Specification Integration
• New specifications to be technology-neutral: efficacy,
color temperature, color rendering
– Technology-specific only where it makes sense, e.g. life ratings
• Spec revisions provide an opportunity to ‘raise the bar’
– ENERGY STAR Luminaires spec: 40% efficacy increase
• Technology neutrality provides an objective means for
‘raising the bar’
– Someday CFLs won’t meet the bar anymore, so incentives
should be redirected to products that can
• Technologies should compete in the market place
– if LEDs are everything the SSL industry says they are, prove it
– if CFLs are cheaper but don’t last as long, LEDs will need to be
marketed for longevity and deliver on the promise
– …but don’t confuse consumers with the minutiae

Specification Integration
• Promotion of individual technologies confuses
consumers, confuses the issues
• Consumers shouldn’t be expected to be lighting
experts
• Other promising technologies need an objective
bar to meet, to compete:
– Ceramic metal halide
– Electron stimulated luminescence (ESL)
– Light emitting plasma (LEP)
– Organic light emitting diodes (OLEDs)
– Serpentine fluorescent
– Advanced (halogen) incandescent (2X, 3X)

6. ENERGY STAR Lighting:
Consumer Education Post-EISA
• ENERGY STAR is not a label to promote CFLs
• The Right Message Is… make it easy, just look
for the ENERGY STAR when buying luminaires
(that is… light fixtures) or lamps (that is… light bulbs)
• EPA communication efforts:
– Retail partner coordination
– Showroom, electrical distributor partners
– Change the World, Start with ENERGY STAR pledge
– Social media outreach
– Outreach to kids
