This document proposes an evaluation framework for analyzing online cultural heritage access. The framework examines how websites function as either a storehouse of information or a communication and interpretation device. As a storehouse, websites can provide information manually through metadata and links or automatically through entity and event extraction. As a communication device, websites can provide interpretation manually by adding stories and links between objects or automatically by generating narrative relations. The evaluation framework is intended to analyze cultural heritage applications, understand online access, theorize the web, and validate user study results.
