Pragna Research Consultancy Services, Hyderabad did an Impact Assessment Study of Hyderabad Metro Rail Project for L&T Metro Rail. 4 Reports on the 4 different Stages with numerous errors and repetitions done using cut, copy and paste of content across reports were delivered to L & T Metro Rail. The junk contained in the Reports had to be processed to enable reuse and recycle of content for the Presentations.
A staffer in L&T Metro Rail was given my telephone number for contact by a lady from Pragna for assistance in converting the Reports into Presentations. The staffer said that she couldn’t do it herself as she was busy with personal matters and had to seek help on personal request and compensate for it out of her salary. The staffer grossly underestimated the costs, labor and time involved in the work, for reasons best known to her, which was far beyond her ability to pay for it. She and the lady from Pragna insist that L&T Metro Rail and Pragna have nothing to do with this work and this was expected to be done on a personal capacity for a payment that is less than 1/10th of the cost involved to do it.
The Report on Stage 3 was converted into a Presentation and sent to the staffer. Since either of the organizations involved in the creation of these Reports say they have nothing to do with it, the staffer has no ability to pay a realistic price for the conversion of Reports into Presentations and given the prevalent poverty (not necessarily in the material sense) of these organizations and staff working with them, I decide to leave this presentation with them as a donation.
To discourage full or partial use of the contents without acknowledgement of source by these organizations and their staff, as well as to get a bit of personal mileage as return for this unpaid free effort (can we call it voluntary?) and provide some insights on what is perceived to be happening by people of Hyderabad on the Metro Rail Project, the Presentation on Stage 3 (Begumpet to Shilparamam) is available online for those who may be interested in it.
The presentation gives a brief overview of Dubai, its culture, Bus Service, Metro Service and the introduction of new concepts which make it world class city.

ALTERNATE ROPEWAY TRANSIT SYSTEM FOR MANPADA ROADcivej
Cities grow in dynamic complex patterns, creating many problems. The study area of Dombivli - Manpada road has grown haphazardly in past decade due to population xplosion. Manpada road attracts heavy traffic but due to narrow roads and inefficient transit options, it leads to severe traffic congestion, side friction, delays, stress, accidents and other problems. Alternate ropeway transit system provides a better
public transit option and plays important role in reducing use of fossil fuels thus helping fight climate change. Total travel during peak hours is expected to double from 48000 to 88000 by 2031 which needs to be supported by various public transits. Cost benefit analysis is used here for evaluating desirability of project by weighting benefits against costs. Ropeway is expected to provide sustainable development,
efficient and effective public transit option and contribute to protection and enhancement of environment.

To ease the traffic situation in the country and make travel convenient for the people, the government has introduced the metro rail in many cities. It is a cheap mode of travel, which helps in reducing the energy consumption, is eco friendly, and is the reason behind the prevention of accidents. by the City Industrial Development Corporation, CIDCO) and the rest of the MMR (under smaller
municipal councils, semi-urban areas and villages).

1.3 Transportation in Mumbai metropolitan region (MMR)
1. Suburban rail, monorail, metro
The Mumbai Suburban Railway, popularly known as Locals forms the backbone of the city's transport
system. Mumbai's suburban rail systems carried a total of 7.42 million passengers every day in 2012.
The Mumbai Suburban Railway system is operated by Indian Railways' two zonal divisions Western
Railways (WR) and Central Railways (CR). WR operates the Western Line and CR operates the Central
Line, Harbour Line, Trans-Harbour Line as well as the Vasai Road-Diva-Panvel line.
2. Metrorail and monorail
The Mumbai Monorail and Mumbai Metro are under construction and expected to be partially
operational in 2013, relieving overcrowding on the existing network.
The metro will provide the much needed east to west connectivity and will carry about 6 lakh commuters
per day initially at very affordable fares. The biggest advantage would be the substantial reduction in

travel time from the current 90 minutes to about 20 minutes along with much improved and comfortable
travelling experience.
3. Bus Transport
The routes operated by the BEST can be broadly classified in the following categories.
1) Feeder Routes: These routes which feed the railway stations either from the residential complexes or
Business Districts.
2) East-West Connectors: These are the routes, which run East/West, where railways have no role to play
and connect the Western Suburb with the Eastern suburb.
3) Trunk Routes: These routes run South-North through the city and are almost parallel to the railways.
Maharashtra State Road Transport Corporation (MSRTC) buses provide intercity transport and connect
Mumbai with other major cities of Maharashtra and India. Navi Mumbai Municipal Transport (NMMT)
also operates its Volvo buses in Mumbai, from Navi Mumbai to Bandra, Dindoshi and Borivali.
4. Taxi
The primary role of the BEST is to supplement Suburban Rails, which is the mass carrier. It is for this
reason that BEST always gives priority for feeder routes and thereafter for East-West connectors where
the railways have absolutely no direct role to play. The third priority is the long distance trunk route,
which is an alternative to Suburban Railways, apart from being inter-corridor link between Suburbs and
City.

