Andrzej Błachowicz, the Managing Director of the Climate Strategies & International Lead Initiative for Coal Regions in Transition Secretariat of the European Commission, spoke at the launch event of the OECD Toolkit to measure well-being in mining regions on January 26, 2023. His presentation focused on accelerating the green transition in mining communities, and included an overview of the EU just transition landscape, policy context, and supporting programs and initiatives such as the European Green Deal and the Just Transition Mechanism. He also highlighted the Initiative for Coal Regions in Transition, which was established in 2017 to support European coal, peat, and oil shale regions with the transition to a low-carbon economy. The initiative provides various activities and programs, including meetings and exchange forums, knowledge products, technical assistance, and international activities. Finally, Błachowicz offered some reflections on the importance of toolkits with measurement tools, which help stakeholders to focus not only on what needs to happen in the transition, but also why.

Summary of Intelligent Energy Europe (IEE) project-SMILEGOV
The IEE funded project Smarter Multi Level Governance (SMILEGOV) is examining the major barriers to creating a low carbon society on islands. It is bringing together the various stakeholders and the multilevels of governance required to achieve the EU target of 20% reduction in Carbon and 20% increase in renewable energies by the year 2020, ie less than 6 years from now. The crux of the project is to engage all stakeholders including islanders to agree to the Pact of Islands. The pact asks for commitment to examine and agree an island energy action plan within 12 months of signing the document.
Using the Pan European Island programme SMILEGOV, we are working with other islands as per the Pact of Islands. To date, Arainn Mhor is creating a story board, a platform to collaborate, creating a model that others can emulate by working together.

These neighbourhood pilot projects enabled municipalities to learn what it takes to start energy transition. Based on a city survey carried out across 26 local governments, key findings from this report call on national and local governments joining up their efforts to take place-based measures.

Dr. Rolf Fandrich, BD Director & Co-founder of VoconiQ, presented a systematic approach to measuring the 'S' in ESG within the launch event of the OECD toolkit to measure well-being in mining regions on January 26th. The focus of his presentation was on measuring a company's social license to operate. He highlighted the challenge of social performance, where despite spending millions on community programs, companies still face work interruptions from the communities they are trying to help. He emphasized the need for data from various sources and industries, identifying material issues for social risk, and analyzing trends over time to identify thresholds for conflict or improvement. Dr. Fandrich also stressed the importance of documenting social performance against actions and contextualizing social risk ratings to allow for meaningful comparisons within and across locations.

6. Reflections
§ Well-being = Just Transition? (competing definitions)
§ No single picture of transition status in the EU as trajectories have
changed due to energy crisis.
§ Well-being means different things to different people, especially
when we look beyond OECD (e.g. an indigenous forest community in
Kenya may view the forest as having a relational/cultural value, whereas in
the EU one may think of forests in terms of their resource-value to humans
(carbon sinks, wood, etc.))
§ In many transitions too much focus has been given to economic,
technological, environmental aspects and not enough to
community/social.
§ Toolkits with measurement tools are crucial as they force
stakeholders to think not only what needs to happen in transition
but also why.
