Historical Background
State control of institutions of higher learning has existed since “the dark ages”. Then, the church was the state and knowledge was not recognized
unless approved by the pope (watchtower, 1999”) (global history.
Most African states still maintain such tight control over their public universities, with the presidents themselves being the chancellor and
appointing officers of all the universities’ chief officers. Government representatives dominate the university councils and heavily dictate their
budgets. (African History).
In Uganda, however holds the presidency is the chancellor of all public universities (DAR, 1998). A practice that has allowed some personalities of
mediocre qualifications, like president Amin, unlimited control over the universities (Ugandan history).
Theoretical background
Educational management and the internal efficiency of private secondary schools in Somalia. The theoretical framework adopted for this study is
derived from the systems theory of organization advanced by (name the author) the theory states that ( theme of the theory). It was adopted for
this study because (Justification).
Conceptual background
1. Literal definition
Rosemery as in cited BPP ( 1999) defines management as” the art of getting things done through others. Fabunmi ( 2001), however defines
management as” the coordination of all the resources of an organization through the process of planning, organizing, directing and controlling in
order to attain organizational objectives. Resser (1973) On the other hand asserts that management is the utilization of physical and human resource
through cooperative efforts, which is accomplished by performing the functions of planning, organizing, coordinating, directing and controlling.
2. Working definition
The concept of education management adopted in this study is derived from Resser (1973), and Fabumni (2001). Accordingly, educational
management is the process by which administrators of educational institutions plan, forecast, direct, organize, maintain and operate those
organizations through coordinated and cooperative human effort to achieve the desired educational ends.
3. Operational definition
In this study, staffing, control of students’ admissions, coordination of infrastructure and instructional facilities, school fees budgeting, and the kind
of leadership styles adopted by the school administration characterized by educational management.
Research problem
Universities are the think tanks of a society. To be able to think critically and objectively, they need to be free from undue control from the state and
other organs that may prevent them from doing their function of being the society’s watchdog ( Bestercher et al., 1977). They need to operate in an
environment of autonomy and academic freedom…. . (The ideal)
In Uganda the president, who is the undisputed chancellor of all public universities, appoints all the university’s chief officers and all members of
the “powerful”. (The actual)In view of this discrepancy, there is need to establish the kind of relationship that should exist between the state and
universities given the” liberalization” and “privatization “of education sector in Uganda (The discrepancy)
Purpose of the study
The purpose of this study is to determine and describe the nature of the relationship between remuneration and motivation (Central concept) of
graduate teachers in private primary schools in Somalia (Unit of analysis) using survey design (Method of inquiry). Remuneration will be
characterized by basic salary, the provision of housing, health scheme, pension and other allowances, and motivation by ability to meet deadlines,
reporting time, departure time, absenteeism and attitude toward the school (Operational definition of the concept). In particular, the study will
determine and describe the effect of housing, health scheme, pension and other allowances (Operational definition of the IV) on the ability of staff
to meet deadlines, reporting time, departure time, absenteeism and attitude towards the organization(Operational definition of DV)
Research objectives
The objectives of the study are:
1. To determine the relationship between basic salary and motivation of graduate teachers in private primary schools in Somalia.
2. To establish the effect of provision of housing on the motivation of graduate teachers in private primary schools in Somalia.
3. To find out the effect of health scheme on the motivation of graduate teachers in private primary schools in Somalia.
Research questions and Hypothesis
This study will seek to answer the following questions:
1. What is the relationship between basic salary and motivation of graduate teachers in private primary schools in Somalia?
2. How does provision of housing affect the motivation of graduate teachers in private primary schools in Somalia?
3. How does health scheme affect the motivation of graduate teachers in private primary schools in Somalia?
The researcher may state the following hypothesis:
1. There is no relationship between basic salary and motivation of graduate teachers in private primary schools in Somalia.
2. Provision of housing does not affect the motivation of graduate teachers in private primary schools in Somalia.
3. Health scheme does not affect the motivation of graduate teachers in private primary schools in Somalia.
Significance of the study
In Uganda the ministry of education is unable to continuously and consistently flow the progress of students through its education system (UG,
1992). The ministry does not have up to-date information on the private secondary schools in the country. It is hoped that this study will yield data
and information that will be useful for proper planning and decision making at the ministry. The findings and recommendations of the study should
also be useful to the managers and administrators, they will not rely on haphazard personal experience, subjective expert charges or tradition
fashion in their management tasks. This will improve the internal efficiency and help re-invent them as centers of academic excellence.The
researcher hopes that the study will form a basis for further research on the management of educational institutions in general. This should lead to
the generation of new ideas for the better and more efficient management of private schools and other educational institutions in Uganda and the
rest of the world.
