Compounding the measurement challenges, is the complexity  of developing a baseline  for the transportation sector.  (No country has developed one yet.) Baseline development is the first step towards identifying fuel-switch CDM & JI projects in transport sector. IEA: “While baseline setting in the transport sector  is admittedly difficult, it can be done and the long run payoff in terms of both climate and sustainable development of transport systems could be large.”
