CITIZENSHIP
• Digital citizenship can be defined as the norms of appropriate , responsible behavior
with regard to technology use.
It is important to understand that knowing how to switch a computer on and off,
using it to write emails, create documents and spread sheets, etc. Is not enough. We
most certainly need to understand how to work a computer, but moreover we need to
be digitally literate, and learn the fluency skills that will better enable us to function in
an environment that is changing rapidly.
There are nine elements that have been identified that make up the concept of digital
citizenship.

5. The first grouping refers to learning/working of user, the second that of behavior and
environment, and finally we look at outside the environment. Therefore, with this approach it
may make it more relevant as to why the elements was included.

Media fluency is the ability to

communication to interpret the
real message, and evaluate the
efficacy of the chosen medium.
Secondly, to create original
communications by aligning the
message and audience through
the most appropriate and
effective medium
Solution fluency
This is the ability to think
creatively to solve problems in
real time by clearly defining the
problem, designing and
appropriate solution, delivering
the solution and then evaluating
the process and the outcome
Information fluency
The ability to unconsciously and
intuitively interpret information
in all forms and formats in order
to extract the essential
knowledge, authenticate it and
perceive its meaning and
significance,

These are all structured
processes for developing
essential skills that are needed
to succeed, both today and in

Is when the term’s proficiency
has reached the unconscious
ability to work co-operatively
with virtual and real partners in
