The NBER’s definition of a recession isn’t cut-and-dried and leaves room for interpretation. The group loosely defines it as a “significant decline in economic activity that is spread across the economy and lasts more than a few months,” a phrase that can be shortened to three single-word criteria: “depth, diffusion and duration.”
The 2020 recession was the shortest on record and didn’t quite check the third box of “more than a few months,” with a peak occurring in February 2020 and a trough just two months later.
NBER ultimately concluded that the severity of conditions related to the first two criteria—the “depth” and “diffusion”—offset the relative lack of duration. The decline in economic activity early in the pandemic had been “so great and so widely diffused throughout the economy that, even if it proved to be quite brief, the downturn should be classified as a recession.”
NBER assesses a range of indicators in making calls about the beginning and end of business cycles. They include employment, personal income, consumer spending, manufacturing and industrial production, as well as GDP.

Where did the two-quarter thing come from?
Part of the answer is that the N.B.E.R. doesn’t make recession calls in real time. For example, while the Great Recession is now considered to have begun in December 2007, the dating committee didn’t make that call until December 2008. Also, other nations don’t have any equivalent of the N.B.E.R. So there has always been an incentive to look for simple formulas, not dependent on judgment, that can quickly determine a recession.
Two quarters of economic contraction — a downturn sustained enough that it probably isn’t a statistical blip — seems, on the surface, like a reasonable criterion. But it’s not hard to see how it could be deeply misleading, even if the data are correct. Imagine, for example, an economy that suffered a severe slump for one quarter, then briefly stabilized and grew a bit, then resumed its plunge for another quarter. Would you really want to deny that this economy experienced a recession?
Is two consecutive quarters of falling GDP a recession?
No. That’s a rule of thumb that sometimes appears in news articles and, according to the International Monetary Fund, is used by many analysts and commentators around the globe. But, in the U.S., it has no bearing on the committee.
