Government as a platform - A historical and architectural analysisFrancis D'Silva
We frame our study with two perspectives; a historical institutional perspective that traces the roots of Altinn back to the Middle Ages, and an architectural perspective that allows for a more detailed analysis of the consequences of digitalization and the role of platforms. We offer two insights from our study: we identify three evolutionary mechanisms of national registers, and we discuss a future scenario of government platforms as “digital commons”
The Public Sector ICT Strategy outlines Finland's plan to improve public services and information management through 2023. The strategy is implemented by the Ministry of Finance's Public Sector ICT department, which directs over 2 billion euros in annual ICT spending. The vision is to enhance quality of services, break down organizational barriers, and increase cost-effectiveness through centralized services, shared platforms, and moving infrastructure to a hybrid cloud model. Interoperability across government agencies is also a core part of the strategy.

The National Informatics Centre (NIC) was established in 1976 and has emerged as a primary developer of e-government applications in India up to the local level. NIC operates the ICT network NICNET which connects all central government ministries and departments, 36 state governments, 688 district administrations, and promotes e-governance initiatives. NIC has implemented many national and state-level e-governance projects focused on improving government services, transparency, and efficiency. Major activities of NIC include setting up ICT infrastructure, implementing e-governance projects, providing consultancy, research and development, and capacity building.

This slide deck presents DLHT, a concurrent in-memory hashtable. Despite efforts to optimize hashtables, that go as far as sacrificing core functionality, state-of-the-art designs still incur multiple memory accesses per request and block request processing in three cases. First, most hashtables block while waiting for data to be retrieved from memory. Second, open-addressing designs, which represent the current state-of-the-art, either cannot free index slots on deletes or must block all requests to do so. Third, index resizes block every request until all objects are copied to the new index. Defying folklore wisdom, DLHT forgoes open-addressing and adopts a fully-featured and memory-aware closed-addressing design based on bounded cache-line-chaining. This design offers lock-free index operations and deletes that free slots instantly, (2) completes most requests with a single memory access, (3) utilizes software prefetching to hide memory latencies, and (4) employs a novel non-blocking and parallel resizing. In a commodity server and a memory-resident workload, DLHT surpasses 1.6B requests per second and provides 3.5x (12x) the throughput of the state-of-the-art closed-addressing (open-addressing) resizable hashtable on Gets (Deletes).
