Executive Order No. 180 establishes the rights of government employees to form and join employees' organizations to protect their interests. It prohibits discrimination against employees for membership in such organizations and interference by government authorities in the administration of these organizations. The rules implementing EO 180 specify that terms and conditions of employment, except those fixed by law, may be subject to negotiations between management and accredited employees' organizations. This includes concerns like leave policies, personnel development, communication systems, work assignments, and recreational activities. Salary increases specifically provided by law are not negotiable.

1. EXECUTIVE ORDER NO. 180 (June 01, 1987) Scope: Applies to all employees of all branches, subdivision, instrumentalities and agencies of the Government including government-owned or controlled corporations with original charters. (Section 1) All government employees can form, join or assists employees’ organization of their own choosing for the furtherance and protection of their interests. They can also form, in conjunction with appropriate government authorities, labor-management committees, works councils and other forms of workers’ participation schemes to achieve the same objectives. (Section 2)

2. EO # 180 ……………… cont. …. Government employees shall not be discriminated against in respect of their employment by reason of their membership in employees’ organization or participation in the normal activities of their organization. Their employment shall not be subject to the condition that they shall not join or shall relinquish their membership in the employees’ organizations. (Section 5)

3. EO # 180 ….. cont. ….. Government authorities shall not interfere in the establishment, functioning or administration of government employees’ organizations through acts designed to place such organizations under the control of government authority. (Section 6)

8. Rules Implementing EO# 180 Increases in salary, allowances, travel expenses and other benefits that are specifically provided by law are not negotiable. (Section 3)

9. Rules Implementing EO# 180 Nothing herein shall be construed to prevent any of the parties from submitting proposals regarding other matters to Congress and the proper authorities to improve the terms and conditions of their employment . (Section 5)
