corporate sector recorded a slight decrease in the frequency of giving compared to 2018, which has been a conti- nuous trend since 2017. On the other hand, individuals significantly increased their activity, owing to a boost in giving for the treatment of children with health issues. As a result, individuals now share the first place with the corporate sector. Furthermore, citizens also strengthened the frequency of giving mostly toward healthcare. The percentage of donation instances from private foundations slightly dropped, while there were no recorded donation instances from mixed donors. In addition, the ranking of donors by their share in the total donated amount experienced changes. The corporate sector took the lead, followed by citizens and individuals. However, no significant monetary values were recorded from private foundations, so this donor type had a noteworthy drop in the percentage of the donated value. As in the year before, the mixed donor type did not record any share in the total donated amount. With 30.8% of all donation instances coming from the diaspora, the activity of this type of donor intensified; however, the percentage of the total donated value was smaller than in the previous year. The diaspora from the United States donated EUR 336,798 to the C.U.R.E. project for the procurement of the necessary medical equ- ipment for the Kavaja Hospital in Kavajë. The C.U.R.E. project was founded in 1987 with the goal of empowering doctors and nurses with the necessary medical tools. Today, the project is the largest distributor of medical donations in 130 countries. In a TV show called Albanians for Albanians, Rijad Bajrami and Adnan Fazliu, who live in Switzerland, decided to make a contribution for a family living in very difficult conditions. The family includes a single mother and her seven children whom she has been raising alone after her husband passed away. Rijad Bajrami donated EUR 20,000 to the family and Adnan Fazliu promised to contribute by giving allowances to the woman and her seven children for three years. Diaspora support
  • 9. 9 Individual contributions Erion Veliaj, the Mayor of Tirana, decided to support children’s edu- cation in 2019. Mr. Veliaj donated EUR 7,884 for the renovation of the schools and teaching rooms in the city of Vaqarr. The funds were directed to the Education Fund, which was created to support kindergartens and school libraries, as well as excellent students in every community, providing them with books, computers or teaching materials. Shkumbin Qormemeti made a donation for a new home for the Ma- sati family, who were living in poor conditions. The new apartment is located in downtown Fier, where the family aspired to live. Owing to the donation, the family now live in regular living conditions and have started a new life.

Institutions remained the most supported recipient, with a significant increase in the percentage of donation instances, mostly directed toward education in the form of capital investments. However, the corporate sector less frequently supported individuals/ families. Non-profit organizations recorded a significant drop in the percentage of donation instances received from the corporate sector, especially for the theme of poverty relief. The 2019 list of themes for giving looks different from the previous year’s. The corporate sector increased and centered its support on education. Although poverty
  • 11. 11 Examples of corporate sector giving relief and support to marginalized groups received less frequent support from the corporate sector compared to 2018, they both took the second place. On the other hand, the available data shows that there was no recorded activity of the corporate sector toward healthcare. The 2019 list of supported themes is quite short and further includes only seasonal giving. As regards final beneficiary groups, the ranking also changed compa- red to 2018. Even though local communities received less frequent support from the corporate sector in 2019, they remained the most supported beneficiary group. Fluctuations in the percentages of instances for people with disabilities and people in economic need put both groups on the same level in terms of support. Finally, there was no recorded activity from the corporate sector toward people with health issues. The list of other beneficiary groups supported by the corporate sector includes general population, people living in other countries and women and children victims of human trafficking. Over the course of 2019, Balfin Group performed various activities to support different programs related to the improvement of teaching processes in education. The company donated funds for the procure- ment of equipment intended for three new computer laboratories and for the restoration of several lecture halls at the Faculty of Economy, University of Tirana. This investment greatly contributed to improving the work of both the students and professors of the Faculty. In addition, along with its companies Jumbo Albania and Neptun Albania, Balfin made a contribution to the Fatosat Kindergarten in Pristina. The companies donated air filters and toys. Finally, Balfin Group supported over 37 families facing economic difficulties. One of the examples was assistance aimed at individual housing. Together with the Tirana Bank, the company donated a completely new and equipped home for the Poka family from Golem. Investments of small and medium-sized enterprises were also oriented toward education throughout 2019. The Mayor of the Municipality of Tirana invited companies to raise funds for the reconstruction of the student campus and dormitories in the Student City in Tirana. With the contribution of EUR 418,669 from 37 small companies, nine dormitory buildings were completely reconstructed and are now ready to provide excellent standards of student accommodation. The funds were used for the reconstruction of buildings and faca- des, the refurbishment of rooms, the installation of mirrors, lamps and sanitary ware, for greening the areas around the buildings etc.

