إن إدارة المخاطر التقليدية تركز على المخاطر الناتجة عن أسباب مادية أو قانونية (مثال: الكوارث الطبيعية أو الحرائق, الحوادث, الموت والدعاوى القضائية) ومن جهة أخرى فإن إدارة المخاطر المالية تركز على تلك المخاطر التي يمكن إدارتها باستخدام أدوات المقايضة المالية.
مما لاشك فيه أن إدارة المخاطر تعد بمثابة القلب النابض لأي عملية تتعلق بالتخطيط للطوارئ " الازمات والكوارث " الا أن المشكلة الاساسية تكمن في مدى قدرة الادارة العليا " القيادية " على فهم أهمية الدور الذي تلعبه إدارة المخاطر في التقليل من الاحداث التي قد تقود الي الازمات والكوارث والحد من الاثار التي تخلفها أو منعها بشكل نهائي.
وتتمثل هذه المشكلة في أحد المعوقات الهامة لاعتماد إدارة المخاطر كمرجع اساسي للعمليات في المنظمات المختلفة في كون العائد الغير منظور للاستثمار فيها ، بالرغم من كونه عائد استثماري هائل يصل إلي 600% ، أي أن كل دولار يتم صرفه على عمليات التحضير لمواجهة الحالات الطارئة يوفر 6 دولارات سيتم صرفها على عملية التعافي من النتائج المرتبة عن هذه الحالة في حالات عدم التحضير .

إمكانية التوصل إلى وسائل محددة للتحكم في الخطر والحد من
تكرار تحقق حدوثه والتقليل من حجم الخسائر التي تترتب على ذلك مما
يترتب عليه تخفيض درجة الخطر عند صاحب الخطر أو مديره ، كل ذلك
بأقل تكلفة ممكنة.
معنى المخاطر
يعتبر الخطر من أهم المشاكل الحيوية التي تؤثر على المشاريع تأثيرا فعالا ولذا يجب أن نفهم ونعرف معنى كلمة الخطر بشكل علمى لأن ازدياد الخطر يتحول إلى مشكلة.
المخاطر: هي عبارة عن ربط بين احتمال وقوع حدث والآثار المترتبة على حدوثه.
إدارة المخاطر: هي عملية تحديد وتحليل والاستجابة للمخاطر وتتبعها ورفع تقارير عنها.
• هي تنظيم متكامل يهدف إلى مجابهة المخاطر بأفضل الوسائل وأقل التكاليف وذلك عن طريق اكتشاف الخطر وتحليله وقياسه وتحديد وسائل مجابهته مع اختيار أنسب هذه الوسائل لتحقيق الهدف المطلوب.
• إدارة المخاطر عبارة عن إجراء منتظم للتخطيط من أجل تحديد، تحليل الاستجابة ومتابعة المخاطر المتعلقة بأي مشروع وتتضمن الإجراءات والأدوات والتقنيات التي ستساعد مدير المشروع على تعظيم إمكانية وأسباب تحقيق نتائج إيجابية وتخفيض إمكانية وأسباب تحقيق نتائج غير ملائمة.
انواع المخاطر:
بعض المخاطر تعتبر بسيطة وتتلاشى ولا تؤثر على سير المشروع.
بعض المخاطر يتطور ليتحول إلى مشكلة لها ابعادها ويجب وضع خطة لإصلاحها سريعا.
نسبة قليلة من المخاطر تتحول إلى أزمات قد تعصف بالمشروع بالكامل.
الهدف من دراسة إدارة المخاطر هو التأكيد على أن النوع الثالث يمكن أن يتلاشى تماما عندما يتم التخطيط الجيد له من قِبل إدارة المخاطر. إذن الهدف هو وضع أنسب سياسة لمواجهة الخسائر المتوقعة بأقل تكاليف ممكنة.
إدارة المخاطر:
إن إدارة المخاطر هي مجال التوصل لمنع الخطر، والتقليل من حجم الخسائر عند حدوثه، والعمل على عدم تكراره بدراسة أسباب حدوث كل خطر لتلافيه مستقبلا، كما تمتد إدارة المخاطر إلى تدبير الأموال اللازمة لتعويض المشروع عن الخسائر التي تحدث حتى لا يتوقف عن العمل والإنتاج، وأصبح القائمون على إدارة أى مشروع يهتمون إلى حد بعيد بدراسة تكاليف إدارة المخاطر.
ويتولى عادة هذه الوظيفة شخص يسمى مدير المخاطر. وتنحصر وظيفة مدير المخاطر فيما يلي:
1) اكتشاف المخاطر الخاصة بكل نشاط على حدة سواء كان هذا النشاط لفرد أو لمشروع.
2) تحليل كل خطر من المخاطر التي تم اكتشافها ومعرفة طبيعته ومسبباته وعلاقته بالمخاطر الأخرى.
3) قياس درجة الخطورة واحتمال حدوث الحادث وتقدير حجم الخسارة.
4) اختيار أنسب وسيلة لإدارة كل من المخاطر الموجودة لدى الفرد أو المشروع حسب درجات الأمان والتكلفة اللازمة.

تتناول الدراسة إدارة المخاطر المؤسسية في قطاع التأمين، وتدرس مدى تبني شركات التأمين السودانية لتطبيق إطار إدارة المخاطر المؤسسية بالتركيز على إطار مواصفة الآيزو العالمية ISO 31000:2009 وتهدف أيضاً إلى التنويه لأهمية هذه المواصفة القياسية الدولية كإطار لإدارة المخاطر، وأن تكون إدارة المخاطر المؤسسية جزءً لا يتجزأ من خطة الشركة الاستراتيجية.
استخدم الباحث المنهج الوصفي التحليلي ودارسة الحالة التي تمثلت في شركة التأمين الإسلامية
المحدودة، واستخدم أداة الاستبانة في جمع البيانات حيث بلغ عدد أفراد العينة 95 فرداً من العاملين بالشركة، وتم اختبار الفروض بطريقتين هما الاختبارات اللامعلمية) اختبار مربع كاي(، والاختبارات المعلمية )اختبار ت(، وتوصل الباحث إلى وجود فروق ذات دلالة إحصائية لصالح تبني شركات التأمين السودانية لتطبيق إطار إدارة المخاطر المؤسسية.

This research aims at studying the adoption of Sudanese insurance companies to Enterprise Risk Management Framework (ERM) by focusing on the ISO standard (31000:2009) and emphasis the importance of this international standard as a framework for risk management, and that risk management should be an integral part of the company's strategic plan.
The researcher used descriptive analytical methodology as well as case study by taking the Islamic Insurance Company Limited as the case; he used the questionnaire tool to collect the data, where the number of respondents has been 59 people. The hypothesis were tested by two ways; nonparametric test (Chi-square) and parametric test (T-test), and the research found that there is statistically significant difference in favor of the adoption of Sudanese insurance companies to the implementation the enterprise risk management framework.
