Abstract
Utilizing online learning resources (OLR) from multi channels in learning activities promise extended benefits from traditional based learning-centred to a collaborative based learning-centred that emphasises pervasive learning anywhere and anytime. While compiling big data, cloud computing, and semantic web into OLR offer a broader spectrum of pervasive knowledge acquisition to enrich users’ experience in learning. In conventional learning practices, a student is perceived as a recipient of information and knowledge. However, nowadays students are empowered to involve in learning processes that play an active role in creating, extracting, and improving OLR collaborative learning platform and knowledge sharing as well as distributing. Researchers have employed contents analysis for reviewing literatures in peer-reviewed journals and interviews with the teachers who utilize OLR. In fact, researchers propose pervasive knowledge can address the need of integrating technologies like cloud computing, big data, Web 2.0, and Semantic Web. Pervasive knowledge redefines value added, variety, volume, and velocity of OLR, which is flexible in terms of resources adoption, knowledge acquisition, and technological implementation.

E-learning is a concept which came to limelight about two decades ago in Nigeria. It has gone
through several metamorphoses since then ranging from open skepticism to acceptance. It was
accepted by most people because the percentage of Conventional Universities in Nigeria to the
number of candidates seeking admission into these Universities were getting small every year
and such Conventional Universities cannot cope with the pressure from the candidates. This is
the main reason why many people embraced E- learning as option and a welcome supplement to
normal university learning. This study is designed to evaluate the current implementation of Elearning
in Nigeria and the current challenges militating against the full implementation of Elearning
as an option in Nigeria.

This chapter briefly describes the overall idea of the development of e-learning system for OGITECH by using Apache, PHP and MySQL. This chapter includes objectives of the project, scope of work, problem statement and features of project before developed the own sites.
E-Learning has its historical background in about 30 years of development in computer based on the training and education. With the growth of the internet this kind of training became much more accepted and the creation of multimedia contents and systems to manage learning activities went on faster. Additional e-learning is based on a long tradition of teaching and learning experience. The larger worlds Information Technology and Education and Training influenced the new term e-learning and so e-learning became a subset of both of them.
Nowadays, e-learning refers to learning that is delivered or enabled via electronic technology. It encompasses learning delivered via a range of technologies such as the internet, television, videotape, and computer-based training. In principle, e-learning is a kind of distance learning. Learning materials can be accessed from the web or intranet via a computer and tutors and learners can communicate with each other using e-mail, chat or discussion forums.
Therefore, it can be used as the main method of delivery of training or as a combined approach with classroom-based training. It can be valuable when used as a part of well-planned and properly supported education and training environment, but e-learning is not a magic bullet that replaces existing pedagogical theories and approaches.
Nevertheless, it has almost everything that those theories need to get implemented.
Many learning and technology professionals believe that e-learning will have become state of the art when we will stop referring to it by a separate name and begin considering it as an integral part of a complete learning environment.
FUNCTIONAL SEMANTICS AWARE BROKER BASED ARCHITECTURE FOR E-LEARNING WEB SERVICESIJITE
E-learning enables the learner to gain diverse knowledge anytime, anywhere and on any device. Learning
resources (objects) and resource providers play a very important role in e-learning applications/systems.
The increasing demand for interoperability in existing heterogeneous e-learning systems to support
accessibility and reusability is the most challenging research issue. Web services and SOA enables
interoperability between heterogeneous applications over the Web. To adopt Web services technology
towards the reusability and aggregation of e-learning services, the conceptual Web services architecture
and its building blocks need to be augmented. In this paper, a well formed functional semantics approach
is proposed to describe e-learning Web services providing variety of learning objects/resources. The
paper presents an extendible functional knowledge to map the learner’s or provider’s versions of service
descriptions into a standard form called Abstract Description. The authors propose a broker based elearning Web service architecture which facilitates effective e-learning service publishing and discovery
mechanisms. The paper explores a scheme to extend the WSDL 2.0 document in order to incorporate
functional semantics of e-learning Web services and their operations. The paper presents an e-learning
service knowledge called Learning Operation Tree (LOT) for the quick e-learning service discovery. The
experimentation shows that, the proposed broker based architecture for e-learning Web services
facilitates effective discovery with moderate performance in terms of recall and response.

Explored are the various methods that can be utilized to improve the percentage of STEM majors in the American educational system with resources such as: Open Source as Alternative (OSALT), virtualization, cloud computing, Linux distributions, open source programming, and open source hardware platforms. Increasing the amount of students that pursue STEM majors is important because the projected job growth in the STEM field compared to non-STEM jobs is 33%. OSALT provides cost-effective alternatives to commercial products such as Microsoft Office Suite and Adobe Photoshop. Second, creating Virtual Machines (VMs) is another avenue to teach complex concepts in computer science, engineering, and Information Technology (IT). Third, cloud computing is an inexpensive way for clients to access information from multiple locations and devices. Fourth, universities can use the Operating System (OS) Linux and its various distributions as replacements for commercial operating systems like Windows in order to reduce IT costs. Lastly, open source programming languages like Python and their associated Integrated Development Environments (IDEs) provide comprehensive facilities for software engineers for application development or testing.

