Published classroom materials form the basis of syllabuses, drive teacher professional development, and have a potentially huge influence on learners, teachers and education systems. All teachers also create their own materials, whether a few sentences on a blackboard, a highly-structured fully-realised online course, or anything in between. Despite this, the knowledge and skills needed to create effective language learning materials are rarely part of teacher training, and are mostly learnt by trial and error.
Knowledge and skills frameworks, generally called competency frameworks, for ELT teachers, trainers and managers have existed for a few years now. However, until I created one for my MA dissertation, there wasn’t one drawing together what we need to know and do to be able to effectively produce language learning materials.
This webinar will introduce you to my framework, highlighting the key competencies I identified from my research. It will also show how anybody involved in language teaching (any language, not just English!), teacher training, managing schools or developing language learning materials can benefit from using the framework.

2. Republic Act 9165, or the Comprehensive Dangerous Drugs
Act of 2002 was signed on June 7,2002 and took effect
on July 4, 2002. R.A. 9165 defines more concrete courses of
action for the national anti-drug campaign and imposes heavier
penalties to offenders.
The enactment of RA 9165 reorganized the Philippine drug law
enforcement system. While the Dangerous Drug Board (DDB)
remains as the policy-making body, it created the Philippine
Drug Enforcement Agency(PDEA) under the Office of the
President. The new law abolished the National Drug Law
Enforcement and Prevention Coordinating Center, Philippine
National Police Narcotics Group (PNP Nargrp), National Bureau
of Investigation Narcotics Unit (NBI NU), and the Customs
Narcotics Interdiction Office (CNIO).
3. Drug Problems in the Philippines Reports of drug related
crime are common in the Philippines media. The main
concern tends to be towards Shabu which gets the most
media attention. It does seem that illegal drug use is on
the rise, and this has worrying implications for the future.
There is an urgent need to educate young people as to
the dangers of drug use, and there is also a great need to
help those who are already addicted to escape their
misery. Failure to do this could mean there will be further
deterioration within many Filipino communities.
4. A US government report in 2009 concluded that illegal
drug use was a significant problem in the Philippines due
to corrupt and poor law enforcement. There was
particular concern expressed about the amount of
methamphetamine (shabu) and cannabis production in
the area. Drug addiction appears to be on the rise in the
Philippines. There are believed to be as many as 6.7
drug abusers according to figures from 2004- this is a
dramatic increase from 1972 when there was only
believed to have been around 20,000 drug users in the
Philippines. The drug that is most abused in the
Philippines continues to be Alcohol – they are the second
highest consumers of alcoholic drinks in South East Asia.
5. The most commonly abused drugs in the Philippines
include:
Alcohol
Marijuana
Heroin
Cocaine
Methamphetamine (locally known as Shabu)
Inhalants such as nitrates and gasoline. These can be a
cheap way for people to get high.