The ranking of the top three themes for giving and beneficiary groups experienced some alterations. Citizens continued to be the most frequent supporters of individuals/families in 2019, with a remarkably higher percentage of donation instances than in the previous year. Institutions received citizens’ support less frequently, while non-profit organizations recorded an increase in the percentage of donation instances directed toward them. Compared to 2018, healthcare had a significant rise in the percentage of donation instances from citi- zens, which placed this theme on the first place. Poverty relief also saw more frequent support, albeit somewhat diminished. However, no other topic was supported by citizens in 2019. As for beneficiary groups, people with disabilities and people with health issues had an increase in the frequency of support from citizens, while local
  • 13. 13 Examples of mass individual giving communities and people in economic need saw a decline. Apart from the top beneficiary groups, citizens’ support was only recorded for people living in other countries. A concert called Feel Good was organized with the aim of supporting people with disabilities. Artists Vlashent Sata and Elina Duni perfor- med at the concert and the funds raised from the ticket sale were donated to the Down Syndrome Albania Foundation. Assistance was particularly required for the continuation of the therapeutic services for children with disabilities. This was the fifth year that the Down Syndrome Albania Foundation conducted this activity with the goal to improve the implementation of the rights of people with Down syndrome and people with disabilities in general. Forty seven children with disabilities receive therapeutic services on a regular basis in the Foundation’s service center PRO PAK. Although giving through crowdfunding platforms has not been pra- cticed extensively in Albania over the previous years, the year 2019 recorded an increase in this form of giving. A great example was a GoFundMe campaign that was initiated by Elvis Naci, the founder of the Firdeus Foundation. Through this campaign, citizens raised EUR 125,912 to help a family in economic need who had been living in very poor conditions.

  • 15. 15 A total of 97.4% of all donation instances were directed toward four key themes for giving. This percentage is significantly higher than in 2018 and indicates that donors’ interest for other topics and issues is going downward. The argument is also supported by the reduced and very limited list of other less supported themes in 2019. It is clear that there is a need for better transparency and promotion of other themes, like in all other countries in the region. Some major changes occurred in terms of ranking and the level of support for the four key themes: following a trend that started in 2017, healthcare and education received significantly stronger assi- stance. Namely, healthcare recorded a rise in donation instances in the form of medical treatments for children with health issues while education recorded more frequent support in the form of capital investments in particular. Having reached its peak in 2018, poverty relief experienced a drop in 2019. Finally, following a downward trend since 2017, support to marginalized groups moved down on the list. It is worth underlining that the stronger giving for educati- on, especially strategic support within it, is encouraging and will be closely monitored in the following years. The list of other themes includes only seasonal giving, which attra- cted 2.6% of donation instances. This recipient type saw an increase in the percentage of instances, while they mostly received assistance in the form of the medical treatments and individual housing. Giving to the state was exclusively directed to institutions, as there was no recorded donor activity toward local/national governments. Compared to 2018, institutions saw a minor decrease in the frequen- cy of donors’ support. Finally, non-profit organizations also recorded a reduced frequency of donors’ support compared to the previous year, by around 10%. It is obvious that the greater need for direct assistance to individual recipients affected giving to other entities.

Over the course of 2019, non-profit organizations in Albania recei- ved less frequent donors’ support compared to 2018. Based on the available data, there were only two recorded donation instances. As a result, the percentages are not a solid indicator of the work of non-profit organizations in 2019. However, it is possible that the media did not record all instances of giving directed toward non-pro- fit organizations; in 2018 more data for nonprofits was available in the media. Still, we need to bear in mind that the earthquake partly shifted the donors’ focus to individuals and the state; therefore, giving for earthquake relief may have been the cause of a reduced support to nonprofits. According to the available data, the corporate sector and citizens were the only donors that supported non-profit organizations in 2019, having an equal share of donation instances.   • 19. 