Scope of the study
This study will be concerned with management and internal efficiency of private secondary schools in Uganda (content). It will be conducted
between April 2004 and July 2005 (time) through survey design in 123 selected private secondary schools (method & sample).
The study will be conducted in all the four regions of Uganda (geographical area). Data will be collected by the researcher using questionnaire,
interviews, group discussion (data collection techniques).

  • 2. Conceptual background 1. Literal definition Rosemery as in cited BPP ( 1999) defines management as” the art of getting things done through others. Fabunmi ( 2001), however defines management as” the coordination of all the resources of an organization through the process of planning, organizing, directing and controlling in order to attain organizational objectives. Resser (1973) On the other hand asserts that management is the utilization of physical and human resource through cooperative efforts, which is accomplished by performing the functions of planning, organizing, coordinating, directing and controlling. 2. Working definition The concept of education management adopted in this study is derived from Resser (1973), and Fabumni (2001). Accordingly, educational management is the process by which administrators of educational institutions plan, forecast, direct, organize, maintain and operate those organizations through coordinated and cooperative human effort to achieve the desired educational ends. 3. Operational definition In this study, staffing, control of students’ admissions, coordination of infrastructure and instructional facilities, school fees budgeting, and the kind of leadership styles adopted by the school administration characterized by educational management. Research problem Universities are the think tanks of a society. To be able to think critically and objectively, they need to be free from undue control from the state and other organs that may prevent them from doing their function of being the society’s watchdog ( Bestercher et al., 1977). They need to operate in an environment of autonomy and academic freedom…. . Purpose of the study The purpose of this study is to determine and describe the nature of the relationship between remuneration and motivation (Central concept) of graduate teachers in private primary schools in Somalia (Unit of analysis) using survey design (Method of inquiry). Remuneration will be characterized by basic salary, the provision of housing, health scheme, pension and other allowances, and motivation by ability to meet deadlines, reporting time, departure time, absenteeism and attitude toward the school (Operational definition of the concept). In particular, the study will determine and describe the effect of housing, health scheme, pension and other allowances (Operational definition of the IV) on the ability of staff to meet deadlines, reporting time, departure time, absenteeism and attitude towards the organization(Operational definition of DV) Research objectives The objectives of the study are: 1. To determine the relationship between basic salary and motivation of graduate teachers in private primary schools in Somalia. 2. To establish the effect of provision of housing on the motivation of graduate teachers in private primary schools in Somalia. 3. To find out the effect of health scheme on the motivation of graduate teachers in private primary schools in Somalia. Research questions and Hypothesis This study will seek to answer the following questions: 1. What is the relationship between basic salary and motivation of graduate teachers in private primary schools in Somalia? 2. How does provision of housing affect the motivation of graduate teachers in private primary schools in Somalia? 3. How does health scheme affect the motivation of graduate teachers in private primary schools in Somalia? The researcher may state the following hypothesis: 1. There is no relationship between basic salary and motivation of graduate teachers in private primary schools in Somalia. 2. Provision of housing does not affect the motivation of graduate teachers in private primary schools in Somalia. 3. Health scheme does not affect the motivation of graduate teachers in private primary schools in Somalia.
  • 4. Significance of the study In Uganda the ministry of education is unable to continuously and consistently flow the progress of students through its education system (UG, 1992). The ministry does not have up to-date information on the private secondary schools in the country. It is hoped that this study will yield data and information that will be useful for proper planning and decision making at the ministry. The findings and recommendations of the study should also be useful to the managers and administrators, they will not rely on haphazard personal experience, subjective expert charges or tradition fashion in their management tasks. This will improve the internal efficiency and help re-invent them as centers of academic excellence.The researcher hopes that the study will form a basis for further research on the management of educational institutions in general. This should lead to the generation of new ideas for the better and more efficient management of private schools and other educational institutions in Uganda and the rest of the world. Scope of the study This study will be concerned with management and internal efficiency of private secondary schools in Uganda (content). It will be conducted between April 2004 and July 2005 (time) through survey design in 123 selected private secondary schools (method & sample). The study will be conducted in all the four regions of Uganda (geographical area). Data will be collected by the researcher using questionnaire, interviews, group discussion (data collection techniques).