The departmentalization of MMRDA is a type of functional grouping. The Mumbai metro rail and
monorail project is a part of transport and communication (MMRC). The detail organisation structure of
monorail and metro rail is yet to be finalised.
3. Brihanmumbai Electricity Supply and Transport (BEST)
The entire operational area is divided into five Zones comprising of five depots each i.e. total 25
depots. Each Zone is headed by a Traffic Manager who in turn exercises supervision and control
over 5 depots.
The departmentalization of Brihanmumbai Electricity Supply and Transport is a type of functional
grouping. The two basic functions of BEST i.e. electricity and transport are taken as the functional
heads. The above chart gives the further functional grouping in transport wing.

2. INTEGRATION BETWEEN MODE
2.1 Type of integration between modes
Why integration?
An integrated transportation strategy is needed so that multiple transport modes work together
efficiently to facilitate the sustainable transportation.
Physical integration-
Physical integration is the type of integration in which different modes like rails, BEST buses and Para
transit etc. can be switched over as per requirements & convenience at the intermediate points or at the
terminals.

In April 2012 the Ministry of Urban Development went forward and created the National Common
Mobility Card (NCMC) called ‘More Mumbai’ ostensibly for buying tickets for the Metro rail services,
Monorail, suburban trains, buses and even to pay auto and taxi fares along with a special provision to
swipe it for parking and toll charges.

Example: 2 Physical integration
Integration on the proposed Versova-Andheri-Ghatkoper LRT Metro with other existing and proposed
public modes of transport
Influence area of each railway station will be free from presence of any other railway station, and
then feeder routes should be developed so that duplication of travel by train and bus will be
avoided
The battery-powered emission-free mini buses are proposed to be used, to bring the passengers
from their homes to the nearest metro or suburban railway stations within the influence area of
the station
Institutional integration-
Institutional integration is an arrangement which can be established by having a common policy among
different operating agencies like railways, BEST authorities, local transport authority etc. so that they can
work in unison.
Currently the region’s transportation (Issues, polices, projects) is managed by different agencies in
fragmented approach. There is no consistent integrated approach in providing the transport services.
The proposed draft National Urban Transport Policy introduced Unified Metropolitan Transport authority
(UMTA) to facilitate integrated planning & implementation. Government of Maharashtra in Home
Department, by its resolution dated 12th February, 2008, established the Unified Mumbai Metropolitan
Transport Authority (UMMTA).
Functions of UMMTA are as follows
Comprehensive transport plan for MMR
Integration of regional and city land use plans with transport plan of MMR
Inter modal priorities and integration
Infrastructure priorities and integration
Transport studies and information systems; and
Other work assigned by Metropolitan Planning Committee (MPC)
Operational integration-
Operational integration is related in terms of scheduling and routing of different modes.
In Mumbai BEST Buses & City Cabs -GPS System are coming soon.
There is a proposed ITS system under UMTA.
The use of GIS, GPS, Traffic information system can be developed, which give information to commuters
about transport modes, their routs and schedule.

3. Future Plans: Mumbai Urban Transport Project (MUTP)
The Mumbai Urban Transport Project (MUTP) is a project formulated by the Mumbai Metropolitan
Region Development Authority (MMRDA) to bring about improvement in traffic and transport situation
in Mumbai metropolitan region with the assistance of World Bank. It envisages investment in suburban
railway projects, local bus transport, new roads, bridges, pedestrian subways and traffic management
activities.
Phase I began in 2007 and ended in 2011.
The total estimated cost of the MUTP Phase I is US$720 million. Most of the money is to be spent on
railway projects while less than a fourth of the money is to be spent on road projects.
Road Component: The road projects included construction the new roads and independent
Traffic Management Unit (TMU) was been set up at MCGM and it was proposed to further
strengthen it.
BEST's component: The amount was intended to procure new buses for replacement of overaged
buses and to obtain technical assistance for "Institutional Restructuring & Management
Information System Study”
Rail component: Under this, all suburban trains converted into twelve coaches, increasing
carrying capacity of suburban trains by 35%. Conversion from DC to AC system, the speed of
trains increased substantially. EMU Coaches of new design made of stainless steel better
ventilation ensuring comfortable journey and less noise pollution.
Phase II began in 2010 and is expected to be completed by 2014.
The total estimated cost of the MUTP Phase II is US$300 million. It is done with the assistance of the
World Bank. Majority of investments are made in maintenance and construction of suburban lines.
Phase III will begin in 2015 and is expected to be completed by 2031.
The total estimated cost of the MUTP Phase III is US$8.3 billion. Phase III is among the ambitious
infrastructure projects as it increases connectivity to hinterland-like areas around Bhiwandi, and increases
capacity on the Harbour Line. It will strengthen the Mumbai Metropolitan Region's infrastructure
demands till around 2031.

Critique: Even after spending so much money on urban transport no due attention has been paid to for
institutional integration. The MUTP just focuses on just operational and physical integration.