19 Corporate non-profit partnerships nalized groups, particularly for children with physical and intellectual disabilities. Hysenbelliu Group and the FAB Foundation visited the ‘Different and Equal’ organization and distributed gifts and holiday cards to chil- dren. This is the charity’s tradition for the end-of-the-year holidays. Through such acts of kindness, the FAB Foundation and Hysenbelliu Group want to show mothers and children victims of human traffic- king, exploitation and abuse that they are not alone in their journey. The organization ‘Different and Equal’ has been providing care and services for children and employment for mothers since 2004. The Different Weekend Foundation is an organization dedicated to helping people in need through humanitarian support and provision of better living conditions. They started an initiative to collect funds and support four brothers from Korça who had lost their parents. The brothers had no source of income, no food and were living in very difficult conditions. The Foundation sent them furniture and food. The Municipality of Korça contributed to the initiative by taking the responsibility to rebuild their house. The total value of the donation was EUR 9,569. Within another initiative of the Foundation, funds collected on a regular basis were used to buy an apartment to the Korini family. In addition, owing to the Foundation’s initiative, the Birra Peja company donated an apartment to the Cera family. Some assistance was also provided in various forms to a single mother and her two children from Delvina. They were living in very difficult conditions after the head of the family passed away and the Foundation provided a vacation for the whole family. Successful campaigns

While institutions had a slight decrease in the percentage of donation in- stances, all giving that was recorded for local/national governments was actually given for earthquake relief; this resulted in no recorded donation instances directed toward local/national governments for other purposes. Regarding the trends in giving to the state, the ranking of the top donors continued to be the same as in the previous years. The cor- porate sector remained the most frequently supportive donor, with an increase in the percentage of donation instances. On the other hand, support from individuals and citizens decreased, while there was no recorded activity from private foundations and mixed donors. The analysis of themes for giving has shown that the ranking changed extensively in 2019, as only education and healthcare were suppor- ted through giving to the state. Both themes saw a significant increa- se in the percentage of received instances, especially education. This theme took the lead owing to a notable increase in the number of donation instances compared to 2018, mainly in the form of capital investments – construction of a university students’ home.   • 21. 21 With regard to beneficiary groups, only local communities and ge- neral population benefited through giving to the state. Compared to 2018, a significant rise of almost 15% was noted toward local communities, for the theme of education. General population, which had not been supported in the past several years, appeared in 2019 with 45.5% of all donation instances. Educational and medical institutions were mainly supported though giving to the state in 2019. The Student City Tirana received multiple donation instances through giving to the state for the construction of the students’ home. AlbChrome, a company that is part of Balfin Group, supported Bra- dashesh Elementary School ‘Alush Lleshanaku’ in Elbasan with a significant monetary donation. An investment of EUR 63,072 ena- bled 380 school children to enjoy a new Development Space which serves to help them develop and improve their learning abilities. The Development Space is a model of integrated services within the school and is able to provide integrated psycho-social and develop- ment assistance, with a particular focus on children with different abilities. Another example of Balfin Group’s support to education in 2019 was the donation to the Qyteti I Ri (New City) Kindergarten in Blliçë village. Along with Jumbo, Balfin Group donated toys to all children and provided a financial donation for the reconstruction of the kindergarten. The contribution was part of Balfin Group’s Social Responsibility program. In addition, AlbChrome made a EUR 5,000 donation for the kindergarten, which included new kitchen equipment such as aspirators, refrigerators, two stoves, washing machines, and other necessary appliances. Although people in economic need saw a drop in the recorded per- centage, they remained the most supported recipient. Other beneficiary groups frequently switched positions in the ranking over the course of three years. Despite the increase, people with disabilities remained the least supported. The funds for the support of all four key beneficiary groups in 2019 were mostly collected though campaigns. The range of other less supported beneficiary groups was small, but some major changes occurred in 2019, as only three additional bene- ficiary groups were supported. People living in other countries and general population actually received stronger support than people with disabilities. For people living in other countries, support was mainly directed toward medical treatments and individual housing for people in Kosovo. Furthermore, the percentage of donation in- stances for general population also increased and was a product of the corporate sector’s investment in the university students’ home in Tirana that offers accommodation to students from across the country.
