Transport emissions are a major contributor to climate change and are expected to account for 60% of the increase in global greenhouse gas emissions by 2025. Switching to cleaner fuels like auto LPG is a viable option to reduce emissions. An onboard electronic monitoring system can accurately measure vehicle fuel consumption and emissions. This can help establish the first transportation emissions baseline for a city, which is needed to develop carbon offset programs but has not yet been done by any country. In 2008, the city of Kolkata, India started the process of establishing the world's first transportation emissions baseline using an electronic monitoring system on vehicles.

It is using three electric vans to simulate larger scale adoption of electric vehicles. The study aims to ensure the power supply can cope with thousands of electric vehicles charging simultaneously. Presented at the Global Fuel Economy Initiative ‘Accelerator Symposium’ on September 5th, ahead of the September 2014 UN Climate Summit.
The Symposium hosted by the French Government at the Ministry of Ecology Sustainable Development and Energy on 5th September, provided a forum for countries, experts, NGOs and the private sector to advance the agenda on fuel economy globally and prepare for the UN Secretary General Ban Ki-moon’s Climate Summit.
Government representatives from a wide range of countries working on fuel economy policies participated in the Symposium. Countries presenting at the Symposium included China, Georgia Kenya and Mauritius. There were more than 70 delegates attending the symposium from around the world with countries represented including Chile, Costa Rica, Hungary, Ivory Coast, Kosovo, Peru, Sri Lanka, St. Vincent and the Grenadines, the UAE, Uganda and Vietnam. Organisations included Transport & Environment, the FIA, ExxonMobil, Michelin, Renault, CEDARE, the OECD and the World Bank.

The transport sector has not seen the same decline in greenhouse gas emissions as many other sectors. CO2 emissions from passenger cars and trucks form a persistent problem and policymakers struggle to find effective solutions to meet the goals.
First, there is this ongoing race to the bottom among declared CO2 values with a growing gap with the emissions in real-world use. Second, manufacturers are only responsible for the performance of their cars under idealized circumstances, as measured during vehicle emission tests. Third, the economic and life-style aspects of owning and driving heavy and expensive cars are forces in the opposite direction. And last, the European Union has only limited systems in place for the monitoring and verification of the CO2 emissions of vehicles.

Transportation GHG reductions can come from five areas: vehicle efficiency, low-carbon fuels, reducing vehicle miles traveled (VMT), improving vehicle and system operations, and making construction and maintenance more sustainable. An economic assessment of low carbon vehicles
This technical and macro-economic study focuses on light duty vehicles -- cars and vans. It has been advised by a broad group of stakeholders in the move to low-carbon transport, including auto producers, technology suppliers, labour groups, energy providers and environmental groups. The resulting fact-base is anticipated to serve as a reference point for discussions around the low-carbon transition.
The model results show that a shift to low-carbon cars and vans increases spending on vehicle technology, a sector in which Europe excels, therefore generating positive direct employment impacts. This shift will also reduce the total cost of running Europe’s auto fleet, leading to mildly positive economic impacts including indirect employment gains.
The analysis showed that a shift to low-carbon vehicles would increase spending on vehicle technology, therefore generating positive direct employment impacts, but potentially adding €1,000-€1,100 to the capital cost of the average new car in 2020. However, these additional technology costs would be offset by fuel savings of around €400 per year, indicating an effective break-even point for drivers of approximately three
years. At the EU level, the cost of running and maintaining the European car fleet would become €33-35 billion lower each year than in a “do nothing scenario” by 2030, leading to positive economic impacts including indirect employment gains.

Although freight transport contributes significantly to the productivity of the U.S. economy, it also involves sizable costs to society. Those costs include wear and tear on roads and bridges; delays caused by traffic congestion; injuries, fatalities, and property damage from accidents; and harmful effects from exhaust emissions. No one pays those external costs directly—neither freight haulers, nor shippers, nor consumers. The unpriced external costs of transporting freight by truck (per ton-mile) are around eight times higher than by rail; those costs net of existing taxes represent about 20 percent of the cost of truck transport and about 11 percent of the cost of rail transport. This presentation examines policy options to address those unpriced external costs.

Larger adoption of these approaches could meaningfully lower the environmental impacts of the transportation sector.
