The Versailles Treaty was negotiated by the Council of Four leaders - Lloyd George of Britain, Clemenceau of France, Orlando of Italy, and Wilson of the U.S. They disagreed on the punishment of Germany, with Clemenceau wanting the harshest terms and Wilson advocating for his more moderate 14 Points. The eventual treaty forced punitive reparations on Germany, took territory, and severely restricted its military for the next decade and a half. The reaction among Germans and some Allied nations was that the terms were too harsh and could destabilize Europe.