In most Australian correctional jurisdictions, prisoners are not allowed access to the internet precluding them from participating in higher education online. Making the Connection is an Australian government funded project which is taking digital technologies, that don’t require internet access, into prisons to enable prisoners to enroll in a suite of pre-tertiary and undergraduate programs. A version of the University of Southern Queensland’s learning management system has been installed onto the education server of participating prisons. The second stage of the project will see notebook computers preloaded with the learning management system and course materials, allocated to participating prisoners. At the time of writing, the project has been deployed at thirteen sites in Queensland and Western Australia, with a further three sites coming on board in time for semester I 2016 and negotiations underway for further rollout to Victoria, New South Wales, South Australia, Tasmania, the ACT and the Northern Territory.

Launches at MIT
Last fall, after more than two years of
preparation and much fanfare,
MIT launched the pilot of its
OpenCourseWare (OCW) project.
Through OCW, all materials for 32
MIT courses in 16 academic depart-
ments and the Sloan School of
Management have been made avail-
able online for free. For their part,
Sloan School faculty members pro-
vided course materials for three
courses, including “Introduc-
tion to Optimization,” “Logistical
and Transportation Planning
Methods,” and “Systems Optimiza -
tion: Models and Computation.”
The materials available online are
attracting users worldwide, as well as
MIT students who are using the
materials to supplement their own
notes or to make up for missed lec-
tures. Faculty participation in OCW
is voluntary, but MIT offiicials pre-
dict that participation will grow
steadily as the project continues.
Within the next ten years, the school
expects OCW to include the materi-
als for more than 2,000 undergradu-
ate and graduate courses.
The knowledge available through
MIT’s OCW is free, but course
credit is not. Those who take advan-
tage of the online materials will not
have an official claim to an MIT
education or degree.
Even so, MIT officials believe
that OCW promises to “serve as a
model for university dissemination
of knowledge in the Internet age,”
according to a school press release.
“We are fighting the commercializa-
tion of knowledge, in much the
same way that open-source people
are fighting the commercialization
of software,” university spokesper-
son Jon Paul Potts told News.com.
OCW is not meant to be a
means for distance learning,
which, by its nature, involves an
exchange of information among
students and faculty, stress the
program’s administrators. Rather,
OCW is meant to be a source of
supplemental educational sup-
port for MIT’s own students,
as well as an aid to faculty from
all institutions in developing
course content. In addition,
school officials believe the online
materials might be especially useful
to developing countries seeking to
expand their base of knowledge.
According to its Web site, MIT
estimates that development costs for
the project will initially range from
$7.5 million to $10 million each
year. The project will remain in its
pilot phase for at least another year.
“Although we have not yet fully
designed or decided on our long-
term technical architecture and sys-
tems, we’re committed to using
open systems and will share our
approach and experiences with those
who may want to launch similar
efforts,” says Anne H. Margulies,
OCW’s executive director.
Fox School Makes Access
to Tech a Priority
Temple University’s Fox School of Business
and Management in Philadelphia,
Pennsylvania, has taken two very
different approaches to technology
on its campus. The goal, says John
DeAngelo, the school’s associate
dean for information technology, is
to create an incredibly “tech-accessi-
ble” environment for Fox’s students
and faculty.
The “Digital Concierge” — Rather
than require students and faculty
to trek to a tech support office with
their computer issues, the school
decided to bring tech support
straight to them via a free-range
“digital concierge.” David Feeney,
director of digital education at the
Fox School, roams the business
school with a laptop and wireless
connection seeking students and
faculty in technological distress.
At the beginning of the semester,
Feeney sets his laptop up in the
school’s corridors where students
stop by to ask him questions about
using Blackboard, the school’s plat-
form for its online community.
“David helps them change or identi-
fy their user names and passwords.
He might help them enroll in cours-
es or delete them
from courses
where they’re
inappropriately
enrolled,” says
DeAngelo.
Faculty members
also can locate
him easily for
help with class-
room technology.

BizTech Lab offers students
something they wouldn’t
get in a typical computer
lab, says Paul Weinberg,
professor of management informa-
tion systems. The lab gives students
full access to 16 server-client sta-
tions, similar to the server-client
infrastructures of large organiza-
tions. Built with $49,000 from a
Link-to-Learn grant and partial
subsidies from Microsoft and IBM,
the BizTech Lab allows students to
develop fully formed server applica-
tions. Because the lab is partitioned
from the school’s main servers, stu-
dents can experiment freely without
compromising any operations of the
school’s computer system.
Students use the BizTech Lab for
a variety of Web services and other
network-centered projects, explains
Weinberg. “Some students are work-
ing with situations in which one
server is running
JAVA and another is
running a .net lan-
guage,” he explains.
“In the lab, they can
try to get the two
languages to com-
municate using
standard protocols.”