  • 24. 24 Giving Albania 2019 – Report on the State of Philanthropy Effects of giving With regard to the specific use of donations, tracking support that produces strategic effects is important. In 2019, strategic support in Albania saw a 15% increase compared to the previous year, mostly in the form of equipment and capital investments for education and healthcare. On the other hand, one-off giving experienced a decline due to a drop in the frequency of giving in the form of supplies for the support of marginalized groups. Within short-term giving, medical treatments for people with health issues slightly increased. Strategic support was predominantly pro- vided by the corporate sector, with 25.6% of all strategic donation instances.   • 25. 25 Strategic giving - % of instances Examples of strategic support A great example of strategic support was the investment of Ban- kers Petroleum Albania. The company donated EUR 67,360 for the reconstruction of ‘Sotir Kola’ Elementary School in the village of Be- linë, Patos. The transformation of the school was the result of a joint initiative of Bankers Petroleum Albania and the Municipality of Fier. The school was nine years old and had not been renovated for years. This was a great contribution for its 120 pupils as the school now meets all the standards of quality education. The investment included the reconstruction of classrooms, stairs, bathrooms and the roof, as well as the thermal insulation of the school in order to maintain a comfortable indoor temperature while reducing heating costs. The reconstruction of the school premises began in April and was completed in September. In recent years, Balfin Group has been very committed to social res- ponsibility.   • 26. 26 Giving Albania 2019 – Report on the State of Philanthropy Support to the local community In 2019, Trans Adriatic Pipeline Albania (TAP) supported the deve- lopment of local communities through the project Taste Markets. The project is a joint investment of Trans Adriatic Pipeline Albania, the Municipality of Korça and the Italian-Albanian Debit Exchange Agreement. Trans Adriatic Pipeline Albania contributed with EUR 512,460, while the Municipality of Korça and the Iitalian-Albanian Debit Exchange Agreement provided EUR 630,721. The Taste Markets offered producers a space to sell their goods, while the residents of Korça got a modern place for buying local products such as fresh fruits and vegetables, dairy products, fish and meat. The goal of the project was to boost the development of the region’s economy and community development. Within TAP’s Social and Environmental Investment Program, the com- pany also supported education in Albania with three investments in 2019. Overall, the company invested around EUR 1,478,000 through this program. In January, Trans Adriatic Pipeline Albania and the Municipality of Berat opened the doors of the Dushnik Village Kindergarten and Veterrik Village School. The Dushnik Village Kindergarten was built from scratch: it received new furniture and outdoor facilities that serve as a park for children. Furthermore, it was equipped with a central heating system, fire protection system, emergency exit and thermal insulation. The total worth of both projects was EUR 440,000. In October, the company and the Municipality of Skrapar inaugurated the garden in the town of Corovoda. The reconstruction was worth EUR 498,000. About 60 children from Corovoda benefited from this investment. In September, on the first day of the school year, Trans Adriatic Pipeline Albania and the Municipality of Berat opened the do- ors of the new school in Uznovo. The project was worth EUR 540,000 and over 330 pupils now enjoy improved schooling conditions. Telekom Albania supported the national competition Green Ideas 2019 organized by Partners Albania. This project aims to identify individuals among young people in Kosovo and offer them support, training, mentoring and initial financial support through grants from donors and philanthropists for their business ideas. The main obje- ctive of this project is to identify and support business plans that have high potential for success and can significantly contribute to the social, environmental and economic development of a particular community or a wider community group, with the ultimate goal of achieving sustainable business development in the entire country.   • 27. 27 Innovative ways of giving An interesting example of giving in 2019 was the contribution of the Vodafone Albania Foundation. Through an initiative called Knowing The World Through Voice, with the contribution of businesses and the community of visually impaired people, the Foundation organized a unique charity event called Dinner In The Dark. The dinner was organized in a restaurant in Tirana and was served in complete dar- kness. People with impaired vision were the ones who were serving the dinner. A total of 35 businesses supported the cause with EUR 39,420, which the Vodafone Albania Foundation doubled. Therefore, the total worth of the investment was EUR 78,840. The funds will be used for the procurement of the necessary software and equipment, creating audio content in Albanian for people with impaired vision, as well as for training sessions for the users of the program. Owing to the contribution of SMEs and the Vodafone Albania Foundation, a text-to-speech solution in Albanian will be designed for a community of more than 20,000 beneficiaries. The solution will be a resource of information in education and computer science for children with impaired vision.

The data shows that more than EUR 24.5 million was donated for the purpose of earthquake relief. Citizens were the most active donor type with 31.7% of all donation instances and 56.4% of the total donated value for the earthquake relief.   • 31. 31 Methodology This report was prepared using the Giving Balkans database which remains the most reliable source of data on charitable giving in the region. Due to the absence of official data, Catalyst Balkans uses alternative ways to collect data, primarily media reports and other available resources. During 2019, Catalyst Balkans tracked media reports on domestic individual, corporate and diaspora philanthropy in Albania. Media reports were collected by following electronic, printed and online media at the local, regional and national level, in Croatia, in the period from January 1st to December 31st 2019. In this period, a total of 436 database entries related to charitable giving by all types of donors were processed in the Giving Balkans database, of which 39 were unique instances. This methodology has certain limitations, including the most im- portant fact that the media does not record all charitable giving. Nonetheless, we believe that our research provides a sufficiently reliable insight into the most important aspects of charitable giving, because figures, although not comprehensive, provide the minimum values for relevant indicators. If, for example, we discuss the number of charitable instances, we can state with certainty that the number that we show is the minimal number of instances that have taken place. The same is true for cash amounts, actors and the like. Trends in the development of giving are presented without outliers (i.e. disa- sters or one-off donations which surpass a significant portion of the total recorded amount and are not renewable) because these data points are not representative of the giving which is renewed by local actors each year, and therefore need to be presented separately. Hence, these data may be used as indicators of the minimal degree of philanthropy development in Albania.
