What is e-content?
• Electronic content (e-content) is also known as digital content.
• It refers to the content or information delivered over network based
electronic devices or that is made available using internet.
Importance of e-content
• Wide variety of digital materials that are available online and free of
cost with minimum restrictions can be used, reused and modified by
teachers and students for their teaching and learning.
• As textbooks are too expensive, the students are switching from
textbooks to digital course materials.
• It is popular because of its flexibility of time, place and pace of
learning.
• Available in many subjects and almost all levels of education.
• Useful for open and distance learning institutions.
The National Mission on Education through Information and
Communication Technology (NMEICT)
• It has been envisaged as a Centrally Sponsored Scheme to leverage
the potential of ICT in teaching and learning process.
• It is meant for the benefit of all the learners in Higher Education
Institutions in any time ant where mode.
Objectives
a) Building connectivity and knowledge network among and within
institutions of higher learning in the country with a view of achieving
critical mass of researchers in any given field.
b) Spreading digital literacy for teacher empowerment.
c) Development of knowledge modules.
d) Standardization and quality assurance of e-contents.
e) Research in the field of pedagogy.
f) Making available of e-knowledge contents, free of cost to Indians.
g) Experimentation and field trial in the area of performance
optimization of low cost access devices for use of ICT in education.
h) Providing support for the creation of Virtual Technological
University.
i)Identification and nurturing of talent.
j) Certification of competencies of the human resources acquire
either through formal or non-formal means and the evolution of a
legal framework for it.
k) Developing and maintaining the database with the profiles of our
human resources.
Components
The mission has 2 major components:
a) Providing connectivity, along with provision for access devices, to
institutions and learners;
b) Content generation
• It aims to extend computer infrastructure and connectivity over
18,000 colleges in the country.
• It seeks to bridge the digital divide.
• The mission would create high quality e-content for the target
groups.
• National Programme of Technology Enhanced Learning (NPTEL)
Phase II and III will be part of the content generation activity.
• Mission also envisage for promoting research with the objective to
develop new and innovative ICT tools for further facilitation of
teaching and learning process.
• It plans to focus on appropriate pedagogy for e-learning, providing
facility of performing experiments through virtual laboratories, online
testing and certification, utilization of available Education Satellite
(EduSat) and Direct to Home (DTH) platforms, training and
empowerment of teachers to effectively use the new method of
teaching learning etc.
• Mission also seeks to give further impetus to NPTEL.
• It would also promote open source culture and provide platform for
sharing of ideas, techniques and pooling of knowledge resources.
Administrative structure and functioning
• three tier committee system
• The National Apex Committee of the Mission is chaired by Hon’ble
Minister of Human Resource Development.
• Two sets of Committees:
a) Empowered Committee of Experts ( Project Approval Board)
b) Core Committee of Domain Experts
• It has a Mission Director who heads the Mission Secretariat.
UGC-CEC
• The Consortium for Educational Communication popularly known as
CEC is one of the Inter University Centres set up by the University
Grants Commission.
• Established with the goal of addressing the needs of higher
education through the medium of Television along with the
appropriate use of emerging Information Communication Technology
(ICT).
• UGC started the Countrywide Classroom Programmes in the year
1984.
• For production of educational programmes, initially Media Centres
were set up at 6 Universities.
• Subsequently CEC was setup in 1993 as a nodal agency to
coordinate, guide and facilitate such educational programme
production through its Media Centres.
• Today 22 Media Centres now known as Educational Multimedia
Research Centres (EMRCs) are working towards achieving this goal.
• These programmes are telecasted on Doordarshan and
Gyandarshan Channels.
Objectives
• Close coordination, facilitation and overall guidance towards the
activities of the media centres set up by the UGC in various
Universities throughout the country.
• Dissemination of educational programmes through broadcast as
well as non-broadcast modes.
• Production of educational programmes (Audio/Visual and Web-
based) and related support material further setting up of appropriate
facilities for such production.
• Research activities related to optimizing the effectiveness of such
programmes.
• Providing a forum for the active involvement of academic and other
scholars in the creation of appropriate educational programmes.
• Studying, promoting and experimenting with new technology that
will increase the reach and effectiveness of educational
communication.